The project site is located in the Appeal Area of the Coastal Zone and may be subject to an appeal by the Coastal Commission. LOCATION: This project is within the City of Carlsbad's Coastal Zone located on a blufftop lot on the west side of Ocean Street, north of Pacific Avenue within Local Facilities Management Zone 1.
