Regular Meeting
CALL TO ORDER: 11:01 a.m.
ROLL CALL: Chair Steindlberger, Vice Chair Colby, Commissioners Woolsey, Stark, Corrigan, and
Norall.
Absent: Commissioner Burrows.
PLEDGE OF ALLEGIANCE: Vice Chair Colby led the Pledge of Allegiance.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held on April 2, 2024
Motion by Vice Chair Colby, second by Commissioner Corrigan to approve the Minutes of the
Regular Meeting held on April 2, 2024, as presented. Motion carried, 5/0/1/1 (Woolsey – Abstain;
Burrows – Absent).
PRESENTATIONS: None.
CONSENT CALENDAR: None.
PUBLIC COMMENT: None.
PUBLIC HEARINGS: None.
DEPARTMENTAL REPORTS:
1. LEGISLATIVE ADVOCACY AND GRANT PROCESS - Receive a presentation regarding the
Intergovernmental Affairs Program, on-going legislative advocacy, process related to grant
opportunities, and grant funding priorities. (Staff Contact: Jason Haber, Intergovernmental
Affairs Director)
Recommended Action: Receive the presentation and provide feedback as
appropriate.
City Council Member and Legislative Subcommittee Member Melanie Burkholder and
Intergovernmental Affairs Director Jason Haber presented a PowerPoint presentation and
provided an update on the city’s recent and ongoing advocacy efforts related to beach
preservation, including an overview of the city’s process for evaluating and pursuing grant
opportunities, and the city’s current grant funding priorities (on file in the Office of the City
Clerk).
Commission received the presentation.

Chair Steindlberger requested an update on the Terramar Project and information on the type
of funding the city is pursuing for this project. She also requested specifics of the city’s contract
grant writers.
Commissioner Stark inquired about grant funding opportunities for sand replenishment.
Commissioner Corrigan asked about how grant funding is prioritized.
2.MAINTENANCE DREDGING PROJECT FOR AGUA HEDIONDA LAGOON - Receive a report on the
upcoming maintenance dredging project for Agua Hedionda Lagoon, to be conducted by
Channelside Water Resources (Formerly Poseidon Resources) – the Claude “Bud” Lewis Carlsbad
Desalination Plant operator. (Staff Contact: Nick Stupin, Parks & Recreation Department)

Recommendation: Receive the informational report.
Parks Planning Manager Nick Stupin and Dominic Massaro with Anchor QEA – a consultant of
Channelside Water Resources - presented a PowerPoint presentation and provided an
overview of the lagoon’s pending maintenance dredging project. The project will remove a
flood-tide shoal in the Agua Hedionda Lagoon – Outer Basin to maintain the tidal exchange
between the lagoon and the ocean (on file in the Office of the City Clerk).
Commission received the report.
COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: This portion of
the agenda is for the Commission to make brief announcements, brief reports of their activities and
requests for future agenda items.
Commissioner Woolsey commented on the frequency of the sand replenishment/dredging projects
and expressed how public awareness is of high importance.
DIRECTOR’S COMMENTS:
Parks & Recreation Director Kyle Lancaster commented that former staff liaison Michael Tully has
moved on to another position and is no longer employed by the City of Carlsbad. Parks Planning
Manager Nick Stupin remains the staff liaison for the Beach Preservation Commission. Recognition and
appreciation was expressed for Chair Steindlberger for serving six and a half years on the Beach
Preservation Commission.
