SUBJECT: DISCUSSION ITEM 92-4 -FAIRWAYS -Discussion and determination of
minor or major status for requested changes to approved architectural
elevations, colors, materials and floor plans for The Fairways, CT 90-23/PUD
90-23.
I. RECOMMENDATION
That the Planning Commission concur that the proposed changes to the architectural
elevations, colors, materials and floor plans are MINOR and that the Planning Commission
ADOPT Planning Commission Resolution No. 3416 APPROVING DI 92-4 based on the
findings and subject to the conditions therein.
II. PROJECT DESCRIPTION AND BACKGROUND
The Fairways subdivision was approved by the City Council in January of 1991.
The project is 149 lots with 132 single family detached homes. Including the garage the
homes range in size from 2,300 to 3,500 square feet. There are four floorplans, three of
which are two story models. The two story models have three car garages and the single
story model has a double garage. Architectural styles were identified as Monterey,
Mediterranean, and Ranch.
m. ANALYSIS
The changes requested by the applicant affect the square footage and alter the architectural
style, colors and materials of all elevations. Staff is bringing these changes to the Planning
Commission for discussion pursuant to Section 21.45.160. This section gives the Planning
Commission the authority to approve what they determine to be minor amendments
without the necessity of a public hearing. The approval of a Planning Commission
resolution becomes part of the original City Council approval.
The architectural styles proposed are very similar to the current approvals and staff fully
supports the applicant's request as a minor amendment.

The reduction in gross square footage is as a result in the elimination of the
third garage space for Plan 2 and the reduction of the second story living floor
area for Plans 2, 3, and 4.
The reduction of second story floor area in tum diminishes the bulk and visual impact of
those second stories. Because the sideyard setbacks remain the same, the massing along
the streetscape is lessened.
Architectural changes are noticeable in the use of some materials and window treatments.
The greatest change can be seen on the Plan 2. The garage is reduced to a double and the
second story floor area is reduced and shifted to one side.
The footprint of Plan 1 is increased in length by four feet. The Plan 2 dwelling portion of
the house is increased by three feet in length and six and one half feet in width. Because
the Plan 2 width increase takes place behind the garage the visual impact from the street
in either case is not adversely impacted. The increase in length is the primary factor in the
footprint area increase for these two models. These figures can be seen in Table 2:

There are no proposed changes to the front or sideyard setbacks (20 foot frontyard and
10% of the lot width sideyard), lot configurations or number of lots in the subdivision.
Minimum usable yard areas have also been maintained. Gross square footage has been •
reduced for three of the four floorplans and general massing of the buildings has been
decreased because of the smaller second story floor areas. Cosmetic changes have been
made to all of the exteriors in keeping with the floorplan changes.

A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF CARLSBAD, CALIFORNIA, APPROVING A MINOR
AMENDMENT TO FLOORPLANS, COLORS, MATERIALS AND
EXTERIOR ARCHITECTURE FOR THE FAIRWAYS CT 90-
23/PUD 90-23 ON PROPERTY GENERALLY LOCATED
SOUTH OF CORTE DE LA VISTA AND EAST OF ALICANTE.

WHEREAS, a verified application for certain property to wit:
Parcel 2 of Parcel Map No. 11722 in the City of Carlsbad,
County of San Diego, according to map thereof filed in the
office of the County Recorder of San Diego County on
October 10, 1981 as file no. 81-322184 of official records,
has been filed with the City of Carlsbad and referred to the Planning Commission; and
WHEREAS, said verified application constitutes a request as provided by
Title 21 of the Carlsbad Municipal Code; and
WHEREAS, the Planning Director did consider said request; and
WHEREAS, the Planning Commission did on the 1st day of July, 1992,
consider said request; and
WHEREAS, said Commission considered all factors relating to the Discussion
Item; and

as shown on Exhibits "A" -"P", dated July 1, 1992, meets the intent of and
is in hannony with CT 90-23 and PUD 90-23.
That the amendment shall not change the density or the boundaries of the subject
property.
That the amendment does not involve an addition of a new use or group of uses
or rearrangement of uses not shown on the original permit.
That the proposed amendments comply with all applicable development standards,
Section 21.45.090 of the Carlsbad Municipal Code.
That the amendment reduces the gross square footage from the original approval.
