This memorandum provides information related to the city's current network of city-owned
electric vehicle (EV) charging stations.
Background
In 2015, the city began installing EV charging stations at city-owned facilities. The city currently
owns and operates three types of EV charging stations:
Public stations -These stations are available for use by the public. All public stations are
ChargePoint charging stations, and anybody with a Charge Point account can use them.
Fleet stations -These stations are dedicated to exclusively charging city fleet vehicles.
The fleet stations are a mix of ChargePoint and AssetWorks charging stations located at
the city's Fleet Operations Center at 2480 Impala Drive.
Staff stations -These stations are available for city vehicles and vehicles of city
employees. The staff stations are Shell/Green lots charging stations that were funded and
installed by a grant from the Electrify America (ELAM) Program in 2019. Due to certain
grant conditions, the stations are only available for city vehicles and city employees.
Discussion
There are currently 54 city-owned parking stalls dedicated to EV charging. The type and location
of these stalls is indicated in the table below:

The city is actively developing additional EV charging stations at the following locations:

The city will continue to expand its EV charging network, adding future stations at city-owned
properties. Projects currently under development include:
Fleet Operations -On January 11, 2022, the City Council adopted
Resolution No. 2022-008, authorizing an agreement with San Diego Gas & Electric (SDGE)
to participate in the "Power Your Drive for Fleets' Make-Ready Infrastructure Program."
Under the terms of the agreement, the city plans to install up to 28 Direct Current (DC)
Fast EV charging stations at the Fleet Operations Center.
The first phase of construction, which was completed last year, installed two DC Fast EV
Charging stations, the first installed in a municipality in the SDGE region. The second
phase, currently scheduled to be completed in mid-2025, will install an additional 10 fleet
stations with 10 stalls.

State Street Parking Lot -Staff will return to the City Council requesting acceptance of
California Energy Commission grant funding in the amount of $350,000 on
October 29, 2024. Permitting is anticipated to be completed in early 2025, and
construction of the six additional public EV charging stations with 10 stalls is anticipated
to be completed in late 2025.
Monroe Street Pool -Staff plan to return to the City Council in early 2025 with a request
to award a construction contract for the construction project which would include
installation of two public EV stations with three stalls. If approved, construction would
commence in spring 2025 with anticipated completion in summer 2026.
Veterans Memorial Park -Development of the plans, specifications and contract
documents is nearing completion. Staff anticipate returning to the City Council with a
request to adopt the plans, specifications, and contract documents and authorize bidding
the project for construction in the first quarter of 2025. The project anticipates installing
three public EV charging stations with six stalls. If approved, construction would
commence by the second quarter of 2025 with an anticipated completion in the fourth
quarter of 2026.
Next Steps
Staff will continue to pursue funding opportunities for EV charging stations and installing EV
charging stations for city-owned facilities as appropriate.
