REQUESTED ACTION: Investigate the need to establish ALL-WAY STOP control at Laguna
Drive and Roosevelt Street/Buena Vista Circle.

The subject intersection serves the adjacent residential neighborhoods in the northwest
quadrant of the city. Due to concerns expressed by residents about restricted sight
distance at the intersection and the speed of vehicles on Laguna Drive, staff
recommends installation of ALL-WAY STOP control at Laguna Drive and Roosevelt
Street/Buena Vista Circle.
Laguna Drive, Roosevelt Street and Buena Vista Circle are unclassified in the Circulation
Element of the General Plan. Laguna Drive functions as a collector street and features
curb and gutter on both sides of the street. There are sidewalks on both sides of Laguna
Drive between State Street and Roosevelt Street and on the north side only between
Roosevelt Street and Jefferson Street. Roadway widths vary on Laguna Drive between
32 and 40 feet with a single travel lane in each direction, separated by a painted center
line. Laguna Drive has a posted speed limit of 30 mile per hour and serves primarily
single and multifamily residential properties.
Roosevelt Street also functions as a collector street and features curb and gutter and
sidewalk on both sides of the street. Roadway width is 44 feet with a single travel lane
in each direction, separated by a painted center line. Roosevelt Street has a posted
speed limit of 25 miles per hour and serves a mix of single and multifamily residential
and commercial properties. Buena Vista Circle is a narrow, unimproved cul-de-sac that
serves single family residential properties.
Traffic control at the intersection is provided by a STOP and marked crosswalk across
Buena Vista Circle and a STOP across Roosevelt Street.
As part of this request, staff conducted an analysis to establish an ALL-WAY STOP at the
subject intersection. The analysis is based on Section 2B.07 of the California Manual on
Uniform Traffic Control Devices (MUTCD), which specifies the consideration of different
factors to determine whether or not an ALL-WAY STOP is justified at a particular
location. Our records indicate that no collisions were reported at the subject

intersection during the period from 2010 through 2012. A 24-hour approach count was
conducted on April 23, 2013, the results of which are shown on Table 1.

The intersection of Laguna Drive and Roosevelt Street/Buena Vista Circle did not meet
the California MUTCD criteria for an ALL-WAY STOP installation based on minimum
traffic volumes or collision history. However, the current Engineering and Traffic Survey
for this portion of Laguna Drive (approved on 12/27 /07) indicates a higher than normal
collision rate (3.13 accidents per million vehicle miles) than the corresponding statewide
rate for a comparable roadway (1.81 accidents per million vehicle miles).
The California MUTCD allows consideration of an ALL-WAY STOP when there are
"locations where a road user, after stopping, cannot see conflicting traffic and is not able
to reasonably safely negotiate the intersection unless conflicting cross traffic is also
required to stop." Available sight distance at this intersection is significantly affected by
parked cars. Due to the nearby commercial and multifamily land uses, parking demand
is very high and parked cars near the intersection can limit sight distance. Although

sight distance can be somewhat improved by the prohibition of parking, staff does not
recommend parking restrictions at this time due to the high parking demand.
Staff conducted a sight distance evaluation at this intersection. Recommended
minimum stopping sight distance for a 30 mph roadway is 200 feet. The measured sight
distance from Roosevelt Street was approximately 70 feet looking to the west (Figure 1)
and approximately 130 feet looking to the east (Figure 2). The measured sight distance
from Buena Vista Circle was approximately 75 feet looking to the west (Figure 3) and
approximately 130 feet looking to the east (Figure 4). Based on these findings, staff
believes that an ALL-WAY STOP at this intersection is appropriate.

The recommendation for ALL-WAY STOP control at Laguna Drive and Roosevelt
Street/Buena Vista Circle is also supported by the option in the California Manual on
Uniform Control Devices, which allows consideration of an ALL-WAY STOP at "an
intersection of two residential neighborhood collector (through} streets of similar design
and operating characteristics where multiway STOP control would improve traffic
operational characteristics of the intersection."
RECOMMENDATION
Based on the findings contained in this report, the Traffic Safety Coordinating
Committee recommends the installation of ALL-WAY STOP control at the intersection of
Laguna Drive and Roosevelt Street/Buena Vista Circle.
NECESSARY CITY COUNCIL ACTION:
The City Council must adopt an ordinance to establish the STOP control as
recommended.
