Absent: Proulx, Newlands. PLEDGE OF ALLEGIANCE: Chair Coelho led the Pledge of Allegiance. APPROVAL OF MINUTES: Minutes of Regular Meeting held OIJ June 3, 2024. Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 Motion by Vice-Chair Fowler, seconded by Commissioner Kohl, to approve the minutes of the Regular Meeting held on June 3, 2024, with the amendment to Page 4, Commissioner Comments, of the minutes to reflect that Commission Penseyres commented on the Safe Driving Workshop and recommended that they inform drivers how to make a legal right-hand turn from as close as practicable to the right edge of the road to avoid right-hook crashes with bicyclists and inquired regarding sharrows and Transportation Director Frank confirmed that sharrows will be installed. Motion carried, 4/0/2 {Proulx, Newlands -Absent). Commissioner New/ands joined the meeting at 4:09 p.m. PUBLIC COMMENT: None. CONSENT CALENDAR: None. DEPARTMENTAL REPORTS: 1. TYLER STREET COMPLETE STREETS STUDY -Support staff's recommendation to the City Council to proceed with improvements for the Tyler Street Complete Streets Plan Option 1. {Staff Contact: Nick Gorman and Nathan Schmidt, Public Works Department). Staff's Recommendation: Support staff's recommendation. Transportation Planning & Mobility Manager Nathan Schmidt and Associate Engineer Nick Gorman presented the report and reviewed-a PowerPoint presentation {on file in the Office of the City Clerk). The Commission received the presentation by Transportation Planning & Mobility Manager Schmidt and Associate Engineer Gorman. Matt Hall spoke against the curb extensions. July 1, 2024 Traffic Safety & Mobility Commission Page 2 Gil Alvarado stressed the importance of improving safety along Tyler St. and would prefer that the commission recommend reconfiguring Tyler St. to a one-way only street. In response to Commissioner Kohl's inquiry regarding whether the design of the curb extensions took semi-trucks into consideration, Associate Engineer Gorman explained that the conceptual design of the curb extensions was for firetrucks specifically, however, he added that the actual design for the curb extensions will take semi-trucks into consideration. In response to Commissioner Kohl's inquiry regarding whether the Commission should wait until public input is received after a letter was sent out on June 10, 2024, Associate Engineer Gorman responded that they have received feedback. In response to Commissioner Newlands' inquiry regarding the addition of sharrows on Tyler Street, Associate Engineer Gorman responded that the sharrows would serve as a reminder that Tyler Street is a shared space. In response to Commissioner Penseyres' inquiry regarding whether parking spaces will be affected, Associate Engineer Gorman responded that there is the potential for one or two parking spots to be removed. In response to Chair Coelho's inquiry regarding the Daylighting Bill (AB 413), City Traffic Engineer John Kim explained that AB 413 prohibits parking within 20 feet of a marked or unmarked crosswalk and 15 feet if there is a curb extension. In response to Commissioner Penseyres' inquiry regarding how the sidewalks would be leveled with the curb, Associate Engineer Gorman explained that work may need to be done on the private driveway to meet the grading and ensure the sidewalk remains at the ADA minimum cross slope requirement. In response to Chair Coelho's inquiry about the project's purpose, Associate Engineer Gorman explained that the City Council designated the Tyler Street Complete Streets project as a high- priority initiative. He added that the current configuration presents an opportunity to enhance pedestrian facilities. Transportation Planning & Mobility Manager Schmidt further elaborated that this project is one of two high-priority projects identified in the Village and Barrio Master Plan. He also noted that the project scope and costs have already been significantly reduced from the three alternatives initially proposed 'in the plan. In response to Chair Coelho's inquiry regarding who pays for the relocation of fire hydrants and utilities, Transportation Planning & Mobility Manager Schmidt explained that the city would pay for the relocation if it is in the public right of way. In response to Chair Coelho's inquiry regarding the ideal distance for pedestrian crossings, Transportation Planning & Mobility Manager Schmidt explained that there is no specific goal other than to narrow the crossing distance as much as possible and make pedestrians more July 1, 2024 Traffic Safety & Mobility Commission Page 3 visible. In response to Vice-Chair Fowler's inquiry regarding what routes semi-trucks would have to take, Associate Engineer Gorman explained that a large majority of semi-trucks use the northern portion of Tyler Street however trucks are seen traveling along the entire segment of Tyler Street. Commissioner Penseyres recommended altering staff's recommendation to remove the addition of the sidewalk on the westside of Tyler Street. Motion by Commissioner Penseyres, seconded by Vice-Chair Fowler, to support staff's recommendation with alterations. Motion failed, 2/3/1 (Coelho, Newlands, Kohl -No; Proulx -Absent). Motion by Commissioner Penseyres, seconded by Vice-Chair Fowler, to support staff's recommendation as stated. Motion failed, 2/3/1 (Coelho, Newlands, Kohl -No; Proulx - Absent). Motion by Chair Coelho, seconded by Commissioner Kohl, to recommend to City Council to not proceed with the Tyler Street Complete Streets Study. Motion carried, 4/1/1 (Penseyres -No; Proulx -Absent). 2. FISCAL YEAR 2024-25 -TRAFFIC AND MOBILITY COMMISSION WORK PLAN -Provide staff input on the fiscal year 2024-25 Traffic Safety & Mobility Commission Workplan for future submittal to the City Council. (Staff Contact: Nathan Schmidt, Public Works Department). Staff's Recommendation: Receive the presentation and provide input. Transportation Planning & Mobility Manager Nathan Schmidt presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). The Commission received the PowerPoint presentation by Transportation Planning & . Mobility Manager Schmidt. Chair Coelho requested that the Commission be included in any citywide parking updates. 3. SEMIANNUAL TRANSPORTATION REPORT-Receive the Semiannual Transportation Report. (Staff Contact: Nathan Schmidt, Public Works Department). Staff's Recommendation: Receive the presentation. Page4 Motion by Commissioner Newlands, seconded by Commissioner Penseyres, to appoint Chair Coelho to represent and Vice-Chair Fowler to be the backup representative at the July 30, 2024, City Council Meeting. Motion carried, 5/0/1 (Proulx -Absent). CITY TRAFFIC ENGINEER COMMENTS: Transportation Planning & Mobility Manager Nathan Schmidt spoke about the current vacancy in the Commission. He added that the deadline for applications is July 8, 2024, and will go to City Council on July 30, 2024. COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: Motion by Commissioner Penseyres, seconded by Commissioner Kohl, for the Commission to receive a presentation on the Daylighting Bill (AB 413).
