Recommended Action
Adopt a resolution appointing one member to the Senior Commission.
Executive Summary
The City Council is being asked to appoint one member to the Senior Commission. The Senior
Commission advises and makes recommendations to the City Council on the special needs and
concerns of senior citizens, including the creation, operation, maintenance, management and
control of senior citizen programs, activities and facilities.
The Senior Commission consists of five members appointed by the Mayor and confirmed by the
City Council. Members must be residents of Carlsbad and normally serve four-year terms,
unless appointed to fill an unexpired term.
Explanation & Analysis
Commissioner Cecilia Schouwe was appointed to the Senior Commission in February 2023 to fill
the unexpired term of Commissioner Patricia Mehan for a term ending in September 2024.
There is a scheduled vacancy on the Senior Commission. Commissioner Schouwe is eligible for
and is seeking reappointment.
The City Clerk’s Office received 11 applications from residents wishing to serve on the Senior
Commission. In keeping with City Council Policy No. 88, the Mayor has chosen the following two
applicants to advance in the process and interview with the full City Council:
•Cheryl Dillon – District 4
•Cecilia Schouwe – District 2
Exhibit 2 contains the applications of the applicants moving forward in the interview process.
The Maddy Act (California Government Code Sections 54970-54974) requires that on or before
December 31 of each year the legislative body must prepare a Local Appointments List, which
contains the appointive terms of Board and Commission members that will expire in the next
Oct. 22, 2024 Item #3 Page 1 of 9
calendar year. The name of the incumbent appointee, the date of appointment and the term
expiration date is also included on the list. Based on the prepared list, the City Clerk’s Office
accepts applications (available on the city’s website and in the City Clerk’s Office) for any
upcoming vacancies.

Members of the Senior Commission are subject to the provisions of California’s Political Reform
Act of 1974 and must file statements of economic interest each year, complete ethics training
and sexual harassment prevention training every two years.
Fiscal Analysis
This action has no financial impact.
Next Steps
Following the appointment of one member to the Senior Commission, the City Clerk’s Office
will update the commission’s roster and coordinate the oath of office and the filing of the
appointee’s statements of economic interest, ethics training certificate and workplace
harassment prevention training.
Environmental Evaluation
This action does not require environmental review because it does not constitute a project
within the meaning of the California Environmental Quality Act under California Public
Resources Code Section 21065 in that it has no potential to cause either a direct physical
change in the environment or a reasonably foreseeable indirect physical change in the
environment.

Interest
I'm interested in joining the committee because I believe in the power of community and want to
actively contribute to strengthening ours. As someone at the low end of the key age group this
committee serves, I have a personal stake in fostering a vibrant, inclusive environment for those
who are 50+ in Carlsbad. I want to foster connection by creating opportunities for seniors to
connect with one another and with the broader community. Strong social bonds are crucial for well-
being, especially as we age. I'm excited about the prospect of developing and implementing
activities that enrich the lives of our senior population. By actively involving seniors in community
initiatives, we can ensure every member feels valued and included. This sense of belonging is vital
for mental health and overall life satisfaction. I want to help create a thriving, connected community
for seniors, and I believe my perspective, energy, and commitment would be valuable assets to the
committee.

Interest
My application is to seek reappointment to the Senior Commission. I was appointed as a
Commissioner in February 2023 to fill the remaining term of a Commissioner who had to exit prior to
completing their full term. Having served as a Commissioner since February 2023, I have become
familiar with the issues and matters handled by the Senior Commission. I have enjoyed my service
and am seeking reappointment to complete a full term.

Please describe relevant experience
I have been a resident of Carlsbad since 2001, having raised my family here and my daughters
graduated from Carlsbad public schools. I appreciate the many services and recreational
opportunities our city offers its residents of all ages. I am familiar with the administration of
services provided by public agencies as my career in higher education spanned thirty years in the
administration of financial aid. I served as the Director of Financial Aid at a California community
college (Santa Ana) as well as at CSU San Marcos and Cal State Fullerton. Having managed services
within the constraints of state and federal regulations, I appreciate the required stewardship of
overseeing public resources. I believe my past experience provides a strong foundation to serve on
the Senior Commission. I believe working with senior citizens is very similar to providing services to
college students as both groups seek new skills and experiences and enjoy engaging with others in
these experiences.
Please describe your current or past community involvement
I have been providing free tax preparation services to the Carlsbad senior community through the
AARP Tax Aide services since 2018. I have been a volunteer since 2018 and have volunteered
primarily at the Carlsbad Senior Center but have also served on occasion at the San Marcos Senior
Center. I have found this volunteer service quite rewarding and enjoy the engagement with our
clients.
