CDP 2019-0023 (DEV2019-0158) HERNANDEZ RESIDENCE - Request for approval of a Coastal Development Permit (CDP) to allow for the demolition of an existing single-family residence with a detached one-story garage and the construction of a 2,422-square-foot, two-story single-family residence with a detached 489-square-foot one-story garage within the Mello II Segment of the city’s Local Coastal Program located at 3677 Garfield Street within Local Facilities Management Zone 1. The project site is not within the appealable area of the California Coastal Commission. The city planner has determined that the project belongs to a class of projects that the State Secretary for Resources has found do not have a significant impact on the environment, and it is therefore categorically exempt from the requirement for the preparation of environmental documents pursuant to Section 15303(a), construction of a single-family residence, of the state CEQA Guidelines. CDP 2019-0032 (DEV2019-0133) – LOVE RESIDENCE - Request for approval of a Coastal Development Permit to allow for the construction of a new 2,535-square-foot single-family residence with an attached two-car garage within the Mello II Segment of the city’s Local Coastal Program located at 4615 Telescope Avenue within Local Facilities Management Zone 1. The project site is not within the appealable area of the California Coastal Commission. The City Planner has determined that the project belongs to a class of projects that the State Secretary for Resources has found do not have a significant impact on the environment, and it is therefore categorically exempt from the requirement for the preparation of environmental documents pursuant to Section 15303(a) – construction of a single-family residence – of the State CEQA Guidelines. CT 2019-0005/PUD 2019-0005 (DEV2019-0104) – LOKER AVENUE - Request for approval of a Tentative Tract Map and Nonresidential Planned Development Permit for a one-lot subdivision with 10 nonresidential airspace condominium units on a 12.4-acre site previously developed with 10 existing light industrial buildings located at 2720-2738 Loker Avenue West in the P-M (Planned Industrial) Zone, and Local Facilities Management Zone 5. The City Planner has determined that this project belongs to a class of projects that the State Secretary for Resources has found do not have a significant impact on the environment and is therefore categorically exempt from the requirement for the preparation of environmental documents pursuant to Section 15315 (Minor Land Divisions) of the State CEQA guidelines. AMEND 2020-0001/AMEND 2020-0002 (DEV 08014) – VILLAGE AND BARRIO MASTER PLAN AMENDMENTS - Request for a recommendation to approve amendments to the Village and Barrio Master Plan and Local Coastal Program to change the approval authority from Planning Commission to City Council for site development plans, conditional use permits, coastal development permits, and variances in the Barrio districts (BP, BC and VBO) of the Village and Barrio Master Plan. The city planner has determined that the amendments are exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15061(b)(3) because the amendments (a change of approval authority for development permits) does not have the potential to cause a significant effect on the environment.
