HomeMy WebLinkAbout2016-10-03; Traffic Safety Commission; ; Inform Traffic Safety Commissioners of revisions to the proposed modifications to the existing traffic circle on Kelly Drive at its intersection with Hillside DriveCITY OF CARLSBAD TRAFFIC SAFETY COMMISSION STAFF REPORT COMMISSION MEETING OF: October 03, 2016 ITEM NO. 6C-1 LOCATION: Kelly Drive at Hillside Drive INITIATED BY: Doug Bilse, City Traffic Engineer REQUESTED ACTION: Inform Traffic Safety Commissioners of revisions to the proposed modifications to the existing traffic circle on Kelly Drive at its intersection with Hillside Drive DATA: The City Traffic Engineer will present information to the Traffic Safety Commission {TSC} regarding plan revisions to the existing traffic circle located at the intersection of Kelly Drive and Hillside Drive {see Exhibit 1). Exhibit 2 shows the intersection of Kelly Drive and Hillside Drive with changes made in 2014 when the traffic circle was installed- retaining the existing STOP sign on Highland Drive. Field observations and public comments indicated that drivers were often circumventing the intended route through the intersection, and instead driving through the traffic circle and in the bike lanes. On July 11, 2016, staff presented to the TSC signing and striping plans to address these concerns {see Exhibit 3). There were numerous comments made during the public hearing at the July 11, 2016, TSC meeting regarding these proposed changes. Most of the comments reflected confusion about the STOP sign on Hillside Drive and concerns about the bicycle and pedestrian safety traveling through the intersection. Staff prepared the attached plans {see Exhibit 4} to remove the STOP sign on Hillside Drive and address concerns raised at the July 11 meeting related to pedestrian and bicycle safety issues. The revised plans now reflect a formal roundabout design with splitter islands. The new design does result in the loss of some on-street parking on Kelly Drive. Residents impacted by the proposed parking loss and the Kelly School administration staff were notified of these changes.
