Dear Ms. Sandie: In accordance with your request, GeoSoils, Inc. (GSI) has performed a review of site conditions in the vicinity of Unit #11 and prepared this summary report. Based on our review of the referenced report, it is our understanding that the foundation system supporting a portion of the existing structure may be in distress, with the referenced report noting that some floor areas have "settled" and are "significantly sloped." It is also our understanding the existing building structure, including Unit# 11 , was constructed in 1975 (about 47 years old). The purpose of this review was to observe and evaluate site conditions in order to provide a discussion and opinion regarding the possible causative phenomena resulting in the observed distress, and a discussion of potential mitigative recommendations. The scope of services has included a review of available literature, including the referenced document, a site visit performed on January 11 , 2022 by an engineering geologist from our office, geotechnical analysis, and preparation of this summary report. This evaluation is limited to visual observations only, without the benefit of subsurface exploration, soil sampling, or laboratory testing. Our review indicates that the site is underlain by older alluvium. Older alluvium is typically not subject to significant settlement. The subject area evaluated consists of a two-story, end unit condominium (Unit #11) located at 2630 Pirineos Way, in the La Costa community of the City of Carlsbad. Foundation support for the unit appears to consist of a concrete masonry unit (CMU) retaining wall along the north side of the unit with foundation support south of the CMU wall provided by steel I-beams bearing on both the CMU wall and concrete cast-in-place caissons embedded into the underlying soil. The western portion of the structure (i.e., first floor living room and upper floor bedroom) appears to be supported on flooring joists that are cantilevered westward from the westernmost supporting steel I-beam/caisson foundation system. Observations of the unit exterior did not indicate any significant signs of distress, such as cracking or other separations indicative of soil related distress. Distress to the foundation system, such as significant wall cracking/deformation of the CMU wall, out of plumb caissons, soil deformation, etc. was not noted. A wrought iron guard rail, attached to a portion of the unit and the adjacent concrete landing (north of the CMU wall) is located at the top of the entry stairway. The lower connection of the guard rail to the unit has detached from the unit, with a separation of about 1-2 inches. Within the unit's interior, the living room floor (lower level) demonstrated a noticeable slope westward, with a similar slope of lessor magnitude noted within the upper floor bedroom above the lower living room. Slight deformation of door and window sills, or "racking," was also observed within the lower living room and upper bedroom. The remainder of the unit, in consideration of the overall age of the structure, appears to be performing adequately. Based on our observations, review, and analysis, the lack of observed distress within the lower living room and superjacent bedroom does not appear to be a soil-related issue, or an issue related to deformation/settlement of the existing foundation system. As previously noted, the lower living room and upper bedroom are both part of the unit that is cantilevered westward beyond the steel I-beam and caisson foundation system. Observations within the lower living room indicate that the westward slope of the floor appears to begin where the flooring cantilever begins (i.e., past the I-beam) and likely the result of warping of the floor joists cantilevered away from the I-beam. There were no additional failures noted that were indicative of fill settlement. This warping is likely a function of the overall age of the unit/building and should be reviewed by a qualified structural engineer, or perhaps construction. The observed level of deformation ijoist warping) within the cantilevered portion of the unit appears to have gradually developed over the lifetime of the structure. Additional warping with age cannot be precluded and should be reviewed by a qualified structural consultant. The unit appears usable, from a geotechnical viewpoint. If desired, repair of racking of windows/doors may be performed by a qualified contractor. Monitoring of the warping and unit performance should be considered in order to assess any potential additional deformation in the future. Mitigation of this condition ijoist warping), if necessary, would generally consist of underpinning the cantilevered portion of the unit with additional caissons embedded into the underlying suitable bearing soil.
