Executive Summary Kyle Lancaster, Parks & Recreation Director and Todd Reese, Parks Services Manager will report on recently completed and upcoming parks and recreation activities, and other topics of local interest. Exhibits 1. Department report PARKS & RECREATION COMMISSION Staff Report Exhibit 1 PARKS & RECREATION DEPARTMENT REPORT Sept. 16, 2024 GENERAL & RECREATION Kudos for Leo Carrillo Ranch Historic Park Tours Araceli Covarrubias, with the National City Police Department Traffic Division, recently visited and toured Leo Carrillo Ranch Historic Park with her family. After the exceptional visit, she shared high praise for staff, Senior Recreation Leader Eileen McNary, and docents Rick Evans and Anne Saxe. She wrote, “We just wanted to let you know that we had a FABULOUS time at Leo Carrillo Ranch last Friday. You, Rick and Anne are the greatest [staff and] volunteers ever! We were given the royal treatment by you and are forever appreciative.” About Eileen, she continued, “You are the hostess with the mostest!” Free guided tours are offered by Eileen, docents, and other Carrillo Ranch staff on Saturdays and Sundays at 10 a.m. & 1 p.m. The visitor center, select historic building interiors, and exhibits are open intermittently for self- guided touring as well. Alga Norte Community Park Aloha Plunge Wrap Up On Saturday, July 20, 2024, Alga Norte was the place to be for the Aloha Plunge. Over 600 people joined in on the fun with Hawaiian and beach-themed pool games alongside exciting inflatable pool obstacles. On land, the festivities continued with a tropical bounce house, mini golf, hula hoops, and the splash pad, ensuring non-stop fun for everyone. As the sun set, the evening came to life with a 45-minute Polynesian dance show, offering everyone the opportunity to learn the hula and share memorable moments with family and friends. Kudos for Senior Aquatics Instructor/Lifeguard Eric Lobdell On Aug. 5, 2024, a heart attack victim was reunited with the good Samaritans who saved his life (KGTV story): For the first time since suffering a near-fatal heart attack, a Carlsbad man was reunited with the good Samaritans who helped save his life. Near Carlsbad State Beach on Monday morning, there were hugs and more hugs, after an outcome that defied the odds. ABC 10News spoke with Shanin Jones, who was searching for the good Samaritans who sprang into action in early July when her husband, Casey, suffered a massive heart attack while sitting on the beach. Several strangers joined a lifeguard to keep Casey alive. Casey, without a pulse for 45 minutes, stunned doctors with his recovery. They said his condition usually comes with a 95% mortality rate. Weeks later, Casey was out of the hospital and meeting the strangers who helped him. After the story aired, a viewer contacted 10News and helped set up the reunion. On a stairwell by the beach, the couple met and hugged Eric Lobdell, the off-duty pool lifeguard who performed mouth-to-mouth resuscitation for minutes before paramedics arrived. “The training just kicked in. It was my first CPR in 7 years as a lifeguard,” said Eric Lobdell. “He breathed life into me,” said Casey Jones, 63. The couple also met Daniel Bowman, an off-duty Cal Fire firefighter, who rotated with a lifeguard to do chest compressions, keeping Casey's heart pumping. “Just makes me happy, knowing I made a difference. Definitely going to be a highlight of my life,” said Bowman. “They changed the outcome of my life and our life together …. Just blown away by what they did. They saved us, and just can't thank them enough,” said ( City of Carlsbad Parks & Recreation Shanin Jones. Weeks after the day Casey's heart stopped, hearts are filled with gratitude. “I’m standing in front of the men who saved my life, and I'm overwhelmed. I’m a lucky man, and I will have love for them always,” said Casey. Pine Avenue Community Center Kidz Camp Kudos Kidz Camp staff, and Recreation Supervisor Eric Sapp, recently received kudos and high praise from Kidz Camp parent, Lisa Larson: “I have to say, as well, I am SO HAPPY with the camps. Last year I didn't get online early enough and we were not able to sign up for these camps. You guys have been doing such a great job and having the field trips was an amazing surprise. I didn't realize the camps included field trips. We were on vacation last week and at the end, my little one (Adalyn) asked when she could go back to camp because she really missed it. So, THANK YOU so much for making the camps amazing and giving them a great summer . . . Isabel also likes doing the Aquatic Camp, but...such a great camp and the girls love it. So keep it up...you are really doing a great job! So much so that I almost don't want to recommend it to our friends who typically just put their kids in the school's "summer camp"...which I don't think makes the summer as much fun...because I don't want even more people going on the site for sign-up day and us not getting in next year! :) LOL About Kidz Camp: Full-day Kidz Camps, for children ages 5 -10, encourage forming new friendships, help kids stay active and provide opportunities to gain new experiences under the care and supervision of Parks & Recreation Department staff. Each camp includes arts and crafts, sports, team building activities and more. Kidz Camps concluded for the summer season on Aug. 16, 2024. Snores & Smores Campout Wrap Up On Aug. 10 and 11, 2024, Aviara Community Park was transformed into a Troll-tastic wonderland for the Snores & S'mores overnight campout! With over 400 campers in attendance, the park was bursting with color and excitement. Kids danced their hearts out at Lady Glitter Sparkles Disco Carnival, freed their favorite Trolls in the Shake the Trolls Free game, and celebrated with High Five the Cloud! Families captured all the fun with Poppy's Scrapbooking craft and the 360° photo booth had everyone striking their best glittery pose. After a delicious catered dinner of hamburgers, hot dogs, mac ‘n’ cheese and all the fixings, the night was capped off with a movie under the stars, popcorn and of course plenty of s'mores! Tents popped up across the baseball field, and after a restful night, campers kicked off the morning with a tasty breakfast and a quick trail hike— a perfect ending to a magical weekend! The event was brought to life by the efforts of over 60 dedicated community volunteers and was a huge success. Poinsettia Community Park Tennis Courts On five select days between August and October, eight of the ten tennis courts at Poinsettia Community Park will be reserved for Carlsbad High School tennis matches (six courts) and city lessons (two courts) scheduled. Starting on Sept. 10, 2024, the courts will be used during the following dates from 3 p.m. to 6:30 p.m. (CHS game/match times take place from 3:30 p.m. to 6:15 p.m.). • Tuesday, Sept. 10 • Tuesday, Sept. 24 • Tuesday, Oct.1 • Thursday, Oct. 3 • Tuesday, Oct. 15 During these scheduled dates and times, two courts will be available for public use. Additional tennis courts are available for public use at Stagecoach Community Park and Calavera Hills Community Park, Laguna Riviera Park and Carlsbad High School. Leo Carrillo Ranch Film Festival On Sept. 16, 2024, the annual Leo Carrillo Ranch Film Festival concluded on a hot summer evening with a sold-out crowd. Attendees enjoyed magical nights under the stars, watching classic films against the backdrop of Leo Carrillo’s historic adobe ranch house. This year’s lineup included screenings of the classic 1950’s The Cisco Kid TV show, films featuring Leo Carrillo himself, and Roman Holiday, a movie we think Leo would have loved. Guests arrived early to pick their favorite spots, eat gourmet snacks from the concession stand, tour the historic ranch and visit with friends. Upcoming Event: Superhero Obstacle Race Alga Norte Community Park Sunday, Oct. 6, 2024 8 a.m. – 10 a.m. $25 per person; ages four years and older Dress up like your favorite superhero at Carlsbad's Superhero Obstacle Race at Alga Norte Community Park. Parents and children run together through a superhero themed 2K obstacle course. Upcoming Event: Pumpkin Plunge Aviara Norte Aquatic Center Saturday, Oct. 19, 2024 5 p.m. – 8 p.m. $10 per person; children ages three and under are free Bring a swimsuit and join the Halloween fun at Alga Norte Aquatic Center that transforms into spooky fun with pool activities and games with prizes, and floating obstacles. The Splash Pad will also be open for the little ones. Dry activities include a bounce house, lawn games and the Floating Pumpkin Patch where every child will get to lasso and keep a pumpkin. Food and beverages are available for purchase at the event. Upcoming Event: Dia de los Muertos Open House Leo Carrillo Ranch Historic Park Hacienda Saturday, Nov. 2 and Sunday, Nov. 3, 2024 10 a.m. – 2 p.m. Free admission Leo Carrillo Ranch Historic Park will celebrate the Dia de los Muertos with traditional ornaments from this joyful holiday. There will be an ofrenda to honor the Carrillo Family, colorful decorations and explanations of the elements from this special celebration. Join us at the Hacienda for an open house from 10 a.m. to 2 p.m. on Saturday, Nov. 2 and Sunday, Nov. 3. On Saturday, staff will provide craft projects for children. PARKS Stagecoach Park Community Garden Project The approval of the project’s plans, specifications and contract documents, and the authorization to advertise the project for bids, occurred at the City Council Meeting on April 23, 2024. The public bidding phase of the project closed on June 18, 2024. Staff subsequently evaluated the bids for responsiveness and responsibility, then returned to the City Council on July 23, 2024, with a recommendation to award the construction contract. The City Council awarded the construction contract to Ace Capital Engineering in an amount not-to-exceed $464,353. The Construction Management & Inspection staff has worked with the Parks & Recreation staff to issue the contactor a notice to proceed with the construction process. A pre-construction meeting took place on Aug. 29, 2024. The project’s improvements are anticipated to be substantially completed by the end of 2024. Alga Norte Aquatic Center Restroom Renovation and Pool Replastering Projects Facilities staff is coordinating with Parks & Recreation Staff on two pending projects that will require a few months closure of the aquatic center: (a) renovation of the restrooms and locker rooms, as an outcome of a legal settlement with the park’s general contractor, and (b) replastering of each pool and spa due to wear over the last decade. The projects are being independently designed and bid, but the goal is to conduct the construction concurrently to minimize the period of the center’s closure and therefore the impact to the public/programs. On July 23, 2024, the City Council provided approval of the project’s plans, specifications and contract documents, and authorization to advertise the project for bids. Staff anticipate returning to the City Council on Oct. 8, 2024, with a recommendation to award the construction contracts. Presuming the award of those contacts, the closure period is tentatively slated for November 12, 2024 through mid-late February 2025. All aquatic patrons and user groups have been notified of the pending closure of the aquatic center. Staff will work to accommodate as many patrons and user groups as feasible at the Monroe Street Pool during the Alga Norte Aquatic Center closure period. Staff is also researching the availability of other pools within adjacent cities during the closure period. Monroe Street Pool Renovation/Replacement Project The project’s design firm, LPA, prepared the 100% construction plans and specifications. Staff reviewed the documents and provided final comments to LPA in early Summer 2024. On Sept. 10, 2024, the City Council provided approval of the project’s plans, specifications and contract documents, and authorization to advertise the project for bids. Staff anticipate returning to the City Council in early 2025 with a recommendation to award the construction contract. Presuming the award of the contact, the closure period is tentatively slated for Spring 2025 through Summer 2026. All aquatic patrons and user groups have been notified of the pending closure of the pool facility. Staff will work to accommodate as many patrons and user groups as feasible at the Alga Norte Aquatic Center during the Monroe Street Pool closure period. Staff is also researching the availability of other pools within adjacent cities during the closure period. Veterans Memorial Park Project Modifications to the park’s hydrology and grading plans were determined to be required to comply with the latest standards. A local hydrology subconsultant was brought onto the design team to address those modifications. Those modifications have been completed. The balance of the park’s initial plan-check comments continues to be addressed by design team so the 100% construction plans can be submitted to the Community Development Department for the next round of plan-checking. On July 30, 2024, the City Council adopted a resolution authorizing execution of a professional services agreement with Romtec, Inc. to provide design services and pre-engineered building material kits for three buildings (restrooms, storage, concession and vending space) for the Veterans Memorial Park Project, in an amount not-to-exceed $1,630,995. Outdoor Pickleball Courts Project The City Council approved a Capital Improvement Program Project Charter for eight new outdoor pickleball courts. Once designed, four courts are to be constructed at Calavera Hills Community Park and four courts are to be constructed at Stagecoach Community Park. The courts are anticipated to be completed in Spring 2026. The addition of these new outdoor pickleball courts is responsive to the public’s current demand for this amenity and will substantially broaden the service area coverage. Two design consultant firms under city’s master agreement submitted proposals for providing design services for this project. Staff concluded its evaluations of the proposals and worked with Public Works Contract Administration staff to issue a task order to MIG, Inc. Staff and the MIG team have met several times over the past few months to develop and review final preliminary design concepts for both sites. Staff has provided oral and written comments to the MIG team and expect to receive final design concepts by the end of September 2024. These final concepts will be presented to the Parks & Recreation Commission at one of its Fall 2024 meetings. Upcoming Trails Volunteers Events The next trails volunteer event will be held on National Public Lands Day, September 28, 2024, from 8:30a.m. to 11:30 a.m. at the Lake Calavera Preserve. The staging area for the event will be at the trailhead on Skyhaven Lane. The precise trail segments to be refurbished and enhanced will be selected during the next two weeks.
