(NOVA) prepared this letter to respond to the referenced third-party review comments from True North Compliance Services (TNCS, 2024) for the Romeria Pointe Apartments project in Carlsbad California. NOVA is retained by MMK Management Group, LLC as the geotechnical consultant of record for the project. The review comments and our responses are provided below. Comment S1: Nova Soils Report dated March 7, 2024, states “The geopier can safely support foundation bearing a 4,000 psf to 5,000 psf, as appropriate.”, but the geopier design notes only allowable bearing of 4,000 psf. Soils engineer and geopier engineer to coordinate and justify the geopier design and assumed capacity for supporting the loads from the proposed structures being built above the geopier system. Response: WGI specializes in design and installation of aggregate piers (Geopiers®). The aggregate pier system has been designed to achieve an allowable bearing capacity of 6,000 psf as indicated on THESE PLANS/DOCUMENTS HAVE BEENREVIEWED FOR COMPLIANCE WITH THEAPPLICABLE CALIFORNIA BUILDING STANDARDSCODES AS ADOPTED BY THE STATE OFCALIFORNIA AND AMENDED BY THEJURISDICTION. PLAN REVIEW ACCEPTANCE OFDOCUMENTS DOES NOT AUTHORIZECONSTRUCTION TO PROCEED IN VIOLATION OFANY FEDERAL, STATE, NOR LOCAL REGULATION. Scott Weisse 07/23/24 Responses to Plan Review Comments - First Review Romeria Pointe Apartments, Carlsbad, California NOVA Project No. 1024024 July 19, 2024 2 Geopier Design Note #4 in Drawing No. 534-1A. The design indicates that an allowable bearing capacity of 6,000 psf can be achieved within settlement tolerances of the proposed structures. Accordingly, an allowable bearing capacity of 6,000 psf is acceptable to NOVA. Comment S2: Per the most recent soils report letter by NOVA dated June 24, 2024, it recommends two options for mitigating the effects of expansive soils beneath interior slab-on-grade which are okay, but please clarify if these recommendations are to be installed at the building foundation systems where the geopiers are installed. If yes, please update the geopier design accordingly and clearly define the mitigation option that will be used. Response: To mitigate expansive soils beneath interior slabs-on-grade, the owner has elected to utilize cement stabilization as detailed in the geotechnical addendum (NOVA, 2024). The existing soils within the upper 18 inches of the proposed building pads will be cement stabilized. Subsequently, the shallow foundations will be excavated through the treated soils to bear on Geopiers®. Comment S4: Provide the geotechnical engineer’s stamp and signature on the geopier plan and all sheets geopier details confirming the geopier plans, details and specifications have been reviewed and that it has been determined that the recommendations the geotechnical report are properly incorporated into the plans. Response: NOVA reviewed the referenced Geopier® design submittal, which contains plans, details, and specifications for the Geopier® foundation system (WGI, 2024). NOVA’s review was limited to the geotechnical aspects of the design submittal. In NOVA’s opinion, the recommendations contained in the project geotechnical report have been properly incorporated into the Geopier® design submittal. NOVA’s review stamp has been added to the submittal. NOVA appreciates the opportunity to be of service to MMK Management Group, LLC on this project.
