GENERAL & RECREATION
Leo Carrillo Ranch Educational Programming – Snake Wranglers
As the weather warms and school lets out, people and snakes enjoy being outdoors. On Saturday, June 15,
2024, at Leo Carrillo Ranch Historic Park, Bruce Ireland and his Snake Wranglers gave presentations on how
to live harmoniously with snakes. The first educational presentation was for Ranch volunteers, and the
second was free and open to the public. Approximately 100 visitors of all ages attended to learn about local
snakes and how to keep both snakes and humans safe.
Key takeaways were respect for nature and community, and that snakes are vital for our ecosystem by
controlling the rodent population, and they don’t want to harm humans—they simply want to be left alone.
After learning about how fascinating and important snakes are to the ecosystem, visitors had the
opportunity to meet some non-venomous friends and a create snake-themed art project to commemorate
the day.
Summer Camp Kickoff
School is out and summer is in! On June 10, 2024, the City of Carlsbad Parks & Recreation Department
kicked off the summer camps program, which runs through Aug. 16, 2024. To kick things off, the
department offered a total of 23 camps during the first week of the program, across all parks and recreation
facilities, averaging 22 camps per week for the program duration.
Summer camps are run by city staff and in partnership with local contractors to provide the best camps
around town! Camp themes ranged from a Game Changer Camp - where participants raced rally carts and
played various sports in a day, to putting on their creative thinking hats on in a Science, Technology,
Engineering and Math (STEM) Exploration - using Lego materials. There were nearly 500 participants
enrolled across all camps last week. There’s much more planned for this summer, including full day camps
such as PeeWee Camp (3 -5 years), Kidz Camp (5 10 years), Explorer Camp (10 -13 years), and Counselors
In Training Camp (14 - 17 years).
July is Parks & Recreation Month
This year’s National Recreation and Park Association theme is “We Rise Up for Parks and Recreation” and
honors the stories of how communities across the country are stronger, vibrant resilient because of parks
and recreation.
The services that park and recreation professionals provide are vital for our communities — from protecting
open space and natural resources to helping fight obesity and providing activities and resources for all
people. Parks and Recreation Month encourages everyone to reflect on the exponential value park and
recreation professionals bring to communities.
Since 1985, Parks and Recreation Month is celebrated in July to promote building strong, vibrant, and
resilient communities through the power of parks and recreation, and to recognize the more than 160,000
full-time park and recreation professionals nationwide — along with hundreds of thousands of part-time

and seasonal workers and volunteers — that maintain our country’s local, state and community parks.
The Communications & Engagement team is assisting Parks & Recreation Department staff with a month-
long July is Parks & Recreation Month communications, social media plan and celebration, raising
awareness of parks and recreation programs, services, staff and volunteers.

Enjoy island-themed pool games and activities, giant inflatables, the splash pad and more. End the night

The City of Carlsbad Snores & S’mores camping experience is fun for the first-time camper as well as the
seasoned pro. The event includes family relays, games, crafts, faces painting and a fun zone. The evening
ends with popcorn, s’mores and a movie under the stars. Wake up to a continental breakfast and a hike on
one of Carlsbad’s many scenic trails.

PARKS
Stagecoach Park Community Garden Project
Staff received a Consistency Determination with the park’s Conditional Use Permit from the Community
Development Department in February 2024. Staff subsequently finalized the application for a building
permit. The approval of the plans, specifications, contract documents, and authorization to advertise for
bids for the project occurred at the City Council Meeting on April 23, 2024. The project is in the bidding
phase. Staff anticipate returning to the City Council on July 23, 2024, with a recommendation to award the
construction contract. Commencement of construction on the project is targeted for Summer/Fall 2024.

Monroe Street Pool Renovation/Replacement Project
The design consultant (LPA) has prepared the 100% construction plans and specifications. Staff will
review and provide comments to LPA by early July, 2024. Staff anticipate returning to the City Council
with the construction plans and specifications, and an updated cost estimate, on Sept. 10, 2024, for
further direction.
Veterans Memorial Park Project
Modifications to the park’s hydrology and grading plans were determined to be required to comply with
the latest standards. A local hydrology subconsultant (Torrey Walker) was brought onto the design team
to address those modifications. The design work associated with those modifications was completed last
week and is being bundled for a grading plan resubmittal. The balance of the park’s initial plan-check
comments are being addressed by the consultant and subconsultants so the 100% construction plans can
be submitted to the Community Development Department for the next round of review.
Outdoor Pickleball Courts Project
The City Council approved a Capital Improvement Program Project Charter for eight new outdoor
pickleball courts. Once designed, four courts are to be constructed at Calavera Hills Community Park and
four courts are to be constructed at Stagecoach Community Park. The courts are anticipated to be
completed in Spring 2026. The addition of these new outdoor pickleball courts is responsive to the
public’s current demand for this amenity and will substantially broaden the service area coverage. The
project has an estimated total cost of 2 to 2.4 million dollars and an anticipated schedule of 24 to 28
months to design, permit, bid and construct.
The design phase started in Spring 2024 and to be completed in Winter 2025. Two design consultant
firms under city’s master agreement submitted proposals for providing professional design services. Staff
has concluded its evaluations of the proposals and worked with Public Works Contract Administration
staff to issue a task order to MIG, Inc. After the final designs and cost estimates are completed, staff will
return to the City Council for further direction on the funding and construction.
Upcoming Trails Volunteers Events
The next trails volunteer event will be held on National Public Lands Day, September 28, 2024, from
8:30a.m. to 11:30 a.m. at the Lake Calavera Preserve. The precise trail segments will be selected by mid-
August. Staff will update our website when that information becomes available, and send out a
notification at the beginning of September to our volunteers.
