Date of Decision/Notice: March 13, 1996
NOTICE IS HEREBY GIVEN that after considering all comments received, the
Housing and Redevelopment Director of the City of Carlsbad has APPROVED an
Administrative Redevelopment Permit (ARP 96-01) for conversion of an automotive
repair shop at 3163 Roosevelt Street to a new grocery store known as the El Torito
Meat Market.
The property is located mid-block on the west side of Roosevelt Street between Oak
and Pine Avenues, east of Tyler Street. The building is approximately 2400 square
feet in size. The permit has been approved with conditions that the site be improved
to 1) add a new concrete walkway and entry to the front of the building; 2) add new
landscaping including low foliage and palm trees at front of building; 3) add a new
green canvas awning over the building entry; and 4) repaint the entire building.
If you wish to appeal the decision of the Housing and Redevelopment Director on this
matter to the Design Review Board, you must file a written appeal with the Housing
and Redevelopment Department within ten (10) calendar days of the date of this
decision/notice. Appeal forms are avaiiabie at the Housing and Redevelopment
Department office located at 2965 Roosevelt Street, Suite B. If you have questions

NOTICE IS HEREBY GIVEN that the Housing and Redevelopment Director
of the City of Carlsbad intends to APPROVE an Administrative
Redevelopment Permit (ARP 96-01) for conversion of an automotive
repair shop at 3163 Roosevelt Street to a new grocery store known
as the El Torito Meat Market.
The property is located mid-block on the west side of Roosevelt
Street between Oak and Pine Avenues, east of Tyler Street. The

includes: 1) conversion of the land use from automotive service to
retail; 2) the addition of a new concrete walkway and entry; 3) new
landscaping including low foliage and palm trees at front of
building; 4) new green canvas awning over building entry; 5)
repainting of entire exterior building (cream tone); and 6) new
trash enclosure.
Those persons wishing to speak on the proposed project and intended
action by the Housing and Redevelopment Director are cordially
invited to contact the Housing and Redevelopment Department by 5:00
PM ON MONDAY, MARCH 11, 1996. If you have comments on the proposed
project and intended actions, please contact Debbie Fountain in the
Housing & Redevelopment Department at 434-2935. You may also
provide your comments in writing to the Housing and Redevelopment
Director at 2965 Roosevelt Street, Suite B, Carlsbad, California
92008.
NOTICE IS HEREBY ALSO GIVEN that the Planning Department has
determined that the environmental effects of the project described
above is categorically exempt under CEQA under Section 15301, Class
1, as a minor alteration of a private structure involving a
negligible expansion of use. A Notice of Exemption will be filed
for the project if approved.
