SUBJECT: APPLICATION FOR APPROVAL OF A PRE-ANNEXATIONAL
CONDITIONAL USE PERMIT FOR A 146-UNIT MOBILE HOME
PARK, LOCATED EAST OF PONTO DRIVE AND SOUTH OF LA
COSTA BOULEVARD

General Discussion:
The.applicant reques~ approval of a pre-annexational Conditional
Use Permit for Lana Kai Mobile Home Park, located east of Ponto
Drive and south of La Costa Boulevard.
The property is presently located within the County. It is
anticipated that annexation of this property by the City will occur
at some point in the future.
Upon approval of annexation to the City the property will
automatically cofue into the City as R-1-10,000.
Carlsbad ordinance, Title 21, provides that mobile home parks
are permitted in residential zones by approval of a conditional use
permit. Approval _of this application would fulfill this require-
• ment_ thereby making the mobile home. park a legally constituted
land use upon annexation by the City·.
Recommendation:
It is the staff's recommendation that this application be
approved for the following reasons and subject to the following
conditions:
Reasons of Approval:
1. Approval of this appli2ation would fulfill the requirements of
the Carlsbad Zoning Ordinance Title 21; Chapter 21.42; Section
21.42.010 (Conditional Use Permits). •
2. Approval of this application would not be materially detri-
mental to the public safety or welfare.
Conditions of Approval:
1. The mobile home park shall ~onnect to a public sewer system
and no ~osts for such converston shall be borne by the City of
Carlsbad.

2. The applicant shall provide fire hydrants and fire protection
appurtenances as required by the City of Carlsbad Fire Department .
