REQUESTED ACTION: Investigate the need to establish an ALL-WAY STOP at the
intersection of Edinburgh Drive and Glasgow Drive per the
direction of City Council.
BACKGROUND:

The subject intersection serves the adjacent residential neighborhoods in the north
portion of the city (see Exhibit 1). Due to existing safety concerns and the future traffic
increase from the proposed Robertson Ranch West Village development, residents have
requested that an ALL-WAY STOP be considered for the intersection of Edinburgh Drive
and Glasgow Drive.
On December 12, 2012, City Council considered adoption of Master Plan Amendment,
MP02-03(C) for the Robertson Ranch West Village Master Plan. During public comment,
Ms. Jill Agosti requested assistance from the city to install an ALL-WAY STOP at the
intersection of Glasgow Drive and Edinburgh Drive. The City Attorney recommended to
the City Council that this request be addressed by the Traffic Safety Commission rather
than by City Council as a mitigation measure for the Robertson Ranch West Village
project. City Council approved the Master Plan Amendment with the provision that the
developer would fund any future STOP signs at the intersection of Glasgow Drive and
Edinburgh Drive, if determined appropriate by the City Council after consideration and
recommendation by the Traffic Safety Commission.
Edinburgh Drive and Glasgow Drive are unclassified in the Circulation Element of the
General Plan, but function as local collector streets. Both streets are fully improved and
feature curb and gutter, sidewalk and street lights on both sides of the street. Both
streets have a curb-to-curb width of 40 feet with a single travel lane in each direction
and are unpainted. On-street parking is allowed on both sides of Edinburgh Drive and
Glasgow Drive.
At the subject intersection, Glasgow Drive is STOP-controlled while Edinburgh Drive is
uncontrolled. Edinburgh Drive is uncontrolled along its approximately 2,000 foot length
except at its terminus at Tamarack Avenue, which is STOP-controlled. Glasgow Drive
has a traffic signal at Carlsbad Village Drive and an ALL-WAY STOP at Middleton Drive.

As part of this request, staff conducted an analysis to establish an ALL-WAY STOP at the
subject intersection. The analysis is based on Section 2B.07 of the California Manual on
Uniform Traffic Control Devices (MUTCD) which specifies the consideration of minimum
traffic volumes, accident history, vehicle/pedestrian conflicts, sight distance restrictions
and other criteria to determine whether or not an ALL-WAY STOP is justified at a
particular location. A 24-hour approach count was conducted on August 3, 2011, the
results of which are shown on Table 1.

There have been no reported collisions at the subject intersection over the past three
years. The intersection of Edinburgh Drive and Glasgow Drive did not meet the
California MUTCD criteria based on minimum traffic volumes or collision history.
Staff conducted field measurements of the existing sight distance conditions at the
subject intersection. It is standard engineering practice to evaluate intersection sight
distance from the STOP-controlled approaches, in this case being Glasgow Drive. The
posted speed limit on Edinburgh Drive is 25 miles per hour and the corresponding
minimum stopping sight distance for 25 miles per hour is 150 feet. The results of the
sight distance evaluation conducted by staff are shown in Table 2.

Based on these measurements, sight distance at the subject intersection was found to
be acceptable.
However, Section 2B.07 of the California MUTCD allows consideration of an ALL-WAY
STOP at "an intersection of two residential neighborhood collector (through) streets of
similar design and operating characteristics where multiway stop control would imprave
traffic operational characteristics of the intersection." Based on the residential
neighborhood collector street characteristics of Glasgow Drive and Edinburgh Drive,
staff believes that this consideration is applicable and that an ALL-WAY STOP at the
intersection of Glasgow Drive and Edinburgh Drive would improve the operational
characteristics of the intersection.
RECOMMENDATION:
Based on the findings contained in this report, the Traffic Safety Coordinating
Committee recommends the installation of an ALL-WAY STOP at the intersection of
Glasgow Drive and Edinburgh Drive.
NECESSARY CITY COUNCIL ACTION:
The City Council must adopt an ordinance to establish the stop control as
recommended.
