Dear Mr. and Mrs. Leeper:
In accordance with your request, we have performed two
moisture content tests on the existing on-site soil
material where the proposed footings and slabs-on-grade
will be located.
It is also our unde rstanding that thi s lot is a fill
lot. Moisture tests were performed on February 3 , 1982,
and yielded moisture contents of 16 .5 % and 18 .2%. In the
opinion of this offi ce, this represents a moisture content
of at l east 1 .0% above optimum moisture content. Depths of
tests were taken 18 and 6 inches below existing grade, re-
spectfu lly.
Please be advised that the soil material will continue to
loose moisture . Therefore , this office should be consulted
24 to 48 hours prior to the placement of reinforcing steel
and/or concrete i nto either foundations or slabs-on-grade .

Th is is to report the final results of tests and observations made ir:i order to inspect the compaction
of filled ground placed on certain areas of lots 92 and 185 in La Costa N.eodows Unit No. 1.
The results of tests and observations made _ta_ inspect the compaction of filled ground placed during
the major grading of this subdivision and special recommendations for construction on expansive
soils were included in our interim report on this project dated October 12, 1971 . This report
includes the results of test Nos. 1377 to 1380, inclusive, taken in compacted filled ground
placed on lots 92 and 185. These fills were pl;ced on April 24, 1972 and June 13, 1972. This
report includes all test data and information not previously reported and completes our final
report on La Costa Nieodows Unit No. 1.
• The approxi'incite areas and depths of filled ground placed under our inspection in a~cordance with
the approved specifications ore shown on the attached Drawing No. 1, entitled "location of
Compacted Filled Ground." The grading plan used for the placement of filled ground was pre-
pared by Rick Engineering Company and last revised January 29, 1971.
The approximate locations at which test Nos. 1377 to 1380, incli.J~ive, were token· end the final ·
test results were presented on page T-44, under the "Tobie of Test Results. 11 Test Nos. T to 1376,
inclusive, were presented on pages T-1 to T-43, inclusive, of-our previous. report. The laboratory
determinations_ of the maximum dry densities and optimum moisture contents of the major fill
mal'eriols ploced during this recent grading period are pre·sented on page L-1 under the "Labora-
tory Test Results." Test Nos. 1377 to 1380, inclusive, reported herein, were taken on the dates
indicated below:

The final results of tests and observations indicate that the compacted filled ground hos been
placed at 90 percent of maximum dry density or greater. It hos been determined that the fill
materials, compacted to 90 percent of the maximum dry density, hove a safe bearing value of
1930 pounds per square foot for one foot wide continuous footings founded at a minimum depth
and placed 5 feet or more inside the top of the compacted filled ground slopes. If footings are
placed closer to -the exposed slopes than 5 feet Inside the top of compacted filled ground slopes,
these should be deepened one -foot bel_ow a 1 1/2 horizontal to l vertical line projected outward
and downward from a point 5 feet horizontally hulde the top of compacted filled ground slopes.
Tests indicate that the compacted filled ground ls ·adequate to support the proposed wood frame
dwellings without detrimental settlements.
C riti col I y expansive soils exist in the upper three feet below finished grade on Lots 92 and 185.
Therefore the special design and precautions presented for Type II A11 Ion in our previous interim
report dated October 12, 1971 are recommended for buildings constructed on these two lots.

The application must be si_gned by the owner (or his authorize&-representati.ve) of · V
the property to be served. The total charges must be paid to the District at t he
time the application is submitted.
If a service lateral is required, it will be installed by the Leucadia Count; Water
District. The service lateral 1s that part of the sewer system that extends fro~
the main collection line in therstreet (or easement) to the point in the street (2t
or near the applicant's property line) where the service lateral is connected t o
the applicant's building sewer. The applicant is responsible for the co ns truction ,
at the applicant's expense, of the,~~wer pipeline (building sewer) from the appli-
cant's -plumbing to the point in-'the str·ee·~ (or ea s~ment) where a connection i s r-·2de
to the service lateral.

T-he conne-ction of the applicant's building sev-1er to the service l ateral shall be
made_ by the applicant at his expense. The connection must be made in confori:lity
with the District's specifications, rules and regulations; and IT MUST BE 1r;SPE CTEu
AND APPROVED BY THE DISTRICT BEFORE THE SEHER SYSTEM MAY BE USED BY THE APPLI CA!F.

1IME INSPECTION IS DESIRED. ANY CONNECTION MADE TO THE SERVICE LATERAL OR COLLEC-
tION LINE WITHOUT PRIOR APPROVAL AND INSPECTION BY THE DISTRICT WILL BE CONSIDE R=D
INVALID AND WILL NOT BE ACKNOWLEDGED .
The prorated sewer service fee is based upon the date the District estimates that
service will begin and covers the balance of the f i scal year. There will be no
additional fee or refund if service actually corrmences on a different date . Fo r
succeeding fiscal years, the sewer service fee wil l be collected on the tax roll
in the same manner as property taxes. •
