VIII. DEPARTMENTAL REPORTS:
1. SR # 1118-1 – SCHEDULE SPECIAL SENIOR COMMISSION MEETINGS AT
ALTERNATE COMMUNITY CENTERS IN THE CITY (INFO)
The Commission will discuss having Special Meetings at alternate Carlsbad
Parks & Recreation facilities.
2. SR # 1118-2 DISCUSS INTERGENERATIONAL OPPORTUNITIES – (INFO)
Commission will discuss intergenerational opportunities for the Senior Center.
3. SR # 1118-3 SENIOR CENTER COMPUTER ROOM RELOCATION – (INFO)
Commission will receive a report on the relocation plan for the Senior Center
computer room.
4. SR # 1118-4 DEPARTMENT REPORT – (INFO)
Commission will receive Senior Center Report provided by Recreation Services
Manager Mike Pacheco.
The remainder of the categories is for reporting purposes. In conformance with
the Brown Act, no public testimony and no Commission action can occur on
these items.

1.By proper motion, the minutes of the Library Board of Trustees meeting of
July 18, 2018 were approved. Approved 3-0-2-0 (Chair DeForest and Trustee Pearson
abstain)
2.By proper motion, the minutes of the Library Board of Trustees meeting of
Aug. 15, 2018 were approved. Approved 4-0-1-0 (Trustee Parsons abstain)
3.The board received the monthly library report for August 2018.
4.The board received Board and Commission training from City Attorney, Celia Brewer.
5.The board received the final Summer Reading Adventure report.
6.The board received an overview of the department’s Community Relations division.
7.By proper motion, the board agreed to table the Library Board meeting location discussion
until further information is received. Approved 5-0-0-0.

Re: Summary of Planning Commission Meeting of September 5, 2018
APPROVAL OF MINUTES:
By a 5-0-1 vote, the Planning Commission approved the minutes of the August 15, 2018, Planning
Commission Regular meeting.
1.RP 2018-0004/CDP 2018-0014 (DEV2018-0023) – BARRIO GLASSWORKS – By a 5-0-1 vote, the
Planning Commission approved, as amended by Errata Sheet, a Minor Review Permit and Coastal
Development Permit to allow 2,323 square feet of new additions to an existing 573-square-foot
commercial building. This project is not located within the appealable area of the California Coastal
Commission. The existing use would be converted to a hot glass blowing operation located at 3060
Roosevelt Street in Land Use District 1 of the Carlsbad Village Master Plan, the Village Segment of
the Local Coastal Program, and within Local Facilities Management Zone 1. The City Planner has
determined that this project is exempt from the requirements of the California Environmental
Quality Act (CEQA) pursuant to Section 15303 New Construction of Small Structures of the State
CEQA Guidelines and will not have any adverse significant impact on the environment.
2.CT 2018-0003 (DEV2018-0010) – MAGNOLIA-BRADY – By a 5-0-1 vote, the Planning Commission
approved, as amended by Errata Sheet, a Tentative Tract Map for the grading and subdivision of a
2.0-acre property at 1534 Magnolia Avenue into seven single-family lots and one detention basin
lot within Local Facilities Management Zone 1. The City Planner has determined that this project is
exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to
Section 15332 “In-Fill Development Projects” of the State CEQA Guidelines and will not have any
adverse significant impact on the environment.
