RE: A.V. 90-3 AVENIDA ENCINAS Dear Dave, Per our phone conversation last week, I've attached a proposed striping plan (conceptual) exhibit rlCtl (from previous Plan llBl'). It was conceived at the request of Calmat, Palomar & Co., Carltas Co. & Sudberry Properties in lieu of a full or partial raised median. Acceptance of their concept would alleviate any condemnation process for the Calmat Property as Calmat would participate as a co-applicant. In considering the reality of the very light current traffic loads for a secondary arterial on Avendia Encinas and considering that Palomar and Co.'s site poses no traffic impact until the time of it's development. With these two observations in mind, it appears that an acceptable condition would be to stripe the median currently to allow left-turn opportunities into the variance properties. To also currently bond for the future construction of the raised median which will be constructed at the time of development of Palomar & Co. Is vacant parcel. The timing of the median in conjunction with the development of the Palomar and Co. property would not be tied to or preclude the occupancy of Pacific Point Business Center. This would appear to be a reasonable solution to phase in improvements as they are needed, to avoid the condemnation process and solve an uncomfortable situation between the landowners.
