PUBLIC COMMENT: Reese Harris advocated for Ranked Choice Voting. APPROVAL OF MINUTES: Minutes of the Regular Meeting held June 11, 2024. Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 Motion by Subcommittee Member Burkholder, seconded by Subcommittee Member Acosta, to approve the minutes as presented. Motion carried unanimously, 2/0. SUBCOMMITTEE COMMENTS & ANNOUNCEMENTS: DEPARTMENTAL REPORTS: 1. STATE AND FEDERAL LEGISLATIVE REPORTS -Receive updates from representatives of U.S. Congressman Mike Levin, State Senator Catherine Blakespear, and State Assem blymember Tasha Boerner, and provide feedback. (Staff contact: Jason Haber, City Manager Department} Recommendation : Receive the updates and provide feedback. The subcommittee received informational reports from Salome Tash representing Congressman Mike Levin's office, and Ross Tritt representing Assemblymember Tasha Boerner's office. The subcommittee received the reports. 2. LEGISLATIVE AND ADVOCACY UPDATE -Receive updates on federal and state legislative and budget activity and recent and ongoing advocacy efforts; discuss and provide feedback to staff, including identifying high-priority bills, advocacy positions, funding opportunities, and items for future City Council consideration. (Staff contact: Jason Haber, City Manager's Department} Recommendation: Receive the updates and provide feedback. Carpi and Clay's Laura Morgan-Kessler presented the report on Federal lobbying efforts. Renne Public Policy Group, Director of Government Affairs Sharon Gonsalves presented a report on state lobbying efforts, including a Power Point presentation (on file in the Office of City Clerk}. The subcommittee received the reports. July 9, 2023 Legislative Subcommittee Meeting Page 2 Motion by Subcommittee Member Burkholder, seconded by Subcommittee Member Acosta to support AB 2776 {Rodriguez) Recovery from disaster or emergency: funding priority, SB 1214 (Nguyen) California Commission on the United States Semiquincentennial, and SB 1461 (Allen) State of emergency and local emergency: landslide. Motion carried unanimously, 2/0. 3. CALIFORNIA DEPARTMENT OF FISH AND WILDLIFE UPDATE ON BATIQUITOS LAGOON DREDGING -Receive an update from the California Department of Fish and Wildlife regarding the department's dredging and sand placement activities in and around Carlsbad and provide feedback. (Staff contact: Jason Haber, City Manager Department) Recommendation: Receive update and provide feedback. Intergovernmental Affairs Director Jason Haber introduced Gabriel Penaflor, Environmental Scientist from the California Department of Fish and Wildlife South Coast Region 5 who presented a report on the department's past and future dredging activities including a power point presentation (on file with the Office of the City Clerk). The subcommittee received the report. 4. WINDSOR POINTE ADVOCACY EFFORTS -Receive an update on regional, state and federal advocacy efforts concerning the Windsor Pointe affordable housing development and provide feedback. (Staff contact: Jason Haber, City Manager Department) Recommendation: Receive update and provide feedback. Intergovernmental Affairs Director Jason Haber introduced Housing and Homeless Services Director Mandy Mills, presented an update on advocacy efforts concerning the Windsor Pointe affordable housing project, and reviewed a PowerPoint presentation (on file with the City Clerk). The subcommittee received the report. SUBCOMMITTEE MEMBER REQUESTS FOR FUTURE AGENDA ITEMS: None. SUBCOMMITTEE MEMBERS COMMENTS & ANNOUNCEMENTS: Council Member Acosta announced that she will be attending the board meeting for the League of California Cities later this week.
