SECTION I1 - Tentative Map - Rancho Carlsbad Subject Tentative Map has been reviewed and is discussed as follows: GENERAL : The Tentative Map proposes a one-parcel development of approximately 92 acres as a mobile home park located on the Easterly side of El Camino Real at Agua Hedionda Creek. There are two minor and one major drainage channels through the property, all being generally in the flood plain of Agua Hedionda Creek. 4 Planning Commission Reqolution No. 585 granted a pre-annexa- I - tion Conditional Use Permit, subjdct to filing of a final subdivision map and to other conditions. these subdivision procedures. \ The Subject Tentative Map initiates - \ The requirements for the development were set forth in general in said Resolution No. 585. offered to supplement and extend those requirements and are recommended The following requirements are GJ as an additional conditiom of Tentative Map approval and af approval of Amendment to Resolution No. 585: 1. The Conditional Use Permit shall be subject to the filing of a final parcel map. 2. The interior streets do not meet City standards, are not acceptable for public dedication, and are not to be shown on the final parcel map. 3. Dedication required for Cannon Road -- developer shall in enter into agreement with the City to dedicate and improve Cannon Road upon demand of the CTty, insofar as this property is concerned. (See Exhibit A) 5. Public improvements to be as fallows: (a) El Camino Real -- grading, ornamental street lights, street trees, concrete curb, gutter, sidewalk, and paving, to meet and match new County improvement. (b) Future Cannon Road -- ornamental street lights, street trees, concrete curb, gutter, sidewalk, grading, and paving. Pave- ment design to be based on Traffic Index for major arterial highway. (c) City sewer to be extended from existing manhole to Easterly side of El Camino Real, as approved by City Eng neer. Exten- sion to consist of either 21-inch or 15-inch diameter sewer, or com- bination of both, depending upon selected alignment. (d) The water system shall provide adequate fire protec- tion facilities, as approved by City Engineer and Fire Chief. 6. A grading plan shall be submitted to and approved by the City Engineer, prior to commencing any grading work. 7. The City Council has approved a design storm frequency of 50 years for this development. The drainage facilities are to be’de- signed to accommodate such a storm with adequate provision for free- board and silting. Drainage ease- ments to be conveyed to the City upon demand. 0. This development shall be required to connect to the Carlsbad sanitary sewer system. 9. All utility distribution facilities 'shall be placed under- ground within this development. 10. All structures and recreation facilities shown on the plot \ map entitled "Rancho Carlsbad" shall be constructed in conformance with the plans and elevations submitted by the Applicant and entitled Exhibits E, F, G and H. 11. A landscape and sprinkler plan shall be submitted to the City of Carlsbad Planning Department for approval, prior to construc- tion. 12. (continued) the Conditional Use Per'mi-t shall be revoked. 17. Alignment, location and grade of all improvements shall be subject to the approval of the City Engineer. Complete plans and specifications shall be submitted, as required for checking and approval, before construction of any improvement is commenced. 18. The 'developer shall enter into bonded agreement with the City, guaranteeing construction of all improvements. 19. No permission shall ever be granted for connection to the developer's private sewer lines, from properties outside the subject development. 20.
