Background:

Cadencia Street currently has three speed zones between La Costa Avenue and Rancho
Santa Fe Road. The roadway section of Cadencia Street between la Costa Avenue and
Del Rey Avenue is in a defined resident district with a speed limit of 25 miles per hour
(mph). The roadway section of Cadencia Street between Perdiz Street and Rancho Santa
Fe Road is also a resident district with a 25 mph speed zone. The area of Cadencia Street
between el Rey Avenue and Perdiz Street is not in a defined resident district, and
therefore has a speed zone defined by the 85th percentile speed according to the
California Vehicle Code. This discontinuity in speed zones has been identified as a
potential safety issue and negatively impacting the quality of life of the neighborhoods.
Staff proposes installing traffic calming measures as a way to re-design Cadencia Street
from La Costa Avenue to Perdiz Street (i.e., the non-residential zone) to reduce vehicle
speed. The remaining section of Cadencia Street between Perdiz Street and Rancho
Santa Fe Road has already been identified for traffic calming measures and the public
outreach for this phase of the project is expected to occur next year.
The City Traffic Engineer will present information to the Traffic Safety Commission (TSC)
regarding the proposed traffic calming plans for Cadencia Street between La Costa
Avenue and Perdiz Street (see Exhibit 1). Exhibit 2 shows the individual traffic calming
treatments being proposed for this project.
On August 4, 2016 staff conducted a public meeting to present the conceptual plans for
traffic calming along Cadencia Street. Based on the comments received at this public
meeting, there is strong support for this project with some individuals strongly opposed
to any changes to this roadway section. A letter opposing this project submitted by Mr.
Ron Haugland (3170 Camino de Aguas) is attached to this staff report. Staff will notify
City Council before any construction work commences on this traffic calming project.
