Executive Summary Representatives from the County of San Diego will provide the presentation and respond to Commissioner questions. Fiscal Analysis This action has no fiscal impact. Environmental Evaluation This action does not require environmental review because it does not constitute a project within the meaning of the California Environmental Quality Act under California Public Resources Code Section 21065 in that it has no potential to cause either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment. Exhibits None Community-Police Engagement Commission July 22, 2024 Item #2 Page 1 of 1 Staff Report SAN DIEGO CARE ACT UPDATE 139 Petitions Received 8% Internal Petitions 53% Family Petitioners In the first 41 weeks since implementation, BHS has received 139 CARE petitions from the SD Court. 11 CARE petitions (8%) originated from BHS as LPS step downs or diversions. More than half of the petitioners submitting to Court have been family members. 3.4 Petitions Per Week 45 CARE Agreements All County Regions In the first 41 weeks since implementation, BHS has received 3.4 petitions per week. The BHS CARE Team has successfully coordinated treatment and CARE Agreements for 45 clients. Petitions have been submitted for respondents that live in every region of San Diego County. Adults aged 18+ Diagnosed with schizophrenia or other psychotic disorders Not currently in treatment Meets program criteria Shows likelihood to benefit from program May be unhoused (but not required) 3 What is the process? 1 2 3 4 5 Referral Initial Determination Investigation & Engagement CARE Agreement/Plan Connection to Services 4 What to Expect After a CARE Agreement is Established •The CARE Agreement client will receive services up to 12-months. •The individual’s progress will be checked regularly at status review hearings every 60 days. •At the last scheduled status review hearing it will be determined if the client is ready to graduate or if services are still needed under CARE Act. •CARE Act services can be extended for up to one year. 5 Common Claims About the Program Common Claims Accurate Messages The CARE Act will allow the Court to mandate treatment. •CARE Act is a new pathway to voluntary treatment. •A CARE Plan can be established for one year, with the potential for one additional renewal year. The CARE Act program is for anyone with a behavioral health condition. •CARE Act is limited to a very small group of people. •To be eligible, a person must have diagnosed schizophrenia or another psychotic disorder and not be in treatment. The CARE Act program is designed only for people experiencing homelessness. •Some people with a CARE Plan may be unhoused or experiencing housing instability. •Housing support may be part of a CARE Plan. •The program is not set up to specifically address homelessness (not a required criteria for eligibility).
