Adopt a Carlsbad Municipal Water District Board of Directors resolution approving Amendment No. 1 to the professional services agreement with Partners in Control, Inc., dba Enterprise Automation, for system integrator services for Phase 1 of the project to replace the water and wastewater supervisory control and data acquisition systems. 2. Adopt a City Council resolution authorizing the use of the sewer replacement fund for the city’s portion of Amendment No. 1 to the professional services agreement with Partners in Control, Inc., dba Enterprise Automation, for system integrator services for Phase 1 of the project to replace the water and wastewater supervisory control and data acquisition systems. Executive Summary The Carlsbad Municipal Water District and the City of Carlsbad use what is known as supervisory control and data acquisition, or SCADA, systems, to provide 24-hour per day remote monitoring and control of Carlsbad’s water, recycled water and wastewater infrastructure. These systems have exceeded their life expectancy and the city’s Utilities Department is working on a project to replace the SCADA systems for water, recycled water and wastewater with one standardized SCADA system, as called for in the 2019 SCADA Master Plan. The CMWD Board awarded a professional services agreement to Partners in Control Inc., dba Enterprise Automation, for an amount not to exceed $2,221,288 for the system integration services needed to replace the systems on Jan. 9, 2024. During the initial workshops with Enterprise Automation, staff realized that it would better to schedule work originally planned for the construction phase to take place in conjunction with the design of the system. July 16, 2024 Item #6 Page 1 of 28 JOINT CI TY CO U NCIL AND CARLSBAID MU NICI PA IL WATER DISTRI CT Staff Report Enterprise Automation has the expertise to do this work, and adding this to Enterprise Automation’s scope of work will result in cost savings and reduce project delays. Staff request that the CMWD Board approve an amendment to the professional services agreement with Enterprise Automation for an amount not to exceed $745,439 and that the City Council authorize the use of the sewer replacement fund in an amount not to exceed $126,725 of this total amount for the wastewater portion of the contract. Funding for this amendment is available in the budgets for these projects, so no additional appropriation is required. Explanation & Analysis The SCADA system is crucial for providing reliable water and wastewater services and protecting human health, safety and the environment. It consists of both software and hardware components as well as a communications network. The hardware installed at water and wastewater sites monitors equipment such as valves, pumps, generators and motors and send real-time data to the software, which interprets the data and displays the information to water and wastewater operators in a graphical format. Operators can quickly and easily see what is going on with equipment and conditions in the water and wastewater systems and can issue control commands in the software to alter equipment operation. There are two phases planned for this project. Phase 1 has started and consists of the planning, design and development of the software, network and security system. Phase 2 is the construction phase, in which the electrical panels and equipment will be fabricated and/or installed for monitoring and controlling equipment at each site. There will be overlap between the two phases to verify proper software and network communication with the instrumentation installed at each site. New panels need to be designed, built and installed at each water and wastewater SCADA site to house the new monitoring and control components at each site, in conformance with the specific architecture developed in Phase 1. While an overall site design was done by the consultant Brown and Caldwell for the SCADA Master Plan, design of the panels was originally intended to be prepared by the construction contractor before it builds and installs them, and then approved by the CMWD. As work has progressed with Enterprise Automation on the software and network communications, design staff have realized that keeping the panel design as part of the construction contractor’s scope of work is inefficient and will possibly extend the project schedule and incur additional costs. Enterprise Automation is familiar with the control and monitoring needs and the layout for each site because of its work in designing the software application screens for each site. This eliminates the need for a new contractor to investigate each site to gather information to design the 59 panels for each of the 54 sites. This will save time in the overall project schedule and reduces costs by eliminating duplicate work. Enterprise Automation will create site-specific plans that will be used in the construction bid process. This will narrow the scope of work for the contractors and allow them to be more accurate with their bids. July 16, 2024 Item #6 Page 2 of 28 As the system integrator, Enterprise Automation already has a role in bringing each site live on the new SCADA system as it will need to verify that what was installed communicates back to the new software. Amending its scope of work to include the panel design will also allow the company to participate in the testing of the panels and coordinate installation with the construction contractor. This will help ensure a successful installation. Enterprise Automation would also serve as the engineer of work for this project, eliminating the need to hire the consultant who created the overall site design to fill that role. The design work proposed in this amendment needs to be done for this project, regardless of who does it and in what phase. Moving it to Enterprise Automation’s scope of work reduces costs, time and the number of consultants and contractors involved. Staff request that the CMWD Board approve an amendment to the professional services agreement with Enterprise Automation in an amount not to exceed $745,439 and that the City Council authorize the use of the sewer replacement fund in an amount not to exceed $126,725 of this total amount for the pro-rata wastewater portion of the contract. Fiscal Analysis This replacement project is a part of the SCADA Improvements, Capital Improvement Program Project No. 5542. Staff plan to return to the CMWD Board and the City Council in early 2025 to request authorization to bid for Phase 2 of the project, which involves construction. A description of the project modifications is contained hereafter. Justification for Contract Amendment Carlsbad Municipal Water District (the District) has recently begun their SCADA Replacement Project which will encompass all aspects of their OT system, from PLC panels and programs to SCADA screens and data reporting. As EA was selected for this work, tasks have begun to define the technical and project execution details, highlighting the overlap with PLC panels designs, and the level of coordination and risk associated with interactions between EA, as the SCADA design-implementation team, and the yet to be selected electrical panel fabrication and installation contractor. To reduce coordination costs and risk, the District has requested EA to design and support the testing and installation of the 59 panels that will be replaced as part of the SCADA Replacement Project, essentially aligning all design and professional services with one firm, and the physical contracting services with another. To do so, the District has asked that EA design panel standards and create panel designs due to our expertise with this type of service, existing familiarity through the current project, and to ensure the panel design process does not delay the overall project. If the panel design scope does not begin until later this year as it was previously planned, it is likely that a significant schedule delay will be realized. Another benefit of having EA design the panels is the significant cost savings from removed coordination efforts that would currently need to be considered as a change order, as this scope was not present in the original project RFP. The full scope of services captured in this change order include updating the automation design and construction standards, completing the panel design for each panel, support for the contractor during panel fabrication and testing, and the execution/support of on-site commissioning tasks to start up the panel hardware. After which, the scope of the original project commissioning scope will proceed. Description of Contract Amendment Initiation/Meetings Due to the significance of this change order, EA will require additional overhead time for project setup, execution planning, kickoff meetings, and team check-in meetings. These tasks are crucial to the organized execution of this additional scope. Specifications EA will revise the original automation design and construction standards developed by Brown & Caldwell. Several open items and comments from the initial published version are still left to be addressed, which EA will update. EA will also hold a series of review workshops to ensure that the content still matches the preferences of the District, and also suggest additional content if needed based on EA’s expertise to ensure the best success of the project. All decisions made in the workshops will then be incorporated into the final revised draft of the document. Through investigation, EA has determined some of these panels can both be categorized together and templatized based on the I/O and hardware associated with each. With this execution strategy, EA will spend about 30 hours on average per panel design, which is far more efficient than creating 59 individual panel designs from scratch, and which provides savings to the District upwards of $250,000. Panel Testing Once the District’s contractor has fabricated each of the designed panels, EA will complete tasks to support the testing of each panel prior to shipment. First, EA will develop comprehensive panel testing documentation for each panel. The panel testing procedures will be created largely from previous panel testing procedures and checklists and will therefore not require a large amount of time for EA to develop, only customize for this effort. EA will submit these testing procedures to the District and the contractor. During the testing process EA will support the contractor, who will be in charge of execution. EA has budgeted time to answer questions from the contractor, review completed testing procedures for each panel, and provide general support and coordination within the allocated budget. The fabrication contractor will be expected to fully complete and document the testing of each panel, after which EA will perform a spot check witnessed FAT of all panels once this is completed. The District is also invited and encouraged to participate in the witnessed FAT of the panels with EA. Deploy Once panels are ready to be commissioned, EA will plan to execute panel-specific deployment and start up tasks alongside the current site commissioning plans for the main project. EA has budgeted for an additional day per site for one engineer to complete on-site panel hardware checkouts, verify completed loop checks, and execute panel SAT procedures. In addition to deployment tasks, EA has budgeted to provide support for the District’s chosen Construction Manager. Here, EA will answer RFIs and provide general support throughout the commissioning process as needed. Closeout Following the completion of commissioning, EA will update each panel design and the automation design and construction standards to as-built reflecting any documentation changes made during fabrication or commissioning. Due to specific similarities of some sites / site types, EA has determined an execution approach to ‘templatize’ panel designs where practical, to create efficiencies. The estimated effort for the panel design heavily depends on this approach. If during the course of design, it is determined that this approach must significantly change, EA will discuss with the District if additional budget is necessary. 2. EA will not be responsible for the full testing of each panel, which will be the responsibility of the contracted fabricator. EA will provide support for the contractor in charge of fabricating the panels and perform an abbreviated subset (“spot check”) of testing in a witnessed FAT thereafter. 3. EA has allocated budget for up to 156 hours of Panel FAT support (procedures, questions, witnessed FAT, PM). If panels are fabricated at a shop outside of Southern California or if the contractor requires additional support, additional budget may be needed. 4. EA expects to execute all tasks within the original schedule bounds for this project, however procurement and fabrication delays by others may impact the overall project schedule. 5. EA expects all panel installation and related tasks to be completed (by others) prior to arriving at each site for deployment. 6. EA will be providing fabrication-ready designs. Procurement, fabrication, cutover planning and implementation, and installation will be responsibility of others. 7. Panel procurement and fabrication is by others and lead times are currently unknown. It is EA’s understanding that procurement, fabrication, and installation of all panels will be solicited and awarded separately. 8. Written approval (email or letter) from Carlsbad MWD is required for all submittals within 10 business days of release by EA. 9. Delays due to mechanical, electrical, or IT related issues, production scheduling constraints, or lack of system availability out of EA’s control, which result in additional site time, will be charged at EA’s standard hourly rates. 10.
