REQUESTED ACTION: Receive a presentation on the Village and Barrio Plan and appoint
a Traffic Safety Commission representative to interview with the
project consultant
BACKGROUND:
DATA:
In March 2014 the City Council approved a contract with Dover, Kohl & Partners to
prepare a master plan for the Village and Barrio areas of Carlsbad. A master plan is a
focused planning document that provides direction and standards for land use and
development that are specific to a particular area. The master plan will consider
vehicle, bicycle and pedestrian circulation, among many other topics.
Public outreach began in August with the launching of the project website,
www.carlsbadca.gov/villagebarrio, and the mailing of flyers to residents, merchants and
property owners in or near the planning area. A flyer is attached.
As the flyer notes, Dover-Kohl will conduct many public meetings and activities in the
Barrio and Village September 9 -18. Part of this effort will include consultant interviews
with various individuals and organizations, including representatives from city
commissions.
Planning staff will provide a brief overview of the Village and Barrio Plan, related
outreach efforts to the community and the importance of public input. Staff will also
request that the Traffic Safety Commission appoint a representative to interview with
Dover-Kohl. The interview likely would take place September 11, 12, or 15 in the
morning or afternoon, would last about thirty minutes and would occur at the
consultant's temporary design studio at the Carlsbad Inn Beach Resort.
RECOMMENDATION:
Appoint a Traffic Safety Commission member to interview with Dover-Kohl and provide
input on matters involving traffic and pedestrian safety in the Village and Barrio.
