Poinsettia Park Phase IV -Dog park
The site is located on the east side of Poinsettia Park on a vacant, previously graded, split-level pad of
approximately 1.07 ac. Most of the site will be re-graded into a large, gently sloped pad for the off-leash
dog park with landscaped slopes of approx. 5 ft. ht. or less around the perimeter. The existing grove of
trees will be preserved to the greatest extent possible.
The project design includes an entry plaza with shade structure and separate enclosures for large and
small dogs. An area of approx. 7,700 sf is provided for small dogs and while the area for large dogs
encompasses approx. 20,000 sf. These areas will be enclosed and separated by a 6 ft. high vinyl-coated
chainlink fence with dual gate access to each side of dog park. Surfacing for the dog park will consist of
either bark mulch or a combination of mulch and turf surfaces. Each side of the dog park will contain
similar features such as dog agility equipment, drinking fountains, site furniture (benches, picnic tables,
trash, etc.) and lighting.
The project requires an Amendment to the Poinsettia Park Master Plan (City Council Approval) and a
Conditional Use Permit Amendment.
Background
In 2014, the City Council approved an Updated Master Plan for Poinsettia Park that identified three
near-term projects -a dog park, arena soccer field, and expanded playground. It also included a location
for a potential multi-generational community center which required further investigation as to its
feasibility.
During the initial bidding process for the dog park, arena soccer and playground improvements,
community members expressed concern about the proposed location of the dog park. The proposed
location of the-dog park was an area referred to as "the grassy bowl" by some of the patrons who
expressed a desire to keep it available for unstructured play. Concurrently, the feasibility study for the
multi-generational community center at Poinsettia Community Park was concluded and the site was
deemed not to be a feasible for a multigenerational community enter as envisioned.
Based on the findings of the feasibility study, and in response to public input, staff recommended
removing the dog park from the near-term construction projects and exploring its relocation to the
segment of Poinsettia Community Park initially envisioned for a multigenerational community center.
In Nov. 2017, city staff requested community input on a possible location of a dog park at Poinsettia
Community Park. Park users and neighbors provided input through an online survey, emails, social
media and temporary on-site information centers. City staff completed review of the community's input
on this topic, and found it to be overwhelmingly supportive of a dog park at the alternate location. On
February 13, 2018 the City Council approved staff's recommendation to pursue plans to place the dog
park at the new location.

Time limits on the processing of discretionary projects established by state law do not start until a
project application is deemed complete by the City. The City has 30 calendar days from the date of
application submittal to determine whether an application is complete or incomplete. Within 30 days of
submittal of this application you will receive a letter stating whether this application is complete or
incomplete. If it is incomplete, the letter will state what is needed to make this application complete.

To address post-development pollutants that may be generated from development projects, the city requires that new
development and significant redevelopment priority projects incorporate Permanent Storm Water Best Management
Practices (BMPs) into the project design per Carlsbad BMP Design Manual (BMP Manual). To view the BMP Manual,
refer to the Engineering Standards (Volume 5).
This questionnaire must be completed by the applicant in advance of submitting for a development application
(subdivision, discretionary permits and/or construction permits). The results of the questionnaire determine the level of
storm water standards that must be applied to a proposed development or redevelopment project. Depending on the
outcome, your project will either be subject to 'STANDARD PROJECT' requirements or be subject to 'PRIORITY
DEVELOPMENT PROJECT' (PDP) requirements.
Your responses to the questionnaire represent an initial assessment of the proposed project conditions and impacts. City
staff has responsibility for making the final assessment after submission of the development application. If staff
determines that the questionnaire was incorrectly filled out and is subject to more stringent storm water standards than
initially assessed by you, this will result in the return of the development application as incomplete. In this case, please
make the changes to the questionnaire and resubmit to the city.
If you are unsure about the meaning of a question or need help in determining how to respond to one or more of the
questions, please seek assistance from Land Development Engineering staff.
A completed and signed questionnaire must be submitted with each development project application. Only one
completed and signed questionnaire is required when multiple development applications for the same project are
submitted concurrently.

All development projects must implement site design BMPs SD-1 through SD-8 where applicable and feasible. See
Chapter 4 and Appendix E.2 thru E.6 of the BMP Design Manual (Volume 5 of City Engineering Standards) for information
to implement site design BMPs shown in this checklist.
