A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, ACCEPTING THE HOPE ELEMENTARY SCHOOL SAFE ROUTES TO
SCHOOL PLAN
WHEREAS, the City Council of the City of Carlsbad, California has determined that improving
traffic safety near Hope Elementary School is necessary and desirable to encourage students and
residents to bike and walk to and from school and throughout the surrounding residential
neighborhood; and
WHEREAS, the proposed project improvements will include various traffic calming measures
and pedestrian crossing enhancements to meet the project goals to slow down traffic and enhance
walkability and bikeability; and
WHEREAS, as a long-term solution to address the existing gap in the Class-II bike lanes on
Tamarack Avenue, a Class-I shared use path would be constructed on the east side of Tamarack Avenue
from Chatham Road to the Hope Elementary School frontage to provide a separated facility for people
walking and on bikes to access the school site and surrounding neighborhood, as funding is identified;
and
WHEREAS, the proposed Class-I shared use path will be further evaluated during the
engineering design process for any potential environmental impacts, and an environmental assessment
will be conducted to ensure compliance with all applicable environmental requirements; and
WHEREAS, this action to accept the Hope Elementary School Safe Routes to School Plan does
not constitute a project within the meaning of the California Environmental Quality Act under Public
Resources Code section 21065 in that it has no potential to cause either a direct physical change in the
environment or a reasonably foreseeable indirect physical change in the environment. The direction
provided by the City Council does not have a legally binding effect on future discretionary actions to
approve the project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. That the City Council accepts the Hope Elementary Safe Routes to School Plan.
