ROLL CALL: Hubinger, Meenes, Lafferty, Stine, Kamenjarin (Merz -Absent)
PLEDGE OF ALLEGIANCE: Commissioner Hubinger led the Pledge of Allegiance.
APPROVAL OF MINUTES: Minutes of the Regular Meeting held on May 15, 2024, were approved
as amended 3/0/1/1 (Merz -Absent; Lafferty -Abstain).
PUBLIC COMMENT:
Kris Wright spoke regarding continuance procedures.
Steve Linke spoke regarding CEQA procedures.
Martin Danner spoke regarding continuance procedures.
Chair Kamenjarin opened the duly noticed public hearing at 5:14 p.m.
Chair Kamenjarin read a statement explaining the Commission can consider the Applicant's
request for continuance since there is one Commissioner absent and that the Commission is not
obligated to grant the request.
In response to Commissioner Kamenjarin's inquiry regarding the reason for requesting a
continuance, the Applicant's Representative for the Carlsbad Village Mixed Use project, Jonathan
Frankel, explained that they would like hearing and consideration of from all sitting members of
the Commission.
In response to Commissioner Stine's inquiry, Mr. Frankel reiterated that even though he expects
due process and a fair hearing this evening he is still requesting that all current Commission
members be able to consider the project.
Commissioner Meenes expressed that he thinks it is important for continuity and full context in
one session is best for all parties when it comes to a hearing.
Motion by Commissioner Meenes, seconded by Commissioner Stine to continue the item to date
certain of June 19, 2024. Motion carried, 3/2/0/1. (Kamenjarin, Lafferty -No; Merz -Absent)
Chair Kamenjarin closed the duly noticed public hearing at 5:32 p.m.

PUBLIC HEARING:
This item was continued to a date certain of June 19, 2024.
1. SDP 2023-0014 (DEV2023-0078) CARLSBAD VILLAGE MIXED USE: Adoption of a resolution
recommending approval of a Site Development Plan, SDP 2023-0014, to demolish five existing
commercial structures and consolidate four parcels of land into two parcels; and construct a
mixed-use development consisting of 13,800 square feet of neighborhood-serving
commercial within two one-story buildings, 218 multiple-family residential apartment units
within two five-story buildings, and a five-story above grade parking structure on a 4.12-acre
property located at 945-1065 Carlsbad Village Drive in the northwest quadrant of the city,
the Village & Barrio Master Plan, and Local Facilities Management zone.
ACTION TYPE: Quasi-Judicial
STAFF RECOMMENDATION: Take public input, close the public hearing,
and adopt the resolution.

PUBLIC COMMENT: Continuation of the Public Comments This portion of the agenda is set aside
for continuation of public comments, if necessary, due to exceeding the total time allotted in the
first public comments section. In conformance with the Brown Act, no Council action can occur on
these items. None.
PLANNING COMMISSION MEMBER REPORTS: None
CITY PLANNER REPORT: Mr. Lardy reviewed upcoming projects going before the Planning
Commission and City Council.
CITY ATTORNEY REPORT: None.
