Absent: Vice Chair Colby and Commissioner Woolsey. PLEDGE OF ALLEGIANCE: Commissioner Norall led the Pledge of Allegiance. APPROVAL OF MINUTES: Minutes of the Regular Meeting held on June 4, 2024 Motion by Commissioner Burrows, second by Commissioner Norall to approve the Minutes of the Regular Meeting held on June 4, 2024, as presented. Motion carried, 4/0/1/2 (Ferguson – Abstain; Colby, Woolsey – Absent). PRESENTATIONS: None. CONSENT CALENDAR: None. PUBLIC COMMENT: None. PUBLIC HEARINGS: None. DEPARTMENTAL REPORTS: 1. ELECTION OF BEACH PRESERVATION COMMISSION OFFICERS - Receive and accept nominations and elect commission officers of chairperson and vice chairperson, for the balance of 2024 and all of 2025. (Staff Contact: Nick Stupin, Parks & Recreation Department) Recommended Action: Receive the informational report. ACTION: Commission approved to continue agenda item to the next regular scheduled meeting – 5/0/0/2 (Colby, Woolsey – Absent). 2. TRI-ANNUAL REPORT OUT ON THE COMMISSION’S 2024 WORK PLAN - Review the Commission’s 2024 Work Plan and report out on the progress made towards completing its goals and tasks. (Staff Contact: Nick Stupin, Parks & Recreation Department) Recommendation: Review the Beach Preservation Commission’s 2024 Work Plan and report out on completing its goals and tasks Commission received the presentation. BEACH PRESERVATION COMMISSION Minutes August 6, 2024 Beach Preservation Commission Regular Meeting Page 2 of 2 Commissioner Ferguson requested clarification on the timeline of the Agua Hedionda dredging project. . Commissioner Burrows inquired about the likelihood of changes to the various dredging project schedules. Commissioner Ferguson asked about opportunities to make adjustments to the work plan. 3.CLEAN-UP EVENT ON THE CITY-CONTROLLED NORTH BEACH - Select a date and time for a second 2024 beach clean-up event on the city-controlled north beach, in keeping with the annual work plan of the Beach Preservation Commission. (Staff Contact: Nick Stupin, Parks & Recreation Department) Recommended Action: Select a date and time for a second 2024 beach clean-up event on the city-controlled north beach. Commission discussion ensued regarding clean-up event date and time. ACTION: Commission selected Nov. 9, 8:30 a.m. to 10:30 a.m. for a Clean-Up Event on the City Controlled North Beach – 5/0/0/2 (Colby, Woolsey – Absent). COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: This portion of the agenda is for the Commission to make brief announcements, brief reports of their activities and requests for future agenda items. Commissioner Burrows asked city staff if it’s possible to change dates/time of Commission meetings. Item will be agendized on an upcoming meeting. Commissioner Ferguson inquired about the possibility of looking into exploring ways for sand replenishment at Ponto Beach. Item will be agendized on an upcoming meeting to allow Commissioner discussion. DIRECTOR’S COMMENTS: ANNOUNCEMENTS: Parks & Recreation Director Kyle Lancaster introduced new Commissioner Ferguson.
