HomeMy WebLinkAboutPRE 2024-0052; 1832 MEADOWLARK RANCH RD; Admin Decision LetterOctober 22, 2024 Allen Butcher 7811 Compass Lake Dr. San Diego, CA 92119 (city of Carlsbad SUBJECT: PRE 2024-0052 (DEV2024-0097}-1832 MEADOWLARK RANCH RD APN: 222-160-29-00, 222-561-52-00 Thank you for submitting a preliminary review to install a new storm drain which would connect to an existing cleanout/inlet in Calle Hidalgo and connect to a proposed curb inlet within an existing 30-foot- wide public street and utility easement (APN 222-561-52 -00), and install a new 8-inch sewer main in an existing 30-foot-wide public street and utility easement which is associated with a request to subdivide a 1.74-acre lot into four residential lots proposed at 1832 Meadowlark Ranch Road, San Marcos, assessor's parcel number 222-160-29-00. The proposed subdivision site is located within the unincorporated area of San Marcos and is therefore within the County of San Diego jurisdiction. The project borders the City of Carlsbad to the west and south. The subdivision will take access off Meadowlark Ranch Road which is within the City of Carlsbad jurisdiction. Meadowlark Ranch Road connects to Rancho Santa Fe Road, which is within the City of San Marco's jurisdiction. The project site is within the boundaries of Vallecitos Water District for sewer and water service and is within the San Marcos Unified School District and San Marcos Fire Protection District. In response to your application, the Planning Division has prepared this comment letter. Please note that the purpose of a preliminary review is to provide you with direction and comments on the overall concept of your project. This preliminary review does not represent an in-depth analysis of your project. It is intended to give you feedback on critical issues based upon the information provided in your submittal. This review is based upon the plans, policies, and standards in effect as of the date of this review. Please be aware that at the time of a formal application submittal, new plans, policies, and standards may be in effect and additional issues of concern may be raised through a more specific and detailed review. Planning: 1. The project is located within the County of San Diego jurisdiction and is therefore subject to the County's General Plan and zoning designations. 2. The project requires the following permits: a. Right-of-Way (ROW) Permit: Prior to the issuance of a grading permit at the County of San Diego, a ROW permit issued through Land Development Engineering will be required for proposed work in the City's right-of-way. b. Improvement Plans: Prior to the issuance of a grading permit at t he County of San Diego, Improvement Plans issued through Land Development Engineering will be required for the requested improvements to Meadowlark Ranch Road. You may also access the General Plan Land Use Element and the Zoning Ordinance online at the website address shown. Please review all information carefully before submitting. Land Development Engineering: Land Development Engineering Division staff has completed a preliminary review of the above-referenced project. Prior to formal application for the project permit submittal, the following items must be adequately resolved/addressed, unless otherwise noted: 1. A Preliminary Hydrology Study including map, and calculations is required to demonstrate capacity/sizing of proposed and existing storm drain infrastructure. Show 100-year storm hydrologic calculations before and after development for each drainage basin. 2. Provide a detail of the storm drain connection to the existing storm drain structure on Calle Hidalgo. If the proposed storm drains or construction thereof encroaches on the adjacent property a drainage easement and/or owner authorization will be required prior to approval. 3. It is unclear if the existing storm drain and catch basin will be removed, annotate the disposition. 4. Clearly show and call out the existing wood fence and show the disposition. 5. Annotate the existing City of Carlsbad and County of San Diego Boundary on the south side of the 30-foot public street and utility dedication. 6. Clarify who will maintain the proposed private curb inlet shown on the City of Carlsbad land. 7. Update the existing topo to reflect the existing house and driveways for the properties on the south side of Meadowlark Ranch Road. 8. Extend the view to show the existing street connection and improvements to South Rancho Santa Fe Road . 9. Provide curb, gutter and sidewalk on the south side of Meadowlark Ranch Road. Any private encroachments within the public utility and access easement will need to be removed. 10. Label the 30-foot section of Meadowlark Ranch Road as a public street and utility easement granted to the City of Carlsbad per Map 13525. 11. Update the structural section on Meadowlark Ranch Road from Rancho Santa Fe to Calle Hidalgo per City of Carlsbad standards for the portion of road within the public street and utility easement. Annotate and delineate a swing gate, 13-foot-wide minimum opening with a knox pad lock outside of the traveled way for emergency access use for the City of Carlsbad Fire Department. 13. Provide pedestrian access opening between Meadowlark Ranch Road and Calle Hidalgo. 14. Provide an additional cross section to show the improvements on Meadowlark Ranch Road. 15. Update typical section B to include the existing fence as well as the proposed improvements redlined. 16. Address the comments on the attached redlined plan. 17. Please be advised that a more in-depth review of the proposed development will occur with the discretionary permit application when a more complete design of the project is provided.
