REQUESTED ACTION: Investigate the need to establish an ALL-WAY STOP at the
intersection of Paseo del Norte and unnamed private street.

Paseo del Norte serves as primary access to the auto dealerships located on Paseo del
Norte between Cannon Road and Car Country Drive. The subject intersection is located
approximately 1,200 feet north of Car Country Drive and features an unnamed private
cul-de-sac that serves the Bob Baker Chrysler Volkswagen dealership on the south side
of the intersection and the Hoehn Honda dealership on the north side (see Exhibit 1).
The subject intersection is three-legged and features minor street STOP control on the
unnamed private street. A request to consider ALL-WAY STOP control was sent to staff
after an injury collision at this intersection in October of 2013.
Paseo del Norte is classified as a Secondary Arterial in the Circulation Element of the
General Plan. Paseo del Norte features curb and gutter, sidewalk and street lights on
both sides of the street. It has a curb-to-curb width of 82 feet with two travel lanes and
a bicycle lane in each direction, separated by a raised median. On-street parking is
allowed on both sides of Paseo del Norte except near the numerous driveways where
red curb has been implemented to increase sight distance. The unnamed private street
features curb and gutter and sidewalk on both sides of the street. It has a curb-to-curb
width of 40 feet, with a single travel lane in each direction. On-street parking is allowed
on both sides of the street. Parking demand on Paseo del Norte and the unnamed
private street is very high, with auto dealer employees taking the majority of the
available parking spaces each day.
Currently, Paseo del Norte is controlled by traffic signals at Cannon Road and at Car
Country Drive.
As part of this request, staff conducted an analysis to establish an ALL-WAY STOP at the
subject intersection. The analysis is based on Section 2B.07 of the California Manual on
Uniform Traffic Control Devices (CA MUTCD), which specifies the consideration of
different factors to determine whether or not an ALL-WAY STOP is justified at a
particular location. Collision records indicate that a single reported collision was

reported at the subject intersection during the period from January 1, 2008 through
October 31, 2013. The CA MUTCD specifies a significant collision history as "five or
more reported crashes within a 12-month period".
A 24-hour approach count was conducted on November 6, 2013, the results of which
are shown on Table 1.

The intersection of Paseo del Norte and the unnamed private street did not meet the CA
MUTCD criteria based on minimum traffic volumes, primarily due to the very low vehicle
volume on the minor street.
Staff conducted field measurements of the existing sight distance conditions at the
subject intersection. The posted speed limit on this portion of Paseo del Norte is 35
miles per hour and the minimum stopping sight distance required for 35 miles per hour
is 250 feet. Sight distance from the unnamed private street was measured to be 140
feet looking to the south and 169 feet looking to the north. The California MUTCD

recommends consideration of an ALL-WAY STOP when there are "locations where a
road user, after stopping, cannot see conflicting traffic and is not able to reasonably
safely negotiate the intersection unless conflicting cross traffic is also required to stop."
Although sight distance could be increased by the prohibition of parking, staff cannot
support removal of available parking due to the high demand for on-street parking.

Based on the findings contained in this report, the Traffic Safety Coordinating
Committee recommends the installation of an ALL-WAY STOP at the intersection of
Paseo del Norte and the unnamed private street.
NECESSARY CITY COUNCIL ACTION:
The City Council must adopt an ordinance to establish the STOP control as
recommended.
