ENHANCEMENT PROJECT
Dear Ms. Patterson:
Thank you for submitting an adnninistrative redevelopment permit application to the
City of Carlsbad's Housing and Redevelopment Office for enhancement to the Carl's
Jr. restaurant located at 950 Carlsbad Village Drive. Your application was received by
the Housing and Redevelopment Office on March 12, 1996.
The Housing and Redevelopment Department has reviewed the application and made
the following decision regarding the proposed enhancements to the Carl's Jr.
restaurant:
1. The Housing and Redevelopment approves the color changes for the Carl's
Junior Restaurant building and existing signage as proposed within the
application.
2. The Housing and Redevelopment Department does not approve the
proposed change for the roof. The proposed straight, square line parapet is
not acceptable to the Housing and Redevelopment Department. The existing
roof is more desirable and much more consistent with the new Village Design
Guidelines approved and effective as of January 12, 1996. If Carl's Jr. would
like to change the color of the existing roof to more appropriately compliment
the new colors for the building; this would be acceptable.
Although the City of Carisbad's Redevelopment Agency does understand the desire
of Cart's Jr. to enhance the existing restaurant building at 950 Carisbad Village Drive
and does generally support these efforts, we are unable to approve a design feature
which is directly in conflict with the approved design guidelines for the Village. We
would like for all buildings within the Village area to be architecturally more interesting
and also compatible with the desired European design character for the Village of
Carisbad. This means that the roofline must also have some interest created through

texture, materials, color, shading, design, etc; the proposed parapet does not provide
for this desired interest or character. In addition, if Cari's Jr. would like to propose an
alternate roofline which is consistent with the desired Village character, staff would be
happy to review the design and provide feedback as to the acceptability of an
alternate design. Enclosed is a redline copy of your plans which indicate what has
been approved and which actions are not approved as a result of the City of
Carisbad's review.

PAYMENTS FOR FEES RELATED TO REDEVELOPMENT PERMITS
Attached please find two (2) checks in the total amount of $508 which are to be
deposited to the miscellaneous operations revenue account for the Redevelopment
Agency. These two (2) checks are from the El Torito Meat Market and Cari's Jr. for
fees related to processing of administrative redevelopment permits. It is possible that
we may need to refund some of the fees paid by Caris Jr. once we have completed
processing of their permit. However, at this time, please deposit both amounts into
the appropriate revenue accounts.
