I. RECOMMENDATION That the Planning Commission ADOPT Planning Commission Resolution No. 3768 APPROVING DI 95-01, adopting amended Planning Commission Procedures. D. DISCUSSION On May 3, 1995 the Planning Commission considered the first set of comprehensive changes to the Planning Commission Procedures since 1989. The Planning Commission discussed and agreed to seven additional minor modifications and then continued the item to May 17, 1995, in order to further discuss three issues or topics: 1. Commissioner Erwin wanted staff to consider the merits of retaining audio tape recordings of the proceedings. The City Attorney staff has reviewed the issue and recommends that the language contained in the attached resolution NOT be modified (i.e., staff recommends that audio tape recordings be retained in special circumstances). 2. Commissioner Erwin recommended that the Planning Commission consider adding a new section that would provide for the selection of the chairperson on a rotational basis. Commissioner Erwin has provided a sample of the section for the Commission to consider. 3. Chairperson Welshons was concerned that Section No. 30, "Public Hearings - Continuation" did not reflect the fact that some items out of necessity must be continued to a date uncertain. Staff has addressed this concern in the attached resolution. In strikeout/redline format the section allows for such continuations. Please note that the attached resolution contains the procedures as approved at the May 3, 1995 meeting plus item No. 3 . above. The strikeout/redline format has been deleted with the exception as noted. ATIACHMENTS 1. Planning Commission Resolution 3768 2. Proposed wording for rotation of the Chairperson. Method of Selecting Planning Commission Chair It is the intention of the Planning Commission to provide an opportunity for each duly appointed Commissioner to serve as Chairperson of the Planning Commission. The Chair has no policy-making or administrative powers beyond that of the Plann- ing Commission as a whole. Opportunity 1. Whenever possible, each Planning Commissioner should have the opportunity to serve as Chairperson within his/her first appointed term. 2. A Planning Commissioner may decline to serve as Chair. Eligibility 1. A Planning Commissioner should not serve as Chair more than once within the same appointed period. 2. A newly appointed Planning Commissioner should serve a minimum of two years on the Planning Commission before being eligible to serve as Chair. 3. When a Planning Commissioner is re-appointed to a new term, and the Planning Commissioner has served as Chair during the preceding term, a minimum of two years should elapse before the Planning Commissioner is eligible to serve as Chair a second time. Selection 1. The Planning Commission should select an eligible member to serve as Chair for a one-year term. 2. When two or more Planning Commissioners are eligible to serve, priority should be given to: a. The Planning Commissioner(s) who has not served as Chair during their current or prior terms. b. If all Planning Commissioners have served as Chair, then priority should be given to the Planning Commiss- ioner who has previously served the fewest number of times as Chair. c. If there are two or more Planning Commissioners who are equal priority candidates for Chair, based upon the selection criteria above, then the Planning Commission should determine by vote who has priority. Selection of Vice-Chairperson The Commissioner selected as Vice-Chair should be the Comm- issioner who would be the "priority candidate for Chair- person" in the following year. Planning Commission Authority The process and selection of Planning Commission Chair and Vice-Chair may amended by a majority of the Planning Commission.
