Box 2923 Lake Arrowhead, CA 92352 SUBJECT: AV 03-01 - Mier’s Residence Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning Department has reviewed your Administrative Variance, application no. AV 03-01, as to its completeness for processing. The application is incomplete, as submitted. Attached are two lists. The first list is information which must be submitted to complete your application. This list of items must be submitted directly to your staff planner by appointment. All list items must be submitted simultaneously and a copy of this list must be included with your submittals, including five (5) sets of plans. No processing of your application can occur until the application is determined to be complete. The second list is issues of concern to staff. When all required materials are submitted the City has 30 days to make a determination of completeness. If the application is determined to be complete, processing for a decision on the application will be initiated. In addition, please note that you have six months from the date the application was initially filed, January 3, 2003, to either resubmit the application or submit the required information. Failure to resubmit the application or to submit the materials necessary to determine your application complete shall be deemed to constitute withdrawal of the application. If an application is withdrawn or deemed withdrawn, a new application must be submitted. Plot the location of structures on the adjacent properties and include dimensions showing the setbacks to the common property lines. 2. Please submit two copies of the Preliminary Title Report (current within the last six (6) months. 3. Please indicate the percentage of building coverage on the site plan. 4. Please include a floor plan of the garage showing the minimum interior dimensions and the square footage of the garage. Engineering: 1. Provide a letter from a registered soils engineer authorizing the narrow side yard setback of three feet. City Standards (GS-15) require a five-foot distance at 2% positive drainage between the building foundation and drainage swale. Two percent positive drainage two feet from the property line is also required. The soils engineer shall provide recommendations to mitigate any potential impacts to the foundation. ISSUES OF CONCERN Planning: 1. Although staff can recommend approval of the administrative variance as proposed, you are encouraged to explore revising the location of the garage so that it has a “zero” setback on one side and a 4’ setback on the opposite side. This would enable you to provide a garage which meets the City standards for a two-car garage with a minimum interior dimension of 20’ x 20’ clear. If you elect to explore this option, the soils engineer report (requested in Engineering item #1) should review the project as designed with a “zero” setback. If the “zero” setback option is selected, the project would require approval of a Variance (which requires Planning Commission approval) rather than an Administrative Variance. Engineering: 1. Plot the outline of the roof overhang. Drainage shall not discharge onto the neighbor’s property. Roof drains may be necessary and should be shown on the plan.
