Prior to resubmittal, please have the applicant address the following 'engineering issues': 1. It is our understanding from planning staff that increases in square footage would trigger an amendment to the existing Conditional Use Permit (and public hearing). Therefore, these increases cannot be included as part of the Consistency Determination. If you pursue any increase in square footage beyond what was previously approved, please contact staff and we will assist you to obtain estimated increases in facility impact (building permit) fees. 2. The current drive-thru includes tandem order points that allow two ordering locations for customers. Revise the exhibit to clarify whether tandem order points will/could be provided (now or later in the future) to allow for more than two order points as currently shown. 3. Revise the exhibit to provide 'keep clear' striping to address potential circulation conflicts as shown on the redlines. 4. Revise the proposed site plan exhibit to add symbols that show limits of proposed (new) pavement. 5. Prepare and submit a Storm Water Standards Questionnaire with the next submittal. The outcome of this form helps determine the level of storm water requirements required for this project. Attached are redlined check prints of the project submittal. As we discussed, making major changes to originally-approved projects require taking projects back to public hearing for review and approval by the originally approving body (Planning Commission). We understand you hope to stay within the thresholds as to avoid going back to hearing. Minor changes can be approved by using the Consistency Determination Process. Based on our review, the changes you propose appear to be minor and would request that you apply for a Consistency Determination on the existing conditional use permit for the drive-thru (CUP 94-09) and obtain a building permit for the work. Here (see attached) are engineering-related comments regarding your proposed drive-thru modifications to the McDonalds site off Palomar Airport Road. Per the comments, we are concerned how the dual lanes will spill over into the existing drive lanes without some curb-type device (refer to attached exhibit). We are welcome to review any ideas you have to address this. This, of course, assumes the changes are limited to modifying the drive-thru to have dual ordering stations, no changes in building footprint, proposed architectural changes to the existing external building, parking requirements are still met, and no additional seating beyond what was originally approved. We understand Greg Fisher with Planning will also be providing you with comments to confirm the anticipated permitting process and provide any planning-related comments. The proposed modifications include: • Remodel the building's fac;ade materials from white stucco siding with a red tile roof to a beige stucco siding with stacked stone decorative elements and a brown toned tile roof; • Rework the drive-thru order areas; • Convert 337 SF of open atrium area to non-building area; • Reduce the size of the outdoor seating area; • Add new parking stalls and striping; and • Relocate and upgrade ADA parking to meet current codes. Regarding the exterior building materials, the proposed "Eurowest Walnut Brushstroke Tile" shown on the elevations appears very modern in appearance and inconsistent with the Contemporary Southwest Architectural style as defined in Chapter 21.208.1 OO(F)2 of the Carlsbad Municipal Code. Staff recommends replacing the Eurowest Walnut Brushstroke Tile with a more traditional material such as stacked stone veneer. 2. As designed, the project revisions are not consistent with all of the findings required to approve the Consistency Determination. Per Consistency Determination finding No.6, the proposed revisions may not exceed an increase in 10% for yards, setbacks, lot coverage or building height. As shown on the proposed elevation drawings, and more specifically the east elevation, the building height increases from 16 feet (existing) to 20 feet (proposed) exceeding the maximum allowed 10% increase. Please redesign the building so that proposed building height is consistent with finding No.6. Furthermore, please verify that the increase in building height to the north, south and west elevations are also within the 1 0% allowance. 3. All aspects of signage including the maximum size, letter height, location, color, materials, form of attachment, etc., will be reviewed under a separate sign permit and is not part of the Consistency Determination review process. Future signage must be consistent with the approved sign program (PS 92-101/Palomar Place) for the McDonalds site or the sign program can be amended consistent with Section 21.41.060(E) of the C.M.C. NOTE: Amending the sign program consistent with current regulations (Chapter 21.41) could be more restrictive regarding sign area, height and number of permitted signs than the existing sign program.
