A total of 178 students and 22 teachers are anticipated. A total of 41 parking spaces are proposed. In response to your application, the Planning Division has prepared this comment letter. Please note that the purpose of a preliminary review is to provide you with direction and comments on the overall concept of your project. This preliminary review does not represent an in-depth analysis of your project. It is intended to give you feedback on critical issues based upon the information provided in your submittal. This review is based upon the plans, policies, and standards in effect as of the date of this review. Please be aware that at the time of a formal application submittal, new plans. policies, and standards may be in effect and additional issues of concern may be raised through a more specific and detailed review. Planning: 1. 2. 3. General Plan and zoning designations for the property are as follows: a. General Plan: Community Facilities (CF) b. Zoning: Planned Community (PC); c. The property is in Planning Area (PA) 2 of the Robertson Ranch Master Plan, MP 02-03(H). PA 2 is designated a Community Facilities (CF) site. The proposed project will require the following permits: a. Special Use Permit (SUP) for development adjacent to the El Camino Real scenic corridor; b. Conditional Use Permit (CUP) for the development of a preschool. PA 2 of the Robertson Ranch Master Plan defers to Carlsbad Municipal Code (CMC) Chapter 21.25 to determine the type of permit and level of review required for the Montessori pre-school use. *The above-noted permits require approval by the Planning Commission. Climate Action Plan (CAP). New requirements related to the city's goals to reduce greenhouse gas (GHG) emissions will likely impact development requirements of this project. A formal application submittal will need to include a completed CAP Checklist (Form P-30) to determine what requirements will apply to the project. GHG reduction requirements may impact, but are not limited to, site design and local building code requirements. If incorporating new GHG reduction requirements results in substantial modifications to the project after planning approvals are obtained, then prior to issuance of grading or building permits, the applicant may be required to submit and receive approval of a Consistency Determination or an Amendment application for the project through the Planning Division. 4. Land Use/Setbacks. The subject site is in Planning Area 2 of the Robertson Ranch Master Plan, MP 02-03(H). PA 2 is designated a Community Facilities (CF) site. Pursuant to MP 02-03(H), a preschool is considered a Community Facilities use and a SO-foot-wide structural setback is required from the property line fronting El Camino Real. Parking may be located at the rear 25 feet of this setback. The remaining area of the setback sha ll be fully landscaped. As currently designed, it appears the west row of parking spaces projects into the front 25 feet of the SO-foot setback off El Camino Real and therefore, does not comply. 5. Pursuant to the Robertson Ranch Master Plan, the design shall complement the architecture in the Robertson Ranch community and shall, at a minimum, include a stucco fa~ade and a tile roof. Staff is preliminarily supportive of the proposed Spanish/Mediterranean architectural style of the preschool, which includes a terra cotta-colored tile roof, arched windows, and a cream-colored stucco facade. Please refer to the Robertson Ranch Master Plan for additional recommendations as it relates to architectural styles and details. Noise Analysis. As the subject parcel is adjacent to El Camino Real, please submit a noise analysis analyzing the project's consistency with the General Plan and Noise Guidelines Manual. The Noise Guidelines Manual can be found online at: https://www.carlsbadca.gov/civicax/filebank/blobdload.aspx?Blob1D=24094 Please be advised that the results of the study may require a solid wall along the property frontage and upgraded windows and/or doors to attenuate the noise generated by vehicles on El Camino Real. The design of the wall, if required, shall complement the architecture in the Robertson Ranch community and any existing walls along the El Camino Real frontage. The wall should be setback from El Camino Real such that landscaping can be planted in front of the wall. Please see Figures 111-56 and 111-57 of the Robertson Ranch Master Plan for details. 7. El Camino Real Scenic Corridor Standards. The parcel is located within Area 2 of the El Camino Real Corridor Standards. Please see information below for the standards that will be applied to the project. 8. 9. Area of applicability: 400 feet deep for at-grade areas (within 5' of street level) Staff comment: As the lot is approximately 200 feet deep and the grade of the site is within 5 feet of the grade of El Camino Real, the standards apply to the entire lot. However, the setbacks and the building height are established pursuant to MP 02-03(H). Building height: Staff comment: Bressi Ranch Master Plan standards prevail. No building in the C-F zone shall exceed a height of thirty-five feet and three levels if a minimum roof pitch of 3:12 is provided or twenty-four feet and two levels if a roof pitch less steep than 3:12 is provided. As currently designed, the project complies. Required setback from El Camino Real right-of-way (i.e., property line) for nonresidential use: 25-foot-wide landscaped setback Staff comment: The setbacks stated in the Robertson Ranch Master Plan supersede the setbacks of the El Camino Real Corridor standards. Please refer to Comment No. 4 above for details. Site Design/Fire Buffer. The Fire Department has stated a 100-foot buffer is required from the rear property line, which abuts sensitive native upland habitat (please see comment from Fire below). The Fire Department may consider a reduced buffer in conjunction with an approved Alternative Means & Method Plan. The conceptual site design proposes a 5-foot rear building setback. Even if a reduced buffer is supported by the Fire Department, a significant redesign will likely be required to address Fire Department requirements. Planning staff may consider an minor amendment to the Bressi Ranch Master Plan to reduce the SO-foot front yard setback to allow the encroachment of structures or parking in this area. This is an additional application that may be req~ired. School Operations. To assess st aff analysis of the proposed conditional use, please submit details regarding the hours of operation and how the pick-up and drop-off times will be managed. Parking. Pursuant to CMC Section 21.44.020, preschools require one (1) parking stall per employee and one (1) parking stall for each 10 students. The "Project Data" sheet included in the conceptual plans notes there will be 22 staff and 178 students. A total of 40 spaces are required and 41 spaces are proposed. Therefore, the proposed number of spaces complies with the minimum requirement. In addition, an adequate loading and unloading area shall be provided. Please see Land Development Engineering Comment No. 3 for additional information. In addition, please refer to CMC Chapter 21:44 for the required dimensions for the parking stalls and the drive aisles. https://ecode360.com/44012588 11. Habitat Management Plan (HMP). As the subject lot is adjacent to sensitive upland habitat managed as part of a conservation easement, the lighting and fencing details shall comply with the HMP. Please see the Adjacency Standards in the HMP for details. Bus Turnout. Pursuant to the Robertson Ranch Master Plan, the existing bus stop along the project frontage may require an update. Please consult with the North County Transit District (NCTD) and Engineering staff with respect to this possible requirement. Please include details on the site plan regarding what currently exists. 13. Landscape Plan. A conceptual landscape plan shall be submitted with the project application in compliance with the city's Landscape Manual. If applicable, please show all existing trees to be removed on the landscape plan. Please coordinate the landscape design along the frontage with the Master Association for Robertson Ranch. 14. McClellan-Palomar Airport. The· site is located within the airport influence area of the McClellan- Palomar Airport and is subject to the McClellan-Palomar Airport Land Use Compatibility Plan. The site is in Zone 6, Traffic Pattern Zone, and does not have any land use limitations. 15. Stakeholder Outreach. The project is subject to City Council Policy Statement No. 84, Development Project Public Involvement. A notice sign is required to be posted onsite by the applicant and an early public notice is required to be prepared by the applicant and mailed to all owners located within a 600-foot radius of the property. In addition, enhanced stakeholder outreach and a follow- up summary report are required. Land Development Engineering: Land Development Engineering Division staff has completed a preliminary review of the above-referenced project. Prior to formal application submittal the following items must be adequately resolved/addressed: 1. 2. Before submitting ~n application for discretionary permits, please submit a 'Transportation Analysis Needs Statement (P-42 form}' to the city for city staff to determine whether a Transportation Demand Management (TDM} and/or a Scoping Agreement is required with your discretionary permit application. Scoping Agreements are used to determine if a Local Mobility Analysis is required and the scope of analysis. If required, submit the TDM plan and/or Scoping Agreement/Local Mobility Analysis per the discretionary permit submittal requirement checklist. On the site plan, add Average Daily Trip (ADT) and peak hour trip generation rates using the SAN DAG Brief Guide of Vehicular Traffic Generation Rates for the San Diego Region. A Transportation Demand Management (TDM) plan may be required depending on the number of employee vehicle trips the project will generate. City staff will determine if a TDM plan is required or not via the 'Transportation Analysis Needs Statement (P-42 form)'. Although there appears to be adequate driveway length to accommodate queuing of vehicles, please provide an onsite circulation analysis to verify. Please factor in the analysis the number of staff, students, student ages, pick up and drop off times, and number of vehicles that the on-site driveway can accommodate. 4. Install an alley type driveway with pedestrian ramps at the project entrance. Traffic signal and related striping and signage modifications will be needed as well to accommodate the new driveway. Include street striping plan along the project frontage and the complete intersection. 5. Also, check 'No' under question 1 in Step 2 since the project is not limited to new sidewalk. Changes to the conclusions of the completed questionnaire are not anticipated based on these changes. 6. Based on a preliminary analysis and the completed Step 6 of the Stormwater Standards Questionnaire Form it appears that this project is a Priority Development Project (PDP). All impervious surfaces being created or replaced (onsite and offsite) shall be included for treatment. Submit a Storm Water Quality Management Plan. Review the Hydromodification Exemption Map and Potential Critical Coarse Sediment Yield Area Map on the City website to see if this criterion applies to your project. Initial review of these referenced documents suggests that the project will likely be subject to hydromodification but that critical course sediment yield areas do not exist on the property. The post construction stormwater treatment BMPs shall be shown on a conceptual grading plan and drainage plan with the discretionary application. 7. Based on this project's general land use, Community Facilities {CF), this project is subject to the City of Carlsbad trash capture requirements. Incorporate trash capture measures on the project plans. Incorporate trash capture BMPs with maintenance, sizing calculations and details into the storm water quality management plan. 8. Provide a Preliminary Title Report (current within the last six (6) months). 9. Annotate and delineate all existing easements and encumbrances listed in the Preliminary Title Report on the site plan. If any vacations or quitclaims are planned with this development annotate on the site plan. An existing 36-inch public RCP crosses El Camino Real and the property, including a portion of the driveway near the intersection of El Camino Real (DWG 477-6, Sht. 23). City records, however, do not show an onsite public easement for this storm drain so an easement dedication may be required if the title report does not identify any recorded easement. Plot the storm drain and label easement existing or proposed depending on results of record title research. 10. A Preliminary Hydrology Study including map and calculations is required to demonstrate capacity/sizing of proposed and existing storm drain infrastructure. Show 100-year storm hydro logic calculations before and after development for each drainage basin. 11. A preliminary geotechnical report is required to evaluate the feasibility of the project. Guidelines for preliminary geotechnical studies are available on the City of Carlsbad Engineering website. 12. Per CMC15.16.060 this project will require a grading permit and grading plan. 13. A separate improvement plan for work within the right-of-way is required for this project. 14. This project shall utilize City of Carlsbad Survey Control Network established on Record of Survey Map 17271, NAD83, Zone VI, 1991.35 Epoch for horizontal control and NGVD 29 datum for vertical control per City of Carlsbad Engineering Standards. 15. Delineate and annotate the limits of grading. Include remedial grading quantities on the plan. Delineate and annotate approximate topographic contours for existing and proposed condition. Provide 1-foot contours for slopes less than 5%; 2' intervals for slopes between 5% and 10%, and 5' intervals for slopes over 10%. Extend contours a minimum 25 feet beyond the project boundary. 17. On the site plan, show and identify all existing surface improvements screened back (curb, gutter, sidewalk, paving, manholes, inlets, streetlights, adjacent driveways, vaults, transformers, etc.) at the project site, project frontage and within 25 feet of the boundary. 18. Indicate the earthwork quantities (cut, fill, import, export, remedial) proposed for the project in cubic yards. 19. Provide spot elevations at the corners of each pad in the proposed condition. Include finish pad and floor elevations. 20. Provide the method of draining each lot. Unless otherwise specified by a geotechnical engineer, method of drainage shall comply with California Building Code (latest version) section 1804.4. 21. Delineate all retaining walls that will be utilized on the project site and show top of wall and bottom of wall elevations, including at the highest and lowest points. Indicate maximum height of retaining wall measured from bottom of footing to top of wall and maximum height measured from finish surface to top of wall. 22. Delineate location of all existing and proposed buildings, wa lls, fences, and permanent structures onsite and within 25 feet of the site. 23. Show existing lot line bearing and distances. 24. Show location and dimensions of all accessways and pathways as required for compliance with ntle 24-State Accessibility Requirements. 25. Provide typical street cross sections for existing frontage streets and proposed streets. Provide existing right-of-way width and existing improvements and proposed improvements and dedications. 26. Show truck turning radii. Plot turning radii per Caltrans figure 404.58 and/or 404.S F. 27. Show all existing utilities and callout size for: water, sewer, storm drain, underground dry utilities, overhead lines, traffic signals, streetlights in El Camino Real and laterals affecting the property. Utility services shall not cross through or under the water quality basin. 28. All transformers and electrical facilities solely serving this project site shall be located on site and outside of the public right-of-way. 29. As part of your application for discretionary permits, submittal of 'Project Facility Availability' forms for Fire (P-99F), wastewater (P-99S) and water (P-99W) utilities will be required. Water and wastewater demand analysis will be requested by the Carlsbad Municipal Water District via these forms. Public potable water and sewer mains along project frontages must meet minimum design diameter and material as specified in City of Carlsbad Engineering Standards Vol. 2 Section 3.2.2 for water and Volume 1 Section 6.2 for sewer. Utility replacement and/or upsizing may be required as a condition of development. 31. Locate fire service, backflows, potable and recycled water services, meters, landscape irrigation services, and sewer laterals for the new development in compliance with City of Carlsbad Engineering Standards requirements. 32. Design the trash enclosure to be consistent with the City of Carlsbad Engineering Standards drawing GS-16. Any deviation from the City of Carlsbad Engineering Standards may require approval from Republic Services to ensure that the trash enclosure is serviceable. 33. Provide multiple cross-sections of the site to demonstrate differences in grade from adjacent properties, existing and proposed grades on-site, fences and location of structures on-site and on adjacent properties. 34. A 3" AC grind and overlay is required between any utility trenches on El Camino Real. 35. Coordinate with North County Transit District since a bus stop is_ located fronting the proposed development. Please provide correspondence from North County Transit District that verifies they have reviewed the plans and provided comments to require, if applicable, District needed facilities along the street frontage. 36. Meet with the Fire Department to identify the necessary fire protection measures required for this project (access, fire hydrants, sprinkler system, on-site circulation, emergency access, etc.) 37. Plot corner sight distance at the street intersection. 38. Please be advised that a more in-depth review of the proposed development will occur with the discretionary permit application when a more complete design of the project is provided. Habitat Management Plan (HMP) Comments-HMP Manager 1. Because the project is adjacent to HMP hard line, which could be negatively affected, the applicant is required to submit a biology report prepared by a registered biologist. The report can be in memo format and should include the following: a. One or more exhibits showing vegetation and land cover types within the project area plus 100 foot buffer; HMP boundary (transparent to show underlying vegetation on aerial basemap); HMP hardline boundary; required Fuel Management Zones (FMZ). All Fuel Management Zones are measured outward from the buildings. b. Describe how the Project is consistent with the HMP Adjacency Standards. c. Include breeding bird avoidance measures during the breeding season. 2. Fuel Management Zones are considered an impact and may not occur within the HMP hardline property. The current design shows buildings right up against the HMP hardline boundary. These structures will likely require a FMZ around them of up to 100 feet. b. Note that mitigation for the Robertson Ranch West Project is located right up against the project site boundary (see figure below}. Any future impacts to this mitigation area would require punitive mitigation (such as 10:1 habitat replacement}. The project' is required to submit the following: 1. Please submit a Scoping Agreement per the latest City of Carlsbad Transportation Impact Analysis Guidelines. Within the scoping agreement, please provide a detailed description of the proposed land use. The scoping agreement is provided in Appendix A of the TIA guidelines. 2. Provide a description of the number of proposed driveways to the site and the location of the driveways. Fire Prevention: 1. A 100-foot fire buffer, also known as "defensible space," is required from rear property line, which abuts sensitive native upland habitat to the east. If the project cannot be designed to provide 100 feet of defensible space, a reduced buffer may be considered in conjunction with an Alternative Means and Method (AM&M) plan prepared by a registered fire professional. The AM&M plan shall be su bmitted to Fire & Life Safety with mitigation plans that provide an equivalent level of protection. Early coordination with the Fire Department is recommended (i.e., before formal application is submitted) as it could significantly impact the proposed site design.
