HomeMy WebLinkAbout2024-08-21; Planning Commission; MinutesAugust 21, 2024 Planning Commissioner Regular Meeting Page 2 City Planner, Eric Lardy introduced Associate Planner, Kyle Van Leeuwen, who reviewed a PowerPoint presentation on the item (on file in the Office of the City Clerk). In response to Commissioner Merz's inquiries, Associate Planner Van Leeuwen explained CEQA category three requirements regarding a building's historical significance as it relates to this project and reviewed possible mitigation measures for the project: including an informational plaque program. In response to Commissioner Lafferty's inquiry, Director of Architectural History, Shannon Davis of ASM Affiliates, Inc. confirmed that these condos would be eligible to be nominated as a state and local CEQA historical resource. In response to Commissioner Stine's inquiry, City Planner Eric Lardy clarified that a partial rehabilitation would retain only the facade of the building which is the main feature that is of historical significance. In response to Commissioner Lafferty's inquiry, City Planner Eric Lardy noted that the City's Objective Design Standards are not in effect in the Coastal Zone since they currently under review by the Coastal Commission. Mr. Lardy also explained Coastal Development Permit requirements and process as they relate to this project. In response to Commissioner Lafferty's inquiry, Sr. Assistant City Attorney, Allegra Frost reiterated that the Planning Commission should first review the CEQA analysis, its impacts and the statement of overriding considerations before going through the project analysis. Ms. Frost added that if the Commission chose to select one of the project alternatives, staff would need to update the findings and documentation for new consideration at a later meeting. Applicant Representative, Wayne Brechtel, reviewed two PowerPoint slides and the applicant's architect John Barry and property owner and applicant Renee Walls spoke on behalf of the project in support of staff's recommendation. Vice Chair, Meenes opened public testimony at 6:14 p.m. Seeing no one wishing to speak, Vice Chair, Meenes closed public testimony at 6:14 p.m. Commissioner Discussion ensued. Motion made by Commissioner Stine, seconded by Commissioner Merz, to adopt Resolution Nos. 7518 recommending approval of EIR 2022-0005 and 7519 final EIR Certification, (PUD 2021-0003) Planned Development Permit -Three on Garfield. Adopted-4/1/1/1 (Kamenjarin -Absent; Lafferty -No; Danna -Recused). Vice Chair Meenes closed public hearing at 6:31 p.m.
