( 1. Footing excavations should be cleaned of loose debris and thoroughly moistened just prior to
placing concrete.
2. Based on expansion potential of underlying soils, presoaking of soil below slabs may be
recommended. Consult the geotechnical report for presoak:ing recommendations. We note that
clayey soils may take an extended period of time and the contractor should schedule accordingly.
3. In the event of a site change subsequent to our footing observation and prior to concrete
placement (i.e., heavy rain, etc.), we should be contacted to perform additional site observations.

This plan review is limited to the technical requirements contained in the Uniform Building Code,
Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and disabled access. This plan review is
based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by the Planning Department, Engineering Department
or other departments.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1994 Uniform Building Code, the approval of the plans does not permit the violation of any

In accordance with your request, this letter presents the revised retaining wall design parameters for the
proposed retaining wall at the site (484 and 485 of La Costa Meadows Unit No. 3), located in Carlsbad,
California. The retaining wall design parameters in the referenced preliminary geotechnical report
(Leighton, 1998) assumed the retaining wall would be backfilled with soils possessing a moderate
expansion potential (i.e. an expansion potential of less than 90 per Uniform Building Code [UBC] Standard
18-1). The following design parameters assume the retaining wall will be backfilled with granular (sandy)
soils possessing a very low expansion potential (i.e. less than 20 per UBC Standard 18-1 ). These granular
soils may consist of imported sand or gravel and/or sandy onsite soils. Whichever soil is used, a laboratory
expansion potential test should be performed on a representative sample to ensure it meets the
recommended expansion potential.

Embedded structural walls should be designed for lateral earth pressures exerted on them. The magnitude of
these pressures depends on the amount of deformation that the wall can yield under load. If the wall can
yield enough to mobilize the full shear strength of the soil, it can be designed for "active" pressure. If the
wall cannot yield under the applied load, the shear strength of the soil cannot be mobilized and the earth
pressure will be higher. Such walls should be designed for "at-rest" conditions. If a structure moves toward
the soils, the resulting resistance developed by the soil is the "passive" resistance.
For design purposes, the recommended equivalent fluid pressure for walls founded above the static ground
water and backfilled with soils of very low expansion potential is provided in the previous table. The
recommended equivalent fluid pressure for walls founded above the static ground water and backfilled with
soils of moderate expansion potential is provided in Table 4 of the referenced geotechnical report (Leighton,
1998). The equivalent fluid pressure values assume free-draining conditions. If conditions other than those
assumed above are anticipated, the equivalent fluid pressure values should be provided on an individual-
case basis by the geotechnical engineer. Surcharge loading effects from the adjacent structures should be
evaluated by the geotechnical and structural engineer. All retaining wall structures should be provided with
appropriate drainage and appropriately waterproofed. The outlet pipe should be sloped to drain to a suitable
outlet. Typical wall drainage design is presented in the referenced geotechnical report (Leighton, 1998).
For sliding resistance, the friction coefficient of 0.35 may be used at the concrete and soil interface. In
combining the total lateral resistance, the passive pressure or the frictional resistance should be reduced by
50 percent. Wall footings should be designed in accordance with structural considerations. The passive
resistance value may be increased by one-third when considering loads of short duration such as wind or
seismic loads.
Wall back-cut excavations less than 5 feet in height can be made near vertical. For back cuts greater than 5
feet in height, but less than 15 feet in height, the back cut should be flattened to a gradient of not steeper
than 1: I (horizontal to vertical) slope inclination. For back cuts in excess of 15 feet in excess of 15 feet in
height, specific recommendations should be requested from the geotechnical consultant. The backfill soils
should be compacted to at least 90 percent relative compaction (based on ASTM Test Method D1557-96).
The walls should be constructed and backfilled as soon as possible after back-cut excavation. Prolonged
exposure of back-cut slopes may result in some localized slope instability.
Foundations for retaining walls in competent formational soils or properly compacted fill should be
embedded at least 18 inches below lowest adjacent grade. At this depth, an allowable bearing capacity of
2,000 psfmay be assumed.
