All plans submitted for sign permits/sign programs shall consist of a minimum of a site plan and
sign elevations containing the following information:
1. North arrow and scale.
2. Location of existing buildings or structures, parking areas, and vehicular access points to the
property.
3. Location of all existing and proposed signs for the property.
4. Distance to the property line(s) for all proposed freestanding sign(s).
5. Provide an elevation for all proposed sign(s) which specifies the following:
A. Dimensions and area for all existing and proposed sign(s).
B. Materials the sign(s) will be constructed of.
C. Source of Illumination.
D. Proposed sign copy.
APPLICANT MUST SUBMIT THREE (3) SETS OF SIGN/SITE PLANS, A COMPLETED
APPLICATION FORM, AND THE APPLICATION FEE.

this application showing how the proposed signage will not encroach into the public right-
of-way or present a traffic hazard. !Page 3 of 4 illustrates an example for what would be

SITE PLAN REQUIREMENT FOR POLE, MONUMENT, AND FREESTANDING SIGN
APPLICATIONS
The following example illustrates the information that is required for all pole, monument, and
freestanding sign permit applications. Prior to approval, all such proposed signs must be reviewed
for potential issues by the Transportation Department, which will not allow signs to be approved
over the counter. Additional time will be required for on-site inspection.

Relationship to Streets: Signs shall be designed and located so as not to interfere with the
unobstructed clear view of the public right-of-way and nearby traffic regulatory signs of any
pedestrian, bicyclist or motor vehicle driver.

The items requested from you earlier to make your Sign Program Amendment, application no. AMEND
2017-0024 complete have been received and reviewed by the Planning Division. It has been determined
that the application is now complete for processing. Although the initial processing of your application
may have already begun, the technical acceptance date is acknowledged by the date of this

· Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning Division has reviewed
your Sign Program Amendment, application no. AMEND 2017-0024, as to its completeness for processing.
The application is incomplete, as submitted. Attached are two lists. The first list is information which
must be submitted to complete your application. The second list is project issues of concern to staff. In
order to expedite the processing of your application, the "incomplete" items and your response to the
project issues of concern to staff must be submitted directly to your staff planner; therefore, please
contact your staff planner directly to schedule a re-submittal appointment. As part of your re-submittal
package, please prepare and include with your re-submittal: (1) a copy of these lists, (2) a detailed letter
summarizing how all identified incomplete items and/or project issues have been addressed; and (3) three
(3) sets of revised plans. No processing of your application can occur until the application is determined
to be complete.
When all required materials are submitted, the city has 30 days to make a determination of completeness.
If the application is determined to be complete, processing for a decision on the application will be
initiated. In addition, please note that you have six months from the date the application was initially
filed, December 12, 2017, to either resubmit the application or submit the required information. Failure
to resubmit the application or to submit the materials necessary to determine your application complete
shall be deemed to constitute withdrawal of the application. If an application is withdrawn or deemed
withdrawn, a new application must be submitted.
At this time, the City asks that you provide 3 complete sets of the development plans so that the project
can continue to be reviewed.

• Sign Ordinance -check "Yes" instead.
• On page 2, "Existing Signs" table, be sure to fill out all of the columns of the table for each
existing sign correctly.
• On page 2, "Proposed Signs" table, the square footage of the size totals 47.5 square feet and
in the table 49 square feet is shown. Proposed sign height is 36" (height of the sign) instead
of 276" (height of sign from existing grade).
• On page 3, "Existing Sign Program or Specific Plan Sign Criteria," please fill in information for
all of the questions.
• On page 3, "Village Review Area," please indicate "N/A" for all questions, since the project is
not located in the Carlsbad Village area.
ISSUES OF CONCERN
Planning:
1. Please show the correct square footage of the sign on the exhibits.
2. Are the rust orange/white colors on the sign being proposed? The sign program (PS 91-88) states
all signs shall be either white or blue and the amendment to the sign program shall be black/white
colors. Is this a part of the sign program amendment to change the colors of the sign?
3. Please provide approval from the Carlsbad Oaks Business Park Architectural Review Committee
regarding the sign program amendment to increase the size of the sign and change the sign colors,
if applicable.
