SUBJECT: CUP-233 -LA MESA R.V. CENTER -Request for approval to
hold a 2 1/2 week R.V. show and sales event on the
vacant portion of the Jim Finney Pontiac site in Car
Country.
1. RECOMMENDATION
It is recommended that the Planning Commission ADOPT Resolution
No. 2158 APPROVING CUP-233, based on the findings and subject to
the conditions contained therein.
II. PROJECT DESCRIPTION
The applicant requests approval to conduct a special event
featuring the display and sales of new and used recreational
vehicles from July 28 to August 14. Approximately 80 to 100
vehicles would be on display at any given time. Off-street
parking for 75 customer vehicles would also be provided. The
proposed hours of operation are 10:00 A.M. until dark, daily.
The Jim Finney Pontiac property is presently only 1/2 developed.
The remainder (subject property) is vacant, covered with weeds.
The applicant proposes to remove the weeds, fill the ruts, and
otherwise make the lot presentable for the event.
11. ANALYSIS
Planning Issue
i) Does the proposal allow for adequate circulation, public
safety, and customer convenience?
Discussion
Staff believes that the site is large enough to accommodate the
proposed temporary use. Since there are no curb-cuts, "cold
pack asphalt," which can be removed at the end of the show, will
allow easy access to the property. As such, Paseo del Norte
should not be adversely impacted by the event. The project will
not tie into the public utilities except telephone lines. The
four R.V. coaches to be used as offices are fully self-
contained. In addition, several portable/temporary restrooms
for men and women will be provided. A private security firm
will provide night-time security.

The applicant has indicated that substantial TV, radio, and home
mailer advertising will be conducted for the show. In addition,
staff is recommending that the applicant be allowed to place
three temporary 4'x4', "A-Frame" signs along the frontage of the
site for identification purposes along Paseo del Norte. In
keeping with the policies of Car Country, no off-site signs, or
advertising directed toward I-5 would be allowed.
In summary, staff recommends approval of this conditional use
permit as all potential problems have been rectified.
III. ENVIRONMENTAL REVIEW
The Land Use Planning Manager has determined that this project
is categorically exempt from environmental review pursuant to
Section 19 .. 04.070(6)(c), and has issued a notice of exemption
on July 14, 1983.
