PLEDGE OF ALLEGIANCE: Council Member Burkholder led the Pledge of Allegiance.
ANNOUNCEMENT OF CONCURRENT MEETINGS: None.
APPROVAL OF MINUTES: None.
PRESENTATIONS:
Presentation of the 2024 State of the City Video
The Council Members said a few words regarding the 2024 State of the City Video.
PUBLIC REPORT OF ANY ACTION TAKEN IN CLOSED SESSION: No reportable action.
PUBLIC COMMENT:
Roseanne Bentley expressed concerns regarding the increased cost of Republic Services, the
service they provide and inquired as to which Council Member forwarded her correspondence to
Republic Services.
Julianne Adamik expressed concerns regarding a neighbor with an excessive number of chickens
at her home and lack of response from the City and Human Society regarding her concerns.
Mary Reaston spoke regarding small business commercial use at Carlsbad Lagoon.
CONSENT CALENDAR:
Motion by Mayor Pro Tern Bhat-Patel, seconded by Council Member Acosta, to approve Consent
Calendar Item Nos. 1 through 2. Motion carried unanimously, 5/0.
1. FISCAL YEAR 2023 URBAN AREA SECURITY INITIATIVE PROGRAM -Adoption of Resolution No.
2024-206 accepting $83,545 in grant funds for the Fi sca l Year 2023 Urban Area Security
Initiative Program, authorizing the City Manager to execute the required memorandum of
understanding and standard assurances and authorizing the City Manager or designee to
appropriate funds to the Public Safety Grants Special Revenue Fund for program expenses.

2. MASTER SERVICE AGREEMENT WITH NAVISITE LLC FOR HOSTING SERVICES AND
PROFESSIONAL SERVICES FOR THE LAWSON HUMAN CAPITAL MANAGEMENT SYSTEM
SOFTWARE AND MANAGEMENT -Adoption of Resolution No. 2024-207 ratifying and
authorizing the City Manager to execute a master services agreement with Navisite LLC for
August 27, 2024 Carlsbad City Council Regular Meeting Page 2
hosting and professional services for the Lawson Human Capital System software in an
amount not to exceed $365,988 for a one-year term ending June 30, 2025, authorizing the
City Manager to execute the optional three one-year extensions if required, and approving
the carryforward of $365,988 from the fiscal year 2023-24 Information Technology Operating
Fund budget into the fiscal year 2024-25 budget. (Staff contact: Doug Kappel and Maria

DEPARTMENTAL AND CITY MANAGER REPORTS:
3. OVERVIEW OF LEGAL RULING CITY OF GRANTS PASS, OREGON V. JOHNSON AND CITY'S
EFFORTS TO ADDRESS HOMELESSNESS -1) Receive a prese ntation about a recent United
States Supreme Court decision in City of Grants Pass, Oregon v. Johnson and the city's efforts
to address homelessness in Carlsbad; and
2) Provide direction on changes, if any, the City Council would like staff to explore rel ated to
the city's approach to addressing homelessness in Carlsbad. (Staff contact: Man dy Mills,
Community Services Department, Allegra Frost, City Attorney Department and Christie
Calderwood, Police Department)
City Manager's Recommendation: Receive the presentation and provide direction to staff.
Housing and Homeless Services Director Mandy Mills, Senior Assistant City Attorney Allegra
Frost and Police Chief Christie Calderwood presented the report and reviewed a PowerPoint
presentation (on file in the Office of the City Clerk).
The City Council received the presentation.
Community Resource Center Chief Program Officer Rebecca Nussbaum spoke in support of the
city's homelessness approach.
Teri Jacobs expressed concerns regarding the lack of an encampment ban in the city.
Counci l Member Burkholder requested staff to explore a Memorandum of Understanding
with North County Transit District (NCTD) due to the conditions at the train st ation.
Mayor Blackburn called for a recess at 6:26 p.m.
Mayor Blackburn reconvened the meeting at 6:40 p.m.

Council Member Burkholder stated the following for the record:
"I've said it before, and I will say it again, I think it's a completely horrible idea to put women
and children in a shelter that is made up for men; 25 shelter-less men and 25 farmworkers.
As we see what's happened with Windsor Pointe and the SMI people there, the No Place like
Home individuals co-living with veterans, we can see that it is not working. So, I don't know
in what person's mind thinks it would work to bring women and children into a shelter like
that. Having said that, I do agree that we need that resource here in North County and
hopefully, as my colleague said ... One Safe Place will expand to provide that. But given the
importance of this subject matter and the need to hear from the community, I'm fully
supportive of this going to the Housing Commission and seeking their input, but I want to
make it very clear that I'm not supportive of any solutions that would result in District 1
continuing to bear the majority of the burden for this problem."
4. MEMORANDUM OF AGREEMENT WITH THE CITY OF OCEANSIDE FOR A STATE ENCAMPMENT
RESOLUTION FUNDING PROGRAM GRANT AND RELATED PROFESSIONAL SERVICES
AGREEMENTS -1) Adoption of Resolution No. 2024-208 authorizing the City Manager to
execute a memorandum of agreement with the City of Oceanside and authorizing the City
Manager or designee to appropriate $5,336,579 to the State Grant Special Revenue Fund's
fiscal year 2024-25 operating budget to implement grant funding to be received through the
California Encampment Resolution Funding Program; and
2) Adoption of Resolution No. 2024-209 authorizing the City Manager to execute professional
services agreements with Community Resource Center, Whole Person Care Clinic and
Catholic Charities Diocese of San Diego to provide services identified in the approved
Encampment Resolution Grant to assist individuals and households experiencing
homelessness and authorizing a professional services procurement exemption. (Staff contact:

City Manager's Recommendation: Adopt the resolutions.
Housing and Homeless Services Director Mandy Mills and Homeless Services Manager Chris
Shilling presented the report and reviewed a PowerPoint presentation (on file in the Office of
the City Clerk).
Motion by Mayor Pro Tern Bhat-Patel, seconded by Council Member Acosta, to adopt
Resolution Nos. 2024-208 and 2024-209. Motion carried unanimously, 5/0.
COUNCIL REPORTS AND COMMENTS: Mayor Blackburn and the City Council Members reported
on activities and meetings of some committees and subcommittees of which they are members.
ANNOUNCEMENTS: This section of the Agenda is designated for announcements to advise the
community regarding events that Members of the City Council have been invited to, and may
participate in.
