HomeMy WebLinkAbout2016-10-03; Traffic Safety Commission; ; Inform Traffic Safety Commissioners of proposed lane reduction on Carlsbad Boulevard to increase on-street parkingCOMMISSION MEETING OF: CITY OF CARLSBAD TRAFFIC SAFETY COMMISSION STAFF REPORT October 03, 2016 ITEM NO. 6 C-3 LOCATION: Carlsbad Boulevard between Mountain View Drive and Beech Avenue INITIATED BY: Doug Bilse, City Traffic Engineer REQUESTED ACTION: Inform Traffic Safety Commissioners of proposed lane reduction on Carlsbad Boulevard to increase on-street parking DATA: The City Traffic Engineer will present information to the Traffic Safety Commission regarding a proposed lane reduction on Carlsbad Boulevard between Mountain View Drive and Beech Avenue. In order to address the continuing shortage of parking spaces near the beach, staff have been pursuing opportunities to capture additional parking along the coast. Staff has identified two locations were a total of approximately 40 additional parking can be added with simple striping adjustments: 1. Adjusting the current striping on Carlsbad Boulevard between Cypress and Beech presents the opportunity to create as much as 35 additional on-street parallel parking spaces: 22 on Carlsbad Boulevard along the west side, and 13 more on- street spaces on the east side. 2. An additional of 5 parking spaces can be added by converting the current parallel parking to diagonal parking along Beech Avenue between Carlsbad Blvd and Washington Street. That is, 14 parallel parking spaces are converted to 19 diagonal spaces resulting in 5 additional parking spaces. Per the Mobility Element 3-P.15: "The City Council shall have the sole discretion to approve any such road diet or vehicle traffic calming improvements that would reduce vehicle capacity to or below LOS D". These changes result in a negligible impact on traffic operations. Level of Service will remain at LOS A (see analysis below). Based on existing traffic volumes on Carlsbad Boulevard and an assumed capacity of 1,800 vehicles per lane per hour, the existing level of service for the proposed lane reduction on southbound Carlsbad Boulevard is shown in Table 1. The proposed striping plans are also expected to address specific pedestrian and bicycle related issues in the area. This project directly advances the following core values identified in the Carlsbad Community Vision: • Small town feel, beach community character and connectedness • Access to recreation and active, healthy lifestyles • Walking, biking, public transportation and connectivity • Neighborhood revitalization, community design and livability • Sustainability NECESSARY CITY COUNCIL ACTION: No City Council action required for this item.
