REQUESTED ACTION: Modify limits of existing 30 mph and 35 mph speed zones on
Carlsbad Boulevard.
BACKGROUND:
DATA:
The subject portion of Carlsbad Boulevard begins at the North City Limit and extends
south to Walnut Avenue. Between those limits there are two existing speed zones, a 30
mph zone south of Mountain View Drive and a 35 mph zone north of Mountain View
Drive. The City Traffic Engineer is requesting a modification to the limits of these speed
zones so that the 35 mph speed zone be reduced in length and the limits of the 30 mph
speed zone be extended (See Exhibits 2, 3, and 4).
Carlsbad Boulevard currently has a posted speed limit of 35 mph between the North
City Limit and Mountain View Drive. From Mountain View Drive south to Walnut
Avenue, the posted speed limit is 30 mph. (see attached Exhibit 1)
Recent roadway improvements, including a roundabout at the intersection of State
Street, have changed the character of the roadway north of Mountain View Drive. As a
result, speeds have decreased on that section of roadway. Staff completed Engineering
and Traffic Surveys for the roadway section north of State Street and the roadway
sections south of State Street. {See attached)
The results of the speed surveys, contained within the Engineering and Traffic Surveys,
are summarized in Table A. A sample of 100 vehicles was measured to calculate the
critical speed on each roadway segment.

The pace speed is the 10 mile per hour range of speeds that contain the highest
number of observed vehicles. Generally, the critical speed is located within the pace
speed.
Sections 22357 and 22358 of the California Vehicle Code authorize local authorities to
establish a prima facie speed limit on the basis of the results of an Engineering and
Traffic Survey. The Engineering and Traffic Survey considers such factors as the number
of collisions that have occurred on the road segment, roadway features, adjacent land
uses, driveway locations, traffic volumes, pedestrian volumes, critical speed, horizontal
and vertical alignment, stopping sight distance, and conditions that may not be readily
apparent to the driver.
RECOMMENDATION:
Based upon the results of the Engineering and Traffic Survey, the Traffic Safety
Coordinating Committee recommends establishing a 35 mile per hour prima facie speed
limit upon Carlsbad Boulevard between the North City Limit and State Street.

NECESSARY CITY COUNCIL ACTION:
An ordinance will be required to be adopted by the City Council to establish the 35 mile
per hour prima facie speed limit upon Carlsbad Boulevard from the North City Limit to
State Street. An ordinance will also be required to be adopted by the City Council to
establish the 30 mile per hour prima facie speed limit upon Carlsbad Boulevard from
State Street to Walnut Avenue.

E. Seecial Conditions: Carlsbad Boulevard is a coastal corridor and this section serves as a connecting link between Carlsbad and
Oceanside. It is used bv oedestrians, bicvclists, and motorists.
F. Adiacent Land Uses: Laaoon, Railroad, Nature Center
G. Remarks/Conditions Not Readily Aeearent: This is a truck route and a large number of trucks travel this roadway due to its
oroximitv to the commercial areas of the two cities. Alcohol was a factor in ten of the fifteen collisions.
H. Traffic Engineer's Recommendation (Explanation): This speed zone satisfies the conditions of Section 627 of the California
Vehicle Code and has been prepared and evaluated in accordance with the California Manual on Uniform Traffic Control Devices,
effective November 7, 2014, with respect to design and prevailing speeds, accident records, pedestrian and bicyclist safety,
intersection and driveway spacing, and roadside and traffic conditions not readily apparent to the driver. A speed limit posting of
35 MPH is found to be annronriate and iustified.

E. Special Conditions: Carlsbad Boulevard is a coastal corridor and attracts a significant number of tourists of all ages throughout
the year due to its proximity to the Pacific Ocean. As such, it is heavily used by pedestrians, bicyclists, and motorists. Some
oedestrians cross the street illeaallv at manv midblock locations.
F. Adiacent Land Uses: Commercial, Residential, Beach, Armv/Navv Academv, Motels, Restaurants, Railroad, and Retirement Home
G. Remarks/Conditions Not Readily Apparent: The midsection of this speed zone contains a school zone adjacent to the
Army/Navy Academy as well as a retirement home. Flashing beacons, signs, and pavement markings warn motorists of the school
zone adt'acent to the Army/Navy Academy where a midblock striped crosswalk is located for students to cross from their campus
to the at letic field. Warnina sians inform motorists of the intersection at Oak Avenue which is located on a horizontal curve.
H. Traffic Engineer's Recommendation (Explanation): This speed zone satisfies the conditions of Section 627 of the California
