The following example illustrates the information that is required for all pole, monument, and
freestanding sign permit applications. Prior to approval, all such proposed signs must be reviewed
for potential issues by the Transportation Department, which will not allow signs to be approved
over the counter. Additional time will be required for on-site inspection.

Relationship to Streets: Signs shall be designed and located so as not to interfere with the
unobstructed clear view of the public right-of-way and nearby traffic regulatory signs of any
pedestrian, bicyclist or motor vehicle driver.

Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning Division has reviewed
your Sign Program Amendment, application no. AMEND 2017-0013, as to its completeness for processing.
The application is incomplete, as submitted. Attached are two lists. The first list is information which
must be submitted to complete your application. The second list is project issues of concern to staff. In
order to expedite the processing of your application, the "incomplete" items and your response to the
project issues of concern to Staff must be submitted directly to your staff planner; therefore, please
contact your staff planner directly to schedule a re-submittal appointment. As part of your re-submittal
package, please prepare and include with your re-submittal: (1) a copy of these lists, (2) a detailed letter
summarizing how all identified incomplete items and/or project issues have been addressed; and (3) sets
of revised plans. No processing of your application can occur until the application is determined to be
complete.
When all required materials are submitted, the City has 30 days to make a determination of completeness.
If the application is determined to be complete, processing for a decision on the application will be
initiated. In addition, please note that you have six months from the date the application was initially
filed, August 7, 2017, to either resubmit the application or submit the required information. Failure to
resubmit the application or to submit the materials necessary to determine your application complete

LIST OF ITEMS NEEDED
TO COMPLETE THE APPLICATION
Planning:
1. The application is missing the existing signage information on page 2 as it pertains to tenant
identification signs for buildings less than 50,000 square feet in area and for buildings 50,000
square feet -100,000 square feet in area. This information can be provided on a separate sheet
if needed.
ISSUES OF CONCERN
Planning:
1. The following changes/revisions are required:
a. Page 6: Remove page 6 of the exhibits and replace with the exhibit named "Comprehensive
Sign Program" and renumber it to page 6 (it shall be referenced as page 6 for the remainder
of this letter). This sheet should be revised to remove each of the separate suite numbers
assigned to the sign type (ex., F.4, G.9, E.7, etc.) and should only state which sign type the
building and location are assigned.
b. Page 6: Please add the building square footages for each building and the address for each
building that are not stated on the exhibit.
c. Page 6: Remove information pertaining to replacement of monuments as it should have
already occurred and already have been relocated. Additionally, please remove the sign
permit approval stamp and language regarding Comprehensive Sign Program.
d. Page 7: Under Quantity revise to state "1 per lot" per current sign ordinance regulations.
e. Page 8: Some words are missing under Text. Please revise.
f. Page 9: In order to meet the current sign ordinance, please revise Buildings less than 35,000
sq. ft. to Buildings less than 50,000 sq. ft. This means building D will now be a part of this
category and should be added to the page.
g. Page 9: Pursuant to the current sign ordinance, please revise Quantity to state 2 per building
max (1 per elevation max).
h. Page 9: Are buildings C, D, E, or F multitenant buildings and do they have separate building
entrances? If so, please state on this page that sign type F2 is also permitted in addition to
the wall signs. Additionally, add F2 to page 6 if applicable.
i. Page 10: Please assign a sign type letter (please use (D)) to this category to be consistent with
the rest of the program. Additionally, add the new sign type to page 6. In order to meet the
current sign ordinance, please revise Buildings 35,000 -60,000 sq. ft. to Buildings 50,000 -
100,000 sq. ft. This means buildings A & B will only fall under this category and building D
should be reassigned to sign type E.

j. Page 10: Are buildings A & B multitenant buildings and do they have separate building
entrances? If so, please state on this page that sign type F2 is also permitted in addition to
the wall signs. Additionally, add F2 to page 6 if applicable.
k. Page 10: Pursuant to the current sign ordinance, please revise Quantity to state 4 per building
max (2 per elevation if the elevation has a minimum of one hundred fifty lineal feet, a spacing
between walls sign of not less than seventy-five feet, and a cumulative length of all wali signs
along any building elevation shall not exceed one-third of that same elevation. If this criteria
cannot be meet, only 1 wall sign per elevation). Under Location, remove the sentence "No
more than one wall sign per building elevation" per the above noted comment that will be
stated in Quantity.
I. Page 10: Under sign area, there are too many signs listed. Please remove one of the
categories stating 4 per building (current sign ordinance states up to 36" inch letters max).
m. Page 11: Please add a note stating that this is the only signage applicable for multitenant
retail buildings and is not a sign type in addition to any other wall sign type. Please state on
page 6 which buildings this sign type will be limited to.
n. Page 12: Please add the inches symbol to the sign area as it is missing from the max letter
height.
o. Page 12: This sheet should state that it is only applicable in conjunction with sign type D & E
and not permitted with sign type Fl.
p. Page 14: Under the temporary identification category, please remove "coming soon" from
the title as those types of signs are no longer permitted in the current sign ordinance. Please
revise the paragraph to read:
Temporary Signs
Temporary signs may be allowed subject to Owner's approval. Tenant is responsible for City
approvals and permits.
Tenants will be allowed use of a temporary banner in conjunction with the submittal of the
permanent sign permit, for a period of time not to exceed 45 days, or when the permanent
sign is installed, whichever occurs first:
• One sign per establishment
• 30 square feet maximum
• Attached to monument or wall at the establishment location
• Permanent sign permit must be approved prior to installation of banner
q. On the title sheet, please revise the date, prepared by, and remove the approval stamp.
r. Please revise the table of contents page numbers, include page 10, and revise the titles when
applicable.

INTRODUCTION
The objective of the Sign Program for Carlsbad Corporate Center Phase II is to provide comprehensive
design standards and specifications that assure consistency in quality, color, size, placement, and con-
figuration for signage and to provide for project identification, site signage and tenant identification for
newly constructed buildings C, D, E and Fat Carlsbad Corporate Center.
DESIGN GUIDELINES
A. Acceptable Sign Treatments
Only those sign types specified in the Sign Program and/or specifically approved in writing by
the Owner, the Architectura!Design Review Committee and the City will be allowed. Sizes and
quantities for signs shall be as outlined in the criteria and exhibits for each sign type. See
details for each sign type below.
A strong connection shall be maintained between all signage and the project architecture and
landscaping. Elements of color, materials, scale, form and detail shall be reflected in the sig-
nage. Signs shall fit comfortably, never crowding the architectural and landscape elements in
the immediate vicinity.
B. Lighting
I. Illumination from or upon any sign shall be shaded, shielded, directed or reduced so as to
minimize light spillage onto the public-right-of-way or adjacent properties. All front light-
ing, lamps and fixtures shall be baffled or obscured in channels where possible.
2. All electrical housings and posts for signs shall be painted out to match the building back-
ground immediately behind and adjacent to the sign.
3. Signs illuminated with neon shall use 30 m.a. transformers. The ballast for fluorescent
lighting shall be 430 m.a. Fluorescent lamps shall be single pin (slimline) with 12" center-
to-center lamp separation. LED lights allowed. All lighting must exactly match the specifications
of the approved shop drawings.
C. Colors
Sign colors shall be selected from the approved signage color palette and shall be designed to
provide sufficient contrast against background colors. Nationally recognized tenants may use
their corporate colors subject to Owner's prior written approval.
D. Copy/ Typestyles
Copy and layout are subject to Owner's prior written approval.

E. Sizes and Quantities
Sizes and quantities for signs shall be as outlined in the criteria for each sign type.
Notwithstanding the maximum square footage specified for copy area allowances, adequate
amounts of visual open space shall be provided so that signs appear balanced and in scale in
relation to their backgrounds and adjacent signage.
1. Sign area shall be calculated as follows:
Wall signs: shall be computed by measuring the smallest square, rectangle, triangle, circle
or combination thereof that will encompass the extreme limits of the writing, representation,
emblem or other display, together with any materialor color forming an integral part of the
background of the message or display or otherwise used to differentiate the sign from the
backdrop or structure against which it is placed, but not including any supporting frame-
work or bracing.
Monuments and Suspended Signs: Sign area shall be computed by measuring the entire
area contained within the frame, cabinet, monument, monument base or fixture.
F. Locations
Ground signs may be located within landscaped zones and landscape corridors, between proper-
ty lines and building setback lines, allowing for adequate sight-lines for vehicular traffic at
street intersections and project entries, but may not be located in the public right-of-way.
G. Prohibited Signs
1. Any sign not in accordance with this Sign Plan.
2. Abandoned signs
3. Rotating, revolving, flashing, animated, blinking, gyrating or moving signs.
4. Vehicles, trailers or other signs or devices when used exclusively or primarily as advertising
devices or displays.
5. Off-premise signs (other than directional signs) installed for the purpose of advertising a
project, event, person or subject not related to the premises upon which said sign is located.
6. Signs that create a safety hazard or resemble or conflict with any traffic control device.
7. Flags, pennants, streamers, spinners, festoons, windsocks, valances or similar displays with-
out prior approval by the Owne1: United States or California flags may be permited,

8. Balloons or other inflatable devices.
9. Roof signs
10. Signs promoting immoral or unlawful activities.

12. Freestanding "A" frame signs or "human" signs.
13. Any signs not addressed in this sign plan and specifically prohibited by City of Carlsbad
Zoning and Signage Regulations.
H. Owner s Right to Enforce
The Owner may, at its sole discretion and at the violator s cost, correct, replace or remove any
sign that is installed without written approval and/or that is deemed not to be in conformance
with the Sign Program, the plans as approved by the Owner, or erected without appropriate
governmental agency approval or permits.
I. Abandoned Signs
An abandoned sign is that whose use is discontinued because the premises upon which it is
located becomes vacated and unoccupied for a period of more than 30 days. The Owner may,
at its sole discretion and at the violator s cost, replace or remove any abandoned sign.
CONSTRUCTION REQUIREMENTS
The following requirements shall be observed:
A. Materials
I. Signs must be made of durable, rust-inhibited materials that are appropriate and comple-
mentary to the building architecture. All materials must be new.
2. All ferrous and non-ferrous metals shall be separated with non-conductive gaskets and
stainless steel fasteners be used to secure ferrous to non-ferrous metals.
3. All bolts and fastenings shall consist of stainless steel, anodized aluminum, brass or bronze;
or carbon-bearing steel with painted finish. No black iron materials are allowed.
B. Processes and Installation
I. Joining of materials (e.g., seams) shall be finished in such a way as to be unnoticeable.
Visible welds shall be continuous, ground smooth and filled. Rivets, screws, and other fas-
teners that extend to visible surfaces shall be flush, filled, and finished so as to be unnotice-
able. Finished surfaces of metal shall be free from canning, warping and other imperfec-
tions.
2. Dimensional letters and plaques shall be affixed without visible means of attachment, unless
attachments make an intentional design statement and are shown on approved shop draw-
ings.

3. Penetrations into building walls, where required, shall be made waterproof, subject to
Owner's review. Inunediately upon abandonment or removal, building walls shall be
restored at tenant's expense.
4. In no case shall any manufacturer's label be visible from the street from normal viewing
angles.
5. Sign UL stickers shall be affixed to the bottom edge of signs, and only that portion of
the UL sticker that is legally required to be visible shall be exposed.
6. All logo images and typestyles once approved by Owner, shall be accurately reproduced.
Lettering that approximates intended typestyles shall not be acceptable.
7. Threaded rods or anchor bolts shall be used to mount sign letters which are spaced out from
background panel or building wall. Angle clips attached to letter sides are not permitted.
C. Paint
I. Color coatings shall exactly match the colors specified on the approved plans. Surfaces
with color mixes and hues prone to fading ( e.g., pastels, fluorescent, complex mixtures, and
intense reds, yellows and purples) shall be coated with ultraviolet-inhibiting clear coat in a
matte, gloss, or semi-gloss finish. All finishes shall be free of dust, orange peel, drips, and
runs and shall have a uniform surface.
2. All visible finishes shall be semigloss unless otherwise called out on shop drawings and
approved by Owner.

ANCILLARY SIGNS
Ancillary signs are signs other than primary tenant identification signs, and are not included in maxi-
mum tenant signage area. Typical ancillary signage includes:
Tenant Door Signs
Each Tenant will be permitted to place upon the main entrance to its premises not more than 6 sq. ft.
aggregate area of lettering indicating hours of business, emergency phone numbers, accepted credit
cards, etc. Letter height shall be limited to 1-1/2 inches or approved by landlord.
Delivery Entrance Identification Signs
Tenants may identify their rear service door for delivery and emergency purposes not to exceed 4 sq. ft.
per door. Copy shall be limited to identification of the tenant, service or building operation; max letter
height 3"or approved by landlord.
Temporary Signage
Project Leasing/ Construction / Future Facilities
Temporary signs are permitted for various activities during and after completion of the development
phase:
• may be ground-mounted.
• size and quantity per city zoning ordinances
Temporary Identification
Temporary signs may be allowed subject to Owner's approval. Tenant is responsible for City approvals
or permits.
Tenants will be allowed use of a temporary banner in conjunction with the submittal of the permanent
sign permit for a period oftime not to exceed 45 days, or when the permanent sign is installed, whichever
occurs first:
• One sign per establishment
• 30 square feet maximum
• Attached to monument or wall at the establishment location
• Permanent sign permit must be approved prior to installation of banner

REQUIRED SUBMITTALS AND APPROVALS
A. Submittals and Approvals
There is a formal process for the creation, review and approval of all signage at Carlsbad
Corporate Center. Prior to submittal to the City, plans for all proposed signage shall be submit-
ted to the Owner or his Authorized Agent who will review plans for conformance with the sign
program. The Owner shall have the discretionary authority to deny approval for any sub-
mittal. .
1. For signage approval, such submissions shall include (3) sets of the following:
a. Name, address and phone number of tenant / user
b. Name, address and phone number of Sign Contractor
c. Elevation of structure showing all proposed signs indicating sign type, design, location, size
and layout of sign drawn to scale and indicating dimensions, attachment devices and con-
struction details, colors, materials and lighting details.
d. Section detail of letters and/or sign element showing the dimensioned projection of the face
of letters, method and intensity of illumination.
e. Color board with actual sample colors (8-1/2" x 11" format).
2. Requests to establish signs that vary from the provisions of this sign program shall be sub-
mitted to the Owner in writing for approval prior to being submitted to the City. All pro-
posed variances in an application to the Owner must be clearly identified as such.
3. Following approval of proposed signage by the Owner, applications for all permits for fabri-
cation and installation by Sign Contractor may be submitted to the City for approval, along
with applicable sign permit applications.
4. Fabrication and installation of all signs shall be performed in accordance with the standards
and specifications outlined in these guidelines and in the final approved plans and working
drawings.
B. Required Insurance and Permits
Prior to installation, the tenant shall provide to the Owner an original certificate of insurance
from his sign contractor naming the Owner as an additional insured for liability coverage and a
copy of the sign permits issued by the City.
C. Tenant Listings on Project Signs
Tenant listings on project signs are limited to those designated by the Owner.
