CALL TO ORDER: 5:30 p.m.

ROLL CALL: Chung, Ferone, Carrillo, George, Miringoff, Breyer (Nassiri -Absent)
PLEDGE OF ALLEGIANCE: Chair Chung led the Pledge of Allegiance.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held June 6, 2024
Motion by Commissioner Miringoff, seconded by Commissioner Breyer, to approve the minutes
as presented. Motion carried, 5/0/1/1, (Chung -Abstain, Nassiri -Absent).
PRESENTATIONS:
Carlsbad Village Association
Director Smithson introduced Christine Davis with the Carlsbad Village Association who
presented on the temporary public art presentation "Spring Kaleidoscope" which took place
earlier this year in the Ca_rlsbad Village.
PUBLIC COMMENT: None.
DEPARTMENTAL REPORTS:
1. ELECT CHAIR AND VICE CHAIR -Accept nominations/volunteers and elect a Chair and Vice
Chair for the Arts Commission for fiscal year 2024-25. (Staff contact: Suzanne Smithson,
Library & Cultural Arts Department)
Recommended Action: Accept nominations/volunteers and elect a Chair and Vice Chair.
Motion by Commissioner Ferone, seconded by Commissioner Miringoff to erect
Commissioner Chung as Chair and Commissioner George as Vice Chair for fiscal year 2024-
25.
Motion carried, 6/0/1, (Nassiri -Absent).
2. ARTS COMMISSION COMMITTEE ASSIGNMENTS -Review and vote to approve Arts
Commission committee assignments for fiscal year 2024-25 or the length of the project.
(Staff contact: Suzanne Smithson, Library & Cultural Arts Department)
Recommended Action: Review and vote to approve Arts Commission committee
assignments.

Motion by Commissioner George seconded by Commissioner Breyer to approve the Arts
Commission Committee Assignments for fiscal year 2024-25, adding Commissioner Breyer to
the Business Outreach Subcommittee.
Motion carried, 6/0/1 (Nassiri -Absent).
3. CULTURAL ARTS DEPARTMENT UPDATE -Receive a report on various Cultural Arts
Department activities and projects. (Staff contact: Fiona Everett, Library & Cultural Arts
Department)
Recommendation: Receive the report.
Commissioners received the report and reviewed a PowerPoint presentation (on file in the
Office of the City Clerk).
Commissioner George inquired what items were being upgraded in the Ruby G. Schulman
Auditorium. Senior Management Analyst Fiona Everett and Director Smithson answered the
audio, visual, and lighting systems and equipment are being updated and the stage, seating,
carpeting and curtains were updated during the 2016 renovation and will not be replaced.
Commissioner George inquired how the performers are selected for the Carlsbad Village
Street Fair. Senior Management Analyst Fiona Everett answered the Cultural Arts Department
is not involved in selecting artists for the fair, only lending the use of the mobile stage.
Commissioner Breyer suggested adding more details about the art pieces on display at the
current exhibit in the William D. Cannon Art Gallery.
COMMISSIONER COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: This
portion of the agenda is for the Arts Commissioners to make brief announcements, brief reports
of their activities and requests for future agenda item
The Arts Commissioners reported on activities and events they attended.
STAFF LIAISON COMMENTS: Director Smithson commented on the following:
• Community Arts Grants
• Gallery Reception on Aug. 17
• Matinee films will be shown in the Georgina Cole Library Community Room while the
Schulman Auditorium is closed for upgrades
• Annual Boards & Commissions appreciation event on Nov. 7

ANOUNCEMENTS: This section of the Agenda is designated for announcements to advise the
community regarding events that Members of the Arts Commission have been invited to, and
may participate in.
