Re: Coastal Development Permit Application #6-99-38
Dear Mr. Ostic:
This letter is in regards to the status of the above coastal development permit. We have
deemed the application incomplete and unsuitable for filing, pending YOU submittal of
the following items:
Submittal of a geotechnical report that indicates the project will not affect the stability of the bluff;
Submittal of the City's position on the project's proximity to the locations identified in the attached exhibits taken fiom the certified Agua Hedionda Lagoon Land Use
Plan. Specifically, whether the City believes the subject site is the location identified
on the exhibits as having to provide accessory public.access facilities (exhibits I and J) and the site of a public vista point. Regarding the latter, if the project site is
identified as being the public vista point, how does the City interpret how expansive
the view corridor'should be and how will its preservation be accomplished. Please
have the City respond to the above in writing. Please submit any visual analysis that
was done for any projects under your ownership in the project area;
Analysis of what measures are proposed to address water quality concerns, namely
the storm drain runoff into Agua Hedionda Lagoon. Please submit any preliminary
approvals that have been obtained fiom the Regional Water Quality Control Board
(waiver or permit); identify what best management practices are proposed to maintain
the quality of the water that is entering the lagoon fiom the storm drain.
