PROPOSED MEDM PLAN FOR AWA ENCINAS (PLAN "CI)
I have reviewed Median Plan "C" with the City Engineer.
This is the plan which provides median breaks at the south property line
of the Floral Trade Center, the south property line of Pacific Point north
of the CalMat Property, at the existing CalMat entrance along their
southern property line and at the existing Newport National and Marie
CallendaJs entrance. All other portions of the road would contain raised
medians. We believe this is an acceptable plan and will provide for
adequate safety to the traveling public.
Our approval of the plan is conditioned upon the following:

All medians shown on the plan will be constructed
concurrent with the widening of Avenida Encinas along the
Floral Trade Center and Pacific Point projects.
The driveway on your property opposite the proposed
Pacific Point median break entrance will be realigned to
coincide with the median break opening at the time of
median construction.
It is understood that the proposed driveway entrance into
your property opposite CalMat's entrance is not guaranteed
by virtue of our approval of this plan. Any such driveway
opening will need to be reviewed in the overall context of
the development of your property.
As with all public improvements, future design changes may
be implemented at the sole discretion of the City to resolve
operational problems concerning issues of public safety.

We assume our approval of this plan will resolve the main issue holding
up the negotiated acquisition of the right of way in front of the CalMat
property. If this is the case, please obtain written correspondence from
CalMat agreeing to the dedication and to the proposed administrative
variance for building setback in a form acceptable to the Planning
Department.
