Commissioner Hubinger emphasized his concern regarding the extensiveness of the plan and the
need for a practical calculation of the human and business costs of the plan.
Vice Chair Meenes opened public testimony at 5:34 p.m.
The following individuals expressed support of staff recommendations:
Michael McMahon
Linda Daniels, SD BEC & Sierra Club
Lauren Cazares from the San Diego Regional Chamber of Commerce
Diane Nygaard, from Preserve Calavera, expressed some concerns and cited specific areas that
she thinks need improvement but overall expressed support for staff recommendations.
The following individuals expressed opposition to staff recommendations:
Craig Benedetto, NA/OP, San Diego
Melanie Woods from the California Apartment Association
Chris Cate from the Building Industry Association
Paul Klukas from the CRC Owners Association
In response to Commissioner Merz's request for staff's reply regarding concerns raised in public
comment regarding mandates, incentives and uncertainty of building costs in both commercial
and private tenancies, Sr. Program Manager Katie Hentrich explained that, she has met with and
reviewed the energy measures contained in the draft CAP with groups from the today's public
comment and explained that there are a combination of existing, expanded and new measures
in this project and reviewed the status of each type.
In response to Commissioner Meenes inquiry, Sr. Program Manager Katie Hentrich explained that
the cost analysis included in the draft CAP reviews only city operations as they relate to the first
five years of implementation of this draft CAP. Ms. Hentrich stated that a benefit cost analysis
including stakeholders, private businesses and residents was not done since it is not part of the
project scope that was approved by City Council in 2021.
Commissioner Danna added that he would like staff to consider adding school busing to the CAP.
In response to Commissioner Meenes' inquiry, Sr. Program Manager, Katie Hentrich, explained
that most jurisdictions in the San Diego Region have CAP's that they generally try to update every
five years.
In response to Commissioner Stine's inquiry, Ms. Hentrich explained that there are no state
mandates for the CAP but the impetus for it are the mitigation measures established in the 2015
General Plan Update and the January 2024 certification of the Supplemental Environmental
Impact Report (EIR) for the General Plan Use and Community Design Element and the Public
Safety Element.
