BACKGROUND: DATA: The subject intersection serves the adjacent residential neighborhoods in the north portion of the city (see Exhibit 1). Due to the concerns expressed by residents about high vehicle speeds and restricted sight distance at the intersection, staff conducted a study to see if an ALL-WAY STOP is justified at the subject intersection. Both Hillside Drive and Park Drive are unclassified in the Circulation Element of the General Plan but both function as collector streets. Hillside Drive is fully improved east of Park Drive, features curb, gutter, sidewalk and street lights on both sides of the street and has a curb-to-curb width of 64 feet with two travel lanes separated by a painted centerline. West of Park Drive, Hillside Drive is improved on the north side with curb, gutter, sidewalk and street lights but unimproved on the south side. This portion of Hillside Drive varies in width and has two travel lanes separated by a painted centerline. The posted speed limit on this portion of Hillside Drive is 35 miles per hour. Park Drive is fully improved north of Hillside Drive and has a curb-to-curb width of 52 feet with two travel lanes separated by a painted centerline. South of Hillside Drive, Park Drive is improved on the east side but unimproved on the west side. This portion of Park Drive varies in width and feature two travel lanes separated by a painted centerline. On-street parking is allowed on both sides of Hillside Drive and Park Drive in the vicinity of the subject intersection. Currently, both approaches of Hillside Drive are controlled by STOP signs at Park Drive. The posted speed limit on Park Drive north of Hillside Drive is 25 miles per hour. The posted speed limit on Park Drive south of Hillside Drive is 35 miles per hour. As part of this request, staff conducted an analysis to establish an ALL-WAY STOP at the subject intersection. The analysis is based on Section 2B.07 of the California Manual on Uniform Traffic Control Devices {CA MUTCD), which specifies the consideration of different factors to determine whether or not an ALL-WAY STOP is justified at a particular location. Collision records indicate that there have been four reported collisions at the subject intersection during the period from January 1, 2010 through Page 1 C COMMISSION MEETING OF: (continued) CITY OF CARLSBAD TRAFFIC SAFETY COMMISSION STAFF REPORT June 2, 2014 ITEM NO. 6A April 33, 2014. Although the CA MUTCD specifies a significant collision history as "five or more reported crashes within a 12-month period that are susceptible to correction", four crashes in a roughly three year period is higher than normal for Carlsbad. All four collisions were right-angle or "broadside" collisions and, therefore, are considered susceptible to correction by the proposed ALL-WAY STOP installation. A 24-hour approach count was conducted on April 16, 2014, the results of which are shown on Table 1. The California MUTCD recommends consideration of an ALL-WAY STOP when there are "locations where a road user, after stopping, cannot see conflicting traffic and is not able to reasonably safely negotiate the intersection unless conflicting cross traffic is also required to stop." Page 2 C COMMISSION MEETING OF: (continued) CITY OF CARLSBAD TRAFFIC SAFETY COMMISSION STAFF REPORT June 2, 2014 ITEM NO. 6A Staff conducted field measurements of the existing sight distance conditions at the subject intersection from the STOP-controlled legs. The minimum stopping sight distance of 250 feet is required for 35 miles per hour and 150 feet for 25 miles per hour. Sight distance from the east leg of Hillside Drive was measured to be 650' feet looking to the north and 225 feet looking to the south. Page 3 C COMMISSION MEETING OF: (continued) CITY OF CARLSBAD TRAFFIC SAFETY COMMISSION STAFF REPORT June 2, 2014 ITEM NO. 6A Figure 2: Sight distance from the west leg of Hillside Drive looking north (left) Based on the posted speed limit of 35 miles per hour on south leg of Park Drive, the available sight distance of 225 feet from the east leg looking to the south does not meet the 250 feet required for 35 miles per hour (see Exhibit 2). The California MUTCD also recommends consideration of an ALL-WAY STOP when "an intersection of two residential neighborhood collector (through) streets of similar design and operating characteristics where multiway stop control would improve traffic operational characteristics of the intersection." Since Hillside Drive and Park Drive can both be characterized as collector streets and are similar in design, function, physical characteristics and surrounding land use, an ALL- WAY STOP would improve the traffic operations at the intersection and may decrease collisions. Page 4 C COMMISSION MEETING OF: (continued) RECOMMENDATION: CITY OF CARLSBAD TRAFFIC SAFETY COMMISSION STAFF REPORT June 2, 2014 ITEM NO. 6A Based on the findings contained in this report, the Traffic Safety Coordinating Committee recommends the installation of an ALL-WAY STOP at the intersection of Hillside Drive and Park Drive. NECESSARY CITY COUNCIL ACTION: The City Council must adopt an ordinance to establish the STOP control as recommended.
