Recommended Action
Adopt resolutions appointing two members to the Library Board of Trustees.
Executive Summary
The City Council is being asked to appoint two members to the Library Board of Trustees. The
Library Board of Trustees may make recommendations to and advise the City Council in matters
pertaining to the following:
•the duties and powers of the librarian and other library employees
•the number of employees
•the purchase of equipment, real estate and buildings
•the advisability and desirability of facilities of the city library
•the amounts of moneys required to operate the library
•policies related to the administration of the city library
The board consists of five members appointed by the Mayor and confirmed by the City Council.
Members must be residents of Carlsbad and normally serve four-year terms, unless appointed
to fill an unexpired term.
Explanation & Analysis
Trustee Sherman DeForest was appointed to the Library Board of Trustees in July 2016 to fill
the expired term of Trustee Bob Benson for a term ending in June 2020. Trustee DeForest was
reappointed in July 2020 for a term ending in June 2024. There is currently a scheduled vacancy
on the Library Board of Trustees for a term ending in June 2028. Trustee DeForest is not eligible
for reappointment.
Trustee Gina McBride was appointed to the Library Board of Trustees in September 2019 to fill
the unexpired term of Trustee Dane Pearson for a term ending in June 2020. Trustee McBride
was reappointed in July 2020 for a term ending in June 2024. There is currently a scheduled
vacancy on the Library Board of Trustees for a term ending in June 2028. Trustee McBride is
eligible for and is seeking reappointment.

The City Clerk’s Office received eight applications from residents wishing to serve on the Library
Board of Trustees. In keeping with City Council Policy No. 88, the Mayor has chosen the
following two applicants to advance in the process and interview with the full City Council:
• Paul Hannosh – District 1
• Gina McBride – District 4
Exhibit 3 contains the applications of the applicants moving forward in the interview process.
The Maddy Act (California Government Code Sections 54970-54974) requires that on or before
December 31 of each year the legislative body shall prepare a Local Appointments List, which
contains the appointive terms of Board and Commission members that will expire in the next
calendar year. The name of the incumbent appointee, the date of appointment and the term
expiration date is also included on the list. Based on the prepared list, the City Clerk’s Office
accepts applications (available on the city’s website and in the City Clerk’s Office) for any
upcoming vacancies.

Members of the Library Board of Trustees are subject to the provisions of California’s Political
Reform Act of 1974 and must file statements of economic interest each year and complete two
hours of ethics training every two years.
Fiscal Analysis
This action has no financial impact.
Next Steps
Following the appointment of two members to the Library Board of Trustees, the City Clerk’s
Office will update the board roster and coordinate the oaths of office and the filing of the
appointees’ statements of economic interest and ethics training certificates.
Environmental Evaluation
This action does not require environmental review because it does not constitute a project
within the meaning of the California Environmental Quality Act under California Public
Resources Code Section 21065 in that it has no potential to cause either a direct physical
change in the environment or a reasonably foreseeable indirect physical change in the
environment.

I am writing to express my strong opposition to the proposed appointment of Paul Hannosh to the Library
Board of Trustees. •

It has come to my attention that Pau,l Han nosh has made numerous public posts that would incite and
divide the community of Carlsb~d, and undermine the mission of the Carlsbad Libraries. Specifically, he
has publicly shared content that targets "woke" libraries, discredits libraries as "liebraries," celebrates
the violence of January 6th, 2021, and utilizes Anti-Semitic terms like "globalists" and "America First."
These posts raise significant concerns about his suitability for a position on the Library Board of Trustees.
The Library Board of Trustees requires members who are not only passionate about libraries, but also
committed to supporting and enhancing their vital role in our community while respecting the diverse
views and beliefs of the people they serve. Paul Hannosh's public stance against libraries, coupled with
his apparent support for actions that sought to undermine democratic principles, is deeply troubling and
incompatible with the mission of our libraries. Most worrisome are his posts that incorporate Anti-
Semitic terms and phrases that date back to World War II and are condoned by the ADL (see here). The
appointment of Paul Han nosh would surely divide the community and put undue attention on our city
libraries.
Appointing an individual who does not support the fundamental principles of our libraries and
democracy would be detrimental to their development and the services they provide to our community. I
urge you to reconsider this appointment and seek a candidate who will unite the community in
cherishing the democratic values that our libraries represent.

Disturbing appointment needs scrutiny
I strongly oppose the appointment of Mr. Hannosh to the Library Board .of Trustees. This individual clearly -
does not uphold the values of anyone who should be considered to represent our beloved public institution. •
The overused, yet very apropos metaphor, "don't let the fox guard the hen house," quickly comes to mind. He
is, without a doubt, interested in occupying this post simply to undermine the public library system by sowing
distrust in what the libraries even stand for.
Others who share my concern, may send you extensive proof of what this man has publicly stated, some of
which is so appalling I find it hard to read, let alone relay here. _
. We are seeing the typ~ ?f individual Mr. Hannosh appears to be, also _run for school boards as.well, in an
attempt to sow mistrust, paranoia and eventually rejection of the.idea that these places are for ALL, and not
just for the fraction o_f people who prefer not to read or learn-about certain materials.
The VAST majority of the public do not accept that any one religion or political view should take precedence
in our schools or other public institutions. Nor do we believe conspiracy theories, like Mr. Hannosh has
claimed to believe: that the employees of libraries are doing anything otherthan sharing their extensive well-
rounded, unbiased, truthful knowledge and running these pm grams with extreme efficiency.
By calling our wonderful librarians "liebrarians" among other unforgivable insults, it is clear, this individual
has zero respect for their tireless work, the education it took for them to achieve their positions, and literally
for their basic decency.
I will be making ongoing comments and ensuring the public are aware of this appointment should it actually
move forward.
We, Carslabd Citizens, deserve much, much better.

As a Carlsbad resident for 20 years, I love the City. It is the best City in San Diego County,
where everyone is united under your leadership to strive for groyvth, prosperity, harmony, and
happiness.
lam appalled to learn the City inten_ds to a·ppoint Paul Han nosh to the Library Board of
Trustees. Mr. Paul, who openly called the library "libraries," has no r~spect for the library, the
library staff, and the services provided by our libraries. And he has made numerous racist
statements. How can a person with highly biased views towards libraries and librarians serve
on a Library Board of Trustees? Mr. Paul would create a mockery of our fine City and libraries.
Please do not appoint Paul Han nosh as a Library Board of Trustee member.

Dear Mayor Blackburn and City Council Members,
I have been made aware that you are considering the appointment of Paul Hannosh to Library Board
-· of Trustees. I am writing to express my strong opposition.
I respect the right to have diverse religious, political, and personal
views, even views that some find offensive, However, I believe that prejudicial
views, such as antisemitism, and public appointment are not a match.
A library is a site of knowledge, a place of calm refuge, a location where people can safely
seek answers to their questions. I am interested in the news circulating stating that Mr,
Hannosh has called libraries "liebraries". If this is the case, his is not a mindset that aligns
with the best interest of a library; a place where citizens can find answers and truths to
any lie they suspect has been stated.
I am sure that you have been made aware of some public positions made by Mr
Hannosh? It is my hope that you will take a stand that no racial, religious, or any other
kind of prejudicial remarks will be accepted by someone representing Carlsbad. Carlsbad
is a wonderful community. Please keep it kind, thoughtful, respectful of diversity, and keep

I am writing because I am concerned about the consideration to nominate
Paul Hannosh to the City of Carlsbad library board of trustees. I deepl y
believe in our public libraries and greatly appreciate all the wonderful
activities they offer. Our libraries are one of the few places where
everyone in our community can feel safe, regardless of political or social
beliefs.
My concern with Paul Hannosh stems from his social media posts, which have
been shared with me and, I am certain, with you as we ll. Social media
posts often reflect a person 's stance and are commonly reviewed by
employers. Based on his posts, I believe Paul Hannosh is unfit for this
position. For exampl e, his post about Greta Thunberg-who is a hero to many
young people advocating for the environment-suggests he does not value a
broad spectrum of thinking. Our library proudly offers many books on Greta
Thunberg, showcasing our commitment to diverse perspectives.
Our library board needs to reflect our community and remain dedicated to
ensuring our librari es are spaces where everyone can expl ore any topic and
engage in community activities. Paul Hannosh's views, as expressed on
social media, do not seem to support growth and community connection,
which is concerning if he is appointed to the library board of trustees.
I kindly ask you to reconsider and not appoint Paul Hannosh to the library
board of trustees.

I am writing to express my strong opposition to the nomination of extremist Paul Han nosh to the Library Board of
Trustees.
Mr. Hannosh's many easily-obtainable social media posts indicate a person who is divisive, anti-semitic, and clearly
opposed to supporting the library and the function it serves in the community. Anyone who would refer to our hard-
working, highly-educated librarians as 111iebrarians" clearly has political motives that could profoundly affect the staff
and community of kids, teens, and adults who use, enjoy, and learn from our libraries. Th is is not the place for him;
please do not support this nomination.

Dear Mayor, Council, and City Staff,
I am writing to express my strong opposition to the proposed appointment of Paul Han nosh to the Library
Board of Trustees .
Paul Hannosh has made numerous public posts that would divide our community of Carlsbad, and
undermine the mission and value of the Carlsbad Libraries.
Libraries are important to communities because they provide free access to resources and programs,
and can be a hub for connection. They can also help build healthy communities and improve quality of
life. Libraries level the playing field. As great democratic institutions, they serve people of every age,
income level, location, ethnicity, and physical ability, and provide the full range of information resources
needed to live, learn, govern, and work. lnclusivity in libraries applies to all comers. Seniors can attend
events and make new friends, helping to prevent feelings of loneliness and isolation. Teenagers can meet
in specific spaces to study, socialize, and learn about each other. New mothers can connect with other
moms during baby story-times. In these ways, libraries serve as a beacon of community-building
connections.
Public libraries are places for ALL. Paul Hannosh has not only shown through his public posts that he
does not honor the mission and value of public libraries, but actually called librarians "liebrarians" in one
of his posts. He should not be appointed to the Library Board of Trustees.
Below I have attached several screenshots of his posts including the "liebrarian" one, and two others that
show his divisive nature and demonstrate his anti-inclusive rhetoric.

Dear Mayor Blackburn & Carlsbad City Council Members,
I am writing to bring to your attention serious concerns regarding a potential nominee for the Carlsbad City
Library Board, Mr. Hannosh. It has come to my attention that this individual has been associated through his
digital rhetoric with insinuating that librarians are liars and reposting a demeaning video that makes a mockery
of LGBTQAI+ people and the books and programs that our beloved library supports.
The Carlsbad City Library is a vital institution in our community, serving as access points to information, safe
havens for individuals, and centers of lifelong learning. They are places where everyone should feel welcome,
respected, and valued. The mission of our library includes the development of collections that strive to create a
sens·e of belonging for all people, including those who have been historically underrepresented or
misrepresented. This commitment is articulated clearly in the Library Board's policy, under the Collection
Objectives.
"Through all the library's endeavors, including development of the collections, it strives to create a sense of
belonging for all people, including those who have been historically underrepresented or misrepresented. It
acknowledges that every person is a complex individual with multiple overlapping identities.
The library recognizes the value of individuals based on their unique combination of characteristics,
encompassing the entire range of human differences, some of which are race, ethnicity, cultural heritage,
gender identity and expression, sexual orientation, age, socioeconomic status, physical and cognitive ability or
attributes, religious affiliation, national origin, citizenship and political beliefs. It also recognizes and appreciates
that diversity extends beyond these characteristics to include many others related to personal experience,
personality type, learning style, family background and more.
Exposure to the diversity of human experience can expand a person's capacity for understanding and
acceptance. To this end, the library commits to continually building a collection that reflects and amplifies the
mosaic of human identity and experience."
Given the critical role that the Carlsbad City Library plays in fostering inclusive and diverse communities, it is
essential that members of the Carlsbad City Library Board uphold these values and demonstrate a
commitment to the library's mission. Appointing someone who has expressed hateful and exclusionary views
poses a significant risk to the integrity of the Carlsbad City Library and its role as a welcoming space for all
individuals.

I urge you to carefully consider the implications of this nomination and to prioritize candidates who embody the
principles of diversity, inclusion, and respect that our libraries stand for. Thank you for your attention to this

The be(ow is the suggested letter and I agree with it.
Paul Hannosh has made numerous public posts that would incite and divide the community of Carlsbad, and undermine
the mission of the Carlsbad Libraries. Specifically, he has publicly shared content that targets "woke" libraries, discredits
libraries as "liebraries," celebrates the violence of January 6th, 2021, and utilizes Anti-Semitic terms like "globalists" and
"America First." These posts raise significant concerns about his suitability for a position on the Library Board of Trustees.
The Library Board of Trustees requires members who are not only passionate about libraries, but also committed to
supporting and enhancing their vital role in our community while respecting the diverse views and beliefs of the people
they serve. Paul Hannosh's public stance against libraries, coupled with his apparent support for actions that sought to
undermine democratic principles, is deeply troubling and incompatible with the mission of our libraries. Most worrisome
are his posts that incorporate Anti-Semitic terms and phrases that date back to World War II and are condoned by the
ADL (see here). The appointment of Paul Hannosh would surely divide the community and put undue attention on our city
libraries.
Appointing an individual who does not support the fundamental principles of our libraries and democracy would be
detrimental to their development and the services they provide to our community. I urge you to reconsider this
appointment and seek a candidate who will unite the community in cherishing the democratic values that our libraries
represent.

Our public libraries are an important place in our community that supports intellectual curio_sity and
reading. Unfortunately, Paul Hannosh, an individual you may be considerin_g for appointn:ient to the
Carlsbad Library Board this evening, has fallen down the rabbit hole of con·spiracy theories. Having him
seated on the Library Board would derail the important work on this board. He would be a distraction into
partisan politics and nonsense that would limit the work of the Board. Please reject this applicant.
